RE: Independence Tasting Room
E&SC and Mitigation Plans
Dear Hardee:
In the attached plans, I've addressed the following review items noted by the County:
1. Before culverts are installed and are operational,the stream still needs to be protected as site
is graded. (The ditch is now directed to an existing swale that parallels the stream and a
check dam is shown at the mouth of the swale.)
2. Check dams west of entrance is okay, but a note shall state"Install at the same time as other
perimeter control measures."( The note is added to the drawing. It is also listed as part of the
construction sequence.)
3. The area to east of travelway is not protected and still needs some trapping measure for
sediment control. (The ditch is now directed to an existing swale that parallels the stream and
a check dam is shown at the mouth of the swale.)
4. Please note the drainage area from the south. This clean runoff will mix with site runoff. This
total runoff needs to be contained and filtered in sediment trapping measure I mentioned.
(The ditch is now directed to an existing swale that parallels the stream and a check dam is
shown at the mouth of the swale)
5. Show a R/W diversion. (A RWD is now shown at the construction entrance.)
6. Provide soil stabilization blankets and matting for 2:1 slopes. (North of parking and area near
travelway that cuts into slope.) (Matting is now noted in these areas.)
7. Show temporary seeding symbol (TS)and dust control symbol (DC)on plans. DC may not be
used, but we typically show on E&S plans. (TS and DC are now noted on the plans.)
8. Remove 65'silt fence within grading area. (SE of parking lot.) (The silt fence is removed.)
9. Check dam drainage area (.75 acres) should include offsite drainage area. (The drainage
areas are con-ected and the check dam receives 0.49 acres.)
10. Silt fence north of culvert 1 can be shifted north about 20'to be clear from ditch grading area.
I recommend about 80'of SF. (The silt fence is shifted to be clear of the ditch.)

Dear Hardee:
In the attached plans, I've addressed the following review items noted by the County:
1. Notes and details from the Design Standards are included.
2. The limits and perimeter measures are shown.
3. Existing and proposed grades are now shown. County GIS topo was used to cover areas
beyond the initial survey.
4. The total acreage of the limit of disturbance is now noted.
5. Soil stabilization matting is noted along the ditches where solid rock is not expected.
6. Temporary seeding and Permanent seeding are now noted on the plans. Dust Control does
not seem necessary in such a remote, heavily wooded area.
7. There is such a small drainage area on the left ditch (Ditch 1), a full sediment trap does not
seem warranted. Most of the area will involve removal of rock and there is very little fill
needed at the bus parking area. I show a check dam remaining in Ditch 1. Ditch 2 will be
used to convey up-gradient runoff through the site. Little or no sediment-laden runoff should
be expected to pass through Ditch 2.
8. Outlet protection is noted and a detail included.
9. A sheet is added to show drainage areas.
10. E&S standard notes are included.
11. Culvert Inlet Protection is now shown.
12. A mitigation plan and planting schedule is now included in the plans.
