Hines, P.E. cc: Re: 5th Street Station—Minor Grading Plan Amendment Attached is a copy of the E&SC Plan from the approved Minor Grading Plan for preparing access to the DEQ approved Avon Landfill slope restoration project along Moore's Creek. All of the gabion work and about one-half of the Living Wall work can be performed within the limits of disturbance shown on the Plan. However, we need a minor field change that allows us to move approximately 120 feet to the east along the existing trail (shown in yellow) to set up the Yard Works blower truck at a second location in order to install the eastern-half of the Living Wall.No undercutting is necessary, but fill consisting of rock and perhaps some soil will be needed to provide stable access for the blower truck. There is an existing berm that occurs along the top of the slope that will contain sediment, if any should be generated. Since a berm exists along the edge of the work area, silt fence should not be necessary. Jonney Otto, engineering inspector for Albemarle County, has viewed the area with Brian Bishop (construction superintendent with Brent Scarbrough and Company). We are also required to pick up visible waste materials on the landfill slope. We plan to use track equipment for this and access will be along the existing path,which is shown in yellow. County Engineer Glenn Brooks informed Jonney Otto that waste removal and covering (as necessary) is under the jurisdiction of DEQ. Therefore, Albemarle County has no requirements for activities associated with waste removal. As shown on the plan,we plan to set up a track hoe 130' east of the second blower truck location. The track hoe will assist with removing waste materials encountered in the gabion wall footing excavation. It is therefore requested that the limits of disturbance shown on the approved Minor Grading Plan be amended to allow set up of the blower truck at the second location. Based on Glenn Brooks' conversation with Jonney Otto, we do not believe the track hoe activity for waste removal described above, is applicable to the Minor Grading Plan. If the County believes it does, we request that the plan be amended to increase the disturbed area for this activity. I assume we need approval from Albemarle County to create access to the eastern blower truck work area. Since a berm exists along the edge of the work area, is silt fence necessary? If so, rather than installing silt fence, which requires bringing a contractor from Richmond, we'd like to install approximately 120 feet of siltsoxx (can be done by Yard Works) along the upslope edge of the existing berm. The County approved siltsoxx for erosion control for the two fill areas on top of the landfill. We are also required to pick up visible waste materials on the landfill slope. We plan to use track equipment for this and access will be along the existing path, which is shown in yellow. Since no grading is necessary for access, am I correct in assuming E&SC measures are not necessary? I would like to meet with you, as soon as your schedule allows, to determine what is required. We would like to prepare the 120 feet of additional access no later than November 11, 2013, if at all possible. Collins, the Minor Grading Plan to construct a temporary access road on the Avon Landfill Parcel for the 5th Street Station application in Albemarle County, VA. The following is our comment response letter addressing comments received from Max Greene dated March 15, 2013. Each comment is addressed and responded to as follows: Comment 1: This plan appears to be an amendment to the WPO201100100 New Era Properties, LLC Site - Avon Street Extended water protection plan for a waste area. Please show the previously approved grading and make this an actual amendment to the previously approved plans. Response 1: The previously approved grading and E&S controls have been added to this WPO plan. Comment 2: Perimeter erosion control measures do not appear to meet the minimum requirements of the State and County. Please show sediment control structures designed for the coinciding drainage areas. Sediment traps and basins may be required for approval. Response 2: The perimeter erosion control measures have been revised per a meeting between Charlie Yowell with Bohler Engineering and the Albemarle County Engineering Department on 3/21/13. Comment 3: Diversions appear to direct concentrated storm flows over critical slopes and will require temporary slope drains and energy dissipaters. Please explain. Response 4: The super silt fence has been revised to be downstream of all disturbances in order to capture and filter sediment laden runoff. Comment 5: Diversions need to be designed for the corresponding drainage areas and accurately depicted on the plan sheet. Response 5: Diversions have been designed and added for each corresponding drainage area and shown correctly on sheet 3. Comment 6: Rock check dams do not work as shown. Response 6: Rock check dams and associated references have been removed from the plan. Comment 7: Please show Std. & Spec. 3.03 (CRS)on the plan sheet. Response 7: Std. & Spec. 3.03 has been added to sheet 6. Comment 8: Limits of disturbance will encompass all erosion control measures and any other work to be performed by this application. Response 8: The future limits of disturbance have been removed from this plan set and the limits of disturbance proposed with this application have been revised to now encompass all erosion control measures and work proposed to be performed. Comment 9: Please show the headwater storage area for pipe inlets on the plan for construction and inspection. Road should be a minimum 18"above the headwater depth. Response 9: The E&S plan has been revised to include the grading and E&S controls from WPO201100100. A sediment trap with this plan has been relocated and revised to have a pipe outfall. This piped outfall incorporates 18" of freeboard above the dry storage volume. The second culvert proposed with the original design has been removed with this submission and runoff that was flowing to that culvert now is being diverted to a swale further to the west which minimizes disturbance to the critical slopes in the area. Comment 10: Temporary access roads will require turn-around areas adequately sized for the anticipated vehicles that will be utilizing this access. Response 10: The previously proposed turn-around has been labeled. The first turnoff has been designed for rock trucks to access and release the stone down to Moore's Creek. The rest of the access road lower down the hill has been designed for smaller construction traffic that will actually perform the mitigation work on Moores Creek including potentially track or rubber tire loaders. The limits have been expanded as shown in the E&S plan to provide staging areas. Comment 11: Page 2 of 6 appears to be a boilerplate from another project. Please explain purpose of this page. Response 11: This sheet contains general notes, standards, and legends that are standard to all plans that Bohler Engineering prepares and are necessary for liability purposes.
