Chris,
Troy has informed me that he has reconsidered his position regarding the public road layout that we discussed in
yesterday's meeting; he said he has discussed this with you and Vito as well. I don't know how feasible it will be to get
all of the required parking on-street given the restrictions with driveways and intersections(even with VDOT accepting
some of the parking they previously said they wouldn't). David Benish said he can look into what the process would be
to amend the rezoning if you all want to try to move forward with the revised layout that relocates the townhomes as
originally discussed yesterday. It would be helpful,though, if he had a copy of that layout to review and discuss with
Zoning. If you could either send me a PDF copy or drop one off at the front desk,that would be great.

As an aside, I was thinking about the parking requirement and I may be incorrect in my assessment that 24 spaces are
required. The relevant code section reads as follows:
Dwellings: (Amended 2-5-03)
Single family detached(including manufactured homes): Two(2)spaces per unit,except when the Virginia Department of
Transportation requires three(3)spaces to offset the loss of ancillary onstreet parking because a reduced urban street width has been
permitted in accordance with the"VDOT Subdivision Street Requirements."
Multi family units, including duplexes, single family attached, and townhouses, but excluding student suites:
Number of Parking
Bedrooms/Unit Spaces/Unit
Any unit of 500 square feet or less 1.25
One(1)bedroom 1.50
Two(2)or more bedrooms 2.00
In addition,if parking is provided on individual lots,such as for duplexes and single family attached townhouses, rather than in lots
or bays that are shared by all units in the development,then one(1)guest space per four(4)units shall be provided.
So, it looks to me like if your parking is provided in a lot or bay(versus on individual lots), then the guest spaces aren't
required which would drop your requirement to 21 spaces. This is based on a 3-bdrm townhouse and 1-bdrm apt. I do
think it's best to provide as much parking as you possibly can, but thought I'd mention this in case you're a space or two
short.

Hi Chris,
I actually have a 10am dentist appointment on the 4th. Which means I'll have to leave about 9:30 or so and won't return
until 11 (or maybe later). I tried to reschedule, but the earliest they could fit me in was July, so I think I should keep my
appointment. I am open later on Wednesday and pretty much all day Friday. I think we should try to get David,
Claudette, Michelle (Engineering), Robbie Gilmer(fire/rescue) and Troy Austin (VDOT)from my end...so it could take
some back and forth to settle on a time. Let me know if a different time Wednesday or Friday works for you and I'll send
out an invite to the County/Agency folks and see what happens.

We have done a little coordination of schedules on our end, and hope to try and schedule meeting with you and the

I don't know much about the discussions an or concessions tha ere made during the rezoning other than what we
spoke about at the SRC meeting. Unfortunatel the BOS meet' g minutes haven't been published yet and some of
these things aren't formally documented that I can ind. I thi, your best approach might be to schedule a meeting to
come in and talk about it...with me, David and Claude - (a,d maybe some of the other reviewers as well...fire/rescue,
VDOT in particular),that way you can get the informatio •irectly from them instead of as interpreted through me.
Claudette was the planner for the rezoning,so she may em: ber things that happened and David has some knowledge
of it as well. If you can put together sketches of any eas you '-ve about how to address the comments,that would be
helpful in getting more solid answers to your ques "ens. I was un- •ectedly out of the office all week last week,so I am
pretty behind on my workload;the earliest I can , eet will likely be t' - week of the 19th. Let me know if you want to

Hi Linda,
The site plan process calls for the Initial Site Plan to be acted on within 60 days of submittal. I'm a little behind because I
was out of the office for a while for a family funeral, but I plan to issue an approval of the initial site plan with conditions
(the conditions will be all of the comments provided by all of the reviewing agencies and divisions on the initial site plan)
as soon as I can. After that,the applicant must submit their Final Site Plan within 1 year of the date of the initial site
plan approval. Final Site Plans do not go to the SRC and there is no public notification. I also assume that eventually
they will submit a subdivision application as well but,again,that will not go to the SRC and there is no public
notification. They do have several large-ish issues that they will need to resolve to get their Final Site Plan approved,so
I'm not sure how quickly they will be able to move through our process.

I spoke with Ellie,the Planner, who is working on the Avon Park II site plan. Ellie is aiso copied on this a-mail in case you
need to contact her for additional information.The following are answers to the questions you had yesterday when we
spoke on the telephone:
1) There is no other SRC meetir'. However,you are always welcome to corin to view and discuss the plans with
Ellie.
2) You had concern about the sewer line on the north side of the property and that it could interfere with the
buffer. In talking with Ellie,there is a sewer line located on the north property line.The sewer line location is an
issue with regard to the buffer. Ellie pointed out that there is no obligation to maintain the buffer. I have
attached the staff comments for your information. Items 23—29 in the comments deal with landscaping.Also
see item#29 for specifics regarding your landscape concerns and the buffer area.
3) Regarding the street lights,there are no street light standards. However, please see items 19—20 of the
attached comments regarding the street lights.

We are still working on this layout configuration,and was wondering if you had any luck locating some of the past
discussions or concessions regarding the access or potential layout configuration. We hope to have a working solution,
but need to look at it in reference to those documents. Since the change relates to the lot configuration and location of
the Affordable Housing,we are also wondering if we will need to go back to the ZMA, or if these things may be
addressed administratively,given the unachievable conditions within the existing ZMA. Anyhow,feel free to call or
