Thanks for the update and clarifications. Here is where we stand on things:,"''
1. We have written permission from our neighbor to the north to enter his property to complete required work as
shown on our latest plan submission. A copy of this agreement is attached.
2. We have sent a letter to Mr. Harper re: the storm water tie-in fee. A copy of this letter is attached.
3. We have a planting plan.
We do not yet have a response back from the County on our bond estimate request. I will follow up with Ms.
Kilmer on that.
Do you want four copies of the planting plan only or the entire E&S set? My plan is to deliver this all to you
tomorrow or Friday, except for the bond piece. I am unsure of the turnaround time needed for that particular
item.

Prior to scheduling a preconstruction meeting,the plan must be approved and bond posted. Referring to our last
correspondence,the following items remain before plan approval;
1. Permission or easement from owner of parcel 56A2-01-53,where the plan currently shows work. Alternatively,the
plan can be revised to removed any work from this neighboring parcel. See comment 1 in the attached memo.
2. Water Protection Ordinance requirements must be addressed. We have agreed that the plan could be approved
without on-site collection and treatment or downstream channel protection, provided there is a written agreement
between the church and the County General Services Department to make use of the county project and pay a pro-rata
share when an amount is officially established. See comment 7 in the attached memo.
3.A planting plan must be included for the restoration of the stream buffer area on-site. See comment 8 in the attached
memo.
When you have your plan approved, and the bond has been posted and signed by the owners, county attorney and
county engineer, a preconstruction meeting can be held. This meeting is held in the county offices. You and your
contractor will receive two of the four plan copies you submit with your last revision, stamped approved by Community

Development. Our inspector, Mark Hopkins,will go over the plan and county procedures. You will need to identify your
certified responsible land disturber prior to receiving a grading permit.

Dear Mr. Harper:
In support of our application for required permits for our Site Development Project, we
are writing to confirm our agreement to participate in the County Storm Water Pro-Rata
District for Crozet. We understand that the County is still in the process of setting up
the District and the mechanism for non-residential landowners to participate.
Since the timing of our project requires us to move forward now, Crozet United
Methodist Church (CUMC) acknowledges and agrees to pay the required one-time fee
at a rate of $20,000 per added impervious acre when the District and administrative
structure is set up and in place.
We have calculated the additional net impervious area that our project is creating at a
total of 0.543 acres. Based on our understanding, this would obligate CUMC to pay a
one-time tie-in fee of $10,860.00. We also understand that acceptance of the terms of
this letter will allow the church to proceed with the necessary work to tie into the
existing system prior to submitting the required fee due to the fact that the
administrative system is not yet set up.
We acknowledge that issuance of a grading permit is conditional upon acceptance of
these terms. We appreciate your prompt response to this matter, as we are prepared
to start construction within the next week or so.

PERMISSION TO ACCESS PROPERTY
15 MAY 2013
This agreement will give permission for Crozet United Methodist Church (CUMC)to
access the Blue Goose property in support of construction activities related to its Site
Development Project.
Certain work as part of the CUMC Site Development Project requires the Contractor to
cross the shared property line on the north side of the project area. This work will be
intermittent during the construction period (May through August 2013) and will have no
material impact on any current activities on the Blue Goose property.
Any work performed in support of the CUMC Site Development Project will be done in
accordance with Contract Documents prepared by Anhold Associates, PLC. This
agreement applies only to the necessary work along the shared property line. Any site
disturbance will be restored to its original condition or better.

FYI—below is the email that I sent to Mr. Carmagmola in mid-April. I estimated the church's future fee to be about
$5,000 to $6,250 based on their project scope and a pro rata rate of approximately$20,000 to $25,000 per impervious

Mike,
I was able to speak with both Mark Graham and Glenn Brooks (Community Development Department)yesterday and
we'd like to suggest a way to address the issue with the timing of your project versus the establishment of a County
process allowing developers to "buy into" the recently-constructed Crozet Stormwater Wetlands Project.
The County has begun—but not completed— the process of creating a pro-rata district, in which development projects
naturally draining to the County project would pay a fee to the County in lieu of constructing onsite stormwater
management.The fee would likely be based on the amount of additional impervious area created by the development
with the intent that all future development within the watershed would, collectively and over time, pay for the County
project.
Unfortunately, we don't yet know the rate of the fee. However, early discussions and calculations suggest that the rate
would be in the range of roughly$20,000 to$25,000 per(added) impervious acre. Therefore, if your site work resulted
in an additional quarter acre of parking lot your fee would be $5,000 to $6,250. Note that this would be cheaper than
designing and constructing onsite stormwater management.
In order for you to receive a permit from the Department of Community Development, you are requested to submit a
letter from the Church stating that the Church will pay the appropriate fee to the County once the County process is
established. If you have any questions about the specifics of the letter, please contact Glenn Brooks(copied).

Greg,
I am following up on the County process and logistics needed to secure an agreement to tie into the regional
storm water system recently installed. As you know, we are the first project to do this and plan to start
construction in May.
We will need to have the process in place or an agreement to undertake the process later when it is finalized.
We certainly don't want this part of the project puzzle to hold us up.
Please advise if there is anything further you need form me or the church. I would also appreciate an update so
I can keep folks informed.
