We worked with Dennis Seale on the current entrance location. The last set of comments came from Troy Austin. Steve Driver stated to me that the miscommunication issues had been resolved and that VDOT approved the plan based on the information we submitted to you. Unfortunately, Albemarle County has not received any word from VDOT on approval. If the site plan has been approved by VDOT, please forward confirmation to JT Newberry with Albemarle County. An email approval will be acceptable. JT's email is inewberry aalbemarle.orq. Reaching site plan approval is a high priority for the church and this should be handled as such. Members present at the meeting were: Claude Sandy (Building Committee Ivy Creek UMC), J.T. Newberry (Albemarle County Planner), Josh Kirtley (Virginia Department of Health) and I (Abe Evans Terra Engineering and Land Solutions). First we discussed some of the background information on the project. Terra Engineering contacted the health department around September/October of 2012. We had conversation with William Craun discussing the required horizontal setback between the proposed BMP and septic system. After elaborating on the specifics of the proposed stormwater facility, namely that it will not permanently hold water, Mr. Craun stated that the full 50' setback would not be required. In fact, Mr. Craun specified he would be satisfied with a 10' setback. This value was held in setting up the proposed Bioretention Filter. The location of the proposed Bioretention Filter was chosen based on its elevation (natural low point) and with the preservation of existing trees in mind. Next, Josh Kirtley discussed what his issues with the current septic system and proposed BMP were. Josh explained the current condition of the septic system. I let Josh know we had a soil consultant, Peter Kesecker of Soil Services, Inc. with the assistance of Keith Cline of Absolute Plumbing and Drain Services, come out locate and inspect the septic system in July of 2012. I have attached an email from Peter summarizing his findings. Josh agreed with Peter's findings. However, Josh is concerned that, given the age and condition of the existing drainfield and the location (both horizontal and vertical) of the proposed BMP, the flow will cf osseWr+an the path of least resistance thus draining into the proposed pond instead of the drain lines. 50., Sr cp^— to.k Finally, all parties brainstormed on possible solutions to fix the horizontal setback conflicts. Three alternatives were considered. First option was to move the BMP, possibly further up the hill towards Woodlands Road. This option would require the removal of the cluster of five poplar trees. Albemarle County would need to approve the removal of said trees as it was the original intent to keep as many existing trees as possible. There could also be some significant cost associated with felling the trees. The next option and agreed upon best option is to move the existing septic system. The existing septic system will require removal and replacement of the existing distribution box and header lines in this location at a minimum. Condition of the drain lines themselves cannot be determined until they are uncovered. If the drain lines will require additional work as well, why not move the septic system location?The only viable location to relocate the septic system to is below the existing parsonage drainfield and above the existing church/Sunday school drainfield. The last option and least desired is to choose a separate BMP. One possible option is to use Filterra units to treat stormwater quality and an underground detention facility with piped outfall to treat stormwater quantity. As mentioned previously, we feel that relocating the septic system is the best option. Drain lines need to be uncovered so they can be inspected. We will also need to determine if there is enough room to fit a new drain field between the two existing drainfields. Ultimately a new septic system will need to be designed. We may need a modified design since we will be restricted on space between the existing systems. Thanks for you time. If you have any questions or comments please let us know.
