This approval is for their construction review...I get a separate approval on the site plan (generally from Alex Morrison).
The site plan approval usually follows construction approval pretty quickly, but this doesn't constitute site plan approval

Comment 1: [32.5.2(n)] Clarify if any outdoor lighting is proposed; lighting locations appear to be
shown but no photometric plan or fixture information is provided. No lighting locations
are approved until this information is provided.

Comment 2: [Comment] ARB approval is required.
Comment not yet addressed. ARB comments on the landscape and lighting plans
may supersede comments provided in this letter.

Final Plan Comments:
Comment 1: [32.5.2(a)] Sheet 4 is number 1/1; please revise to Sheet 4 of 22.

Comment 2: [32.6.2(k)& 4.17] Provide the manufacture's cutsheet for proposed fixture"E".
Revl: Comment not fully addressed. The association between the luminaire
schedule and the cutsheet still isn't clear; there is no cutsheet with the description
(model number) R290 70GLCL (fixture D), and it also isn't apparent to which
fixture the cutsheet on Sheet 15 corresponds. Make sure the model number or
description provided on the schedule is the same as that listed on the cutsheet. It
might also be helpful to label the cutsheet with the"label" provided in the schedule.
Response 2: Lighting plan has been revised to include correct cut sheets for proposed lighting.
Please see sheets 15-16A.
Comment 3: [Comment] The site plan cannot be approved until ARB, Engineering and VDOT
completed their reviews and grant their approval; comments will be forwarded upon
receipt. ACSA comments have been provided. Inspections and fire/rescue have
completed their review and have no objection.

ARB:
Regarding the site plan and architectural design:
Comment 1: What is the proposed lamp type for the Radial Eave Dome fixture—high pressure sodium
or metal halide?
Response 1: The proposed lamp type for the Radial Wave Dome fixture is metal halide.
Comment 2: The L2 wall fixture locations on the architectural drawings and the lighting plan still
don't match. Which version is accurate?
Response 2: The lighting plan has been revised to accurately match the architectural drawings.
Please see Sheet 15.
Comment 3: A1.1 shows a recessed can light fixture that wasn't previously identified. Can you
confirm that this fixture is flush with the canopy? It looks like the can lights (and the
other wall fixtures, as well?) were not included in the photometrics, but should be. The
intensity of lighting around the building is an ARB issue.
Response 3: Lighting plan and Details have been revised to accurately show the wall packs and
can lights. Please see Sheets 15-16A.

My review will be due on May 2"d...and considering the number already in the queue, I doubt I'll get to it any sooner
than that. In fact, I'll be doing pretty well to get it done on time. I'm distributing the plans to the others this afternoon,
so they won't get it until Monday or maybe even Tuesday...so I don't know when they'll get their comments to you. The
7th might be optimistic, but it shouldn't be too far off.
I don't have the plan in front of me...where is the ACSA easement? If it's on-site or in a public r/w it can be done later,
but if it's off-site it may need to be done now.

just one change to the water service lines to make. Also, Margaret had a couple minor note changes that needed to be
made. As I mentioned when we met last week,we would like to process this through quickly so that we can have
approvals May 7th after the BOS. Do you think that is possible?

fixtures on the lighting plan aren't labeled; clarify which fixtures are proposed in which
locations.
Response 7: In order to clarify which fixtures go in their respective locations, the luminaire schedule
has been revised to show specific symbols for each type of fixture. Please see Sheet 15.

outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a
full cutoff luminaire and shall be arranged or shielded to reflect light away from
adjoining residential districts and away from adjacent roads. The spillover of lighting
from luminaires onto public roads and property in residential or rural areas zoning
districts shall not exceed one-half foot-candle.

Please note that the entrances shown on the site plan are not entrance that will be
constructed under VDOT permit and are not subject to VDOT standards unless directed
to be by the County.

Comment 3: The storm sewer located under the retaining wall will likely not be able to be excavated
should the need arise. I would suggest that the design engineer explore an alternative

a) Geo-grid may extend 20' or more into site and may be under the load bearing

b) Wall construction inspections will be required and as-built records may be
requested prior to final Certificate of Occupancy.
c) Retaining wall appears to be only about 18"wide from face of footing to back on
top of wall as scaled on plan view. Is this the actual dimension once the wall is
installed? Please be sure retaining wall and guard rail will not cause the pavement
width to narrow during construction.
Response 1: The Site-Specific retaining wall design has been provided. Please see Sheets 21 and 22.
Comment 2: Please show pavement stripping with dimensions for access isles on the site plan. Angled
parking requires 16' minimum travel isle and drive thru lane will be 12' minimum width.
Both do not appear adequately addressed at this time.

through grease interceptors.
Response 1: No grey water from toilets and sinks shall flow through grease interceptor. All domestic
sewer laterals collect into one system internal to the building, and then connect to private
sewer system as shown. Please see Sheet 6.
Comment 2: ACSA sewer line cannot be located under retaining wall. All new sewer infrastructure
associated with this project will need to be private. Call-out as such.

The Thomas Jefferson Foundation, which owns and operates Monticello has reviewed the revised landscape
plan (attached)for the Rolkin Road Retail Center, project number SPD201300058.The revised landscape plan
forwarded to me by the architects is attached for your reference. It includes:
Increased planting density at the top of the wall with a mix of large columnar evergreen shrubs.
✓ Added some larger evergreen species behind the dumpster/loading space
Added an additional tree to the island south of the Rolkin Road entrance.
✓ Added three evergreen trees at the base of the wall in lieu of smaller evergreen trees.
✓ Added shrubs along the eastern foundation to help with additional screening
'V`'11' Added potential evergreen trees at the base of wall if water utility will permit it.
This project with these revisions, located at the corner of Abbey and Rolkin Road,will meet the Foundation's
standards for screening of all buildings and parking areas visible from Monticello .The foundation approves of
the color of the south facade and roof of the building to comply with the proffers for ZMA 1998-0020.The
facade will be Boral wellington B-1 brick with Raspberry Truffle paint on the rear elevation of the building.The
roof will be a membrane TPO roof by Carlisle Syntec Systems tan color.

I did a little research on your parcel of property at Pantops on Rolkin Road. It just so
happens that I designed all of the electrical distribution infrastructure in that area
back in 2001. We have three phase primary that basically runs around the northern
side of your parcel and the west side of the parcel. All of the three phase primary is
part of a large loop that serves the entire area.
The right of way cannot be quitclaimed. You may plant shrubs and trees in our right
of way, but we retain the rights within our right of way agreement that give us the
ability to remove plants that impede access to our facilities. When planting trees and
shrubs within our easement,Miss Utility will need to be notified to locate our
facilities. Please hand dig when excavating in close proximity of our conductors (2')
. Do not plant large trees directly on top of our conductors.

We have received your request to place plantings within the boundaries of the Easement
granted to Central Telephone Company of Virginia, recorded in Book 2137, Page 0447,
of the official records of the Clerk's Office of the Circuit Court of Albemarle County,
Virginia("Easement").
You may plant shrubs and trees within the boundaries of the Easement as long as they do
not interfere with CenturyLink's use of the Easement. We retain the rights granted within
the Easement to trim,top,retrim and retop, or cut any trees or brush to maintain a
clearance of at least 7.5 feet for all wires and facilities.
When planting trees and shrubs within the Easement boundaries, you must notify Miss
Utility to locate our facilities. Please hand dig when excavating in close proximity of our

approved waivers.

Comment 4: [32.5.2(b)] Provide/clarify the maximum amount of impervious cover and the maximum
amount of paved parking and vehicular circulation area; the numbers provided are
presented in a different manner and the `interior parking' number doesn't match the
number provided on the landscape plan.
Response 4: The sheet regarding maximum amount of impervious cover and paved parking has been
revised to accurately reflect the proposed conditions on site. The interior parking value
now matches the value proposed on the landscape plan. Please see Sheet 3 for the
updated land use table,and Sheet 13 for the Landscape Plan.
Comment 5: [32.5.2(d)] Show the areas of the site where existing slopes are critical slopes.
Additionally, it appears a critical slopes waiver will be required to develop the site as
presented.
Response 5: Critical slopes are shown on the Existing Conditions Sheet, sheet 5. Also, a Critical
Slopes Waiver has been submitted for review.
Comment 6: [32.5.2(i), 4.12.13(e), & 4.12.18(c)] The design of the loading space and dumpster pads
creates awkward and potentially dangerous vehicular access through the site; the full
length of both the loading space and the dumpster pads must be out of the travelway.
Please revise or clarify the Iayout to demonstrate that safe circulation is provided.
Response 6: The design and location of the loading space and dumpster pads have been revised.
Please see Sheet 6.
Comment 7: [32.5.2(k)] Verify that all necessary easements for proposed water, sewer and drainage
facilities have been shown on the plan.

Sheet 5.
Comment 9: [32.5.2(m)] Show the distance to the centerline of the nearest existing street intersection
from the proposed ingress and egress locations.
Response 9: The distance to the centerline of the nearest existing street intersection has been shown on
the Site Plan Sheet,Sheet 6.
Comment 10: [32.5.2(n)] Dimension all walkways, fences (guardrail), walls, trash containers (pads),
paved areas,travelways,entrances and loading areas.
Response 10: All of the above have been dimensioned,and shown on the Site Plan Sheet, Sheet 6.
Comment 11: [32.5.2(n)&4.12.16(e)] All parking spaces that are next to a sidewalk that is less than 6'
wide must have bumper blocks.
Response 11: Acknowledged. Parking spaces were revised to 16' deep with a 2' landscape strip
between the back of curb and 5' sidewalk. This is sidewalk option is stated in the Zoning
Ordinance 18-4.12.15 and eliminates the need for bumper blocks.
Comment 12: [32.5.2(n)] Provide the proposed paving material for all walks, parking lots and other
paved areas.
Response 12: All proposed paving material is shown on the Construction Details Sheet, Sheet 18.
Comment 13: 132.5.2(11)1 Clarify if any outdoor lighting is proposed; lighting locations appear to be
shown but no photometric plan or fixture information is provided. No lighting locations
are approved until this information is provided.
Response 13: Outdoor lighting has been proposed and the photometric plan is shown on the Lighting
Plan Sheet, Sheet 15.
Comment 14: [32.5.2(p) & ZMA Proffer] The landscape plan must be submitted to the Thomas
Jefferson Foundation to make sure that the plan provides,to their satisfaction, screening
of all buildings and parking areas visible from Monticello.
Response 14: Acknowledged. The Landscape Plan has been submitted for review to the Thomas
Jefferson Foundation.
Comment 15: [32.5.2(p) & 32.7.9.4] The landscape notes provided appear to reference old Site Plan
ordinance sections;please update with current references.

Abbey Roads. The existence of utilities or utility easements does not preclude this
requirement;see section 32.7.9.5(d)for location and spacing requirements.
Response 17: Acknowledged. Street trees have been provided on the Landscape Plan per the proposed
proffer. Please see Sheet 13.
Comment 18: [32.5.2(p) & 32.7.9.6(a)] As noted above, the `Area of Parking Lot' on the landscape
plan does not match the `Interior Parking' number provided on Sheet 3;please clarify and
verify that the required 5%interior landscaped area is provided.
Response 18: Area values have been updated,and now are current with each other. It was also verified
that the 5%interior landscaped area is provided. Please see Sheet 13 for calculations.

though perhaps not specifically required by the ordinance due to the adjacent private
streets,this area should be screened from view of any public street and from Monticello.

Comment 20: [32.5.2(p)] Several of the proposed plantings appear to be within existing or proposed

Comment 3: All easements for facilities for stormwater management and drainage control.
Response 3: All proposed Stormwater Management and drainage control structures are contained in a
private system and not collecting VDOT roadway runoff,therefore it is the opinion of the
engineer that no easements are required.
Comment 4: Double entrance is a traffic/safety concern and should be limited to only the entrance
across from the access way to route 250.
Response 4: Acknowledged. Double entrance has been removed. Please see Sheet 6.
Comment 5: Rolkin Road and Abbey Road intersection is a traffic/safety concern and may require a
traffic study.
Response 5: Acknowledged. A traffic study was done with the original development that anticipated
this proposed site having a 10,000sf mixed retail building. The intersection of Rolkin and
Abbey Roads was designed based on this data; therefore it is the opinion of the engineer
that an additional traffic study is not needed.
Comment 6: Dumpster location does not appear-to,allow for single unit truck maneuvering to empty
containers as shown.Recommend moving dumpster location or angle for truck access.
Response 6: Acknowledged. The dumpster location has been moved to allow for better truck access.
Please see Sheet 6.
Comment 7: Left turn lane from Rolkin into site may be warranted with a traffic study of the ultimate
buildout design of shopping center.
Response 7: A traffic study was done with the original development that took into account this
proposed site anticipating a 10,000sf specialty mixed retail building. The left turn lane
from Rolkin into the site was designed based on this data; therefore it is the opinion of
the engineer that an additional traffic study is not needed.
Comment 8: Light pole in center of North-east parking should be moved back from curb 2' to avoid
damage/impact with vehicles.
Response 8: The light pole was moved back from the curb 2'to avoid damage to vehicles. Please see
Sheet 6.
Comment 9: Retaining wall type, material, and construction are very important information prior to
initial site plan approval. Cast in place concrete walls have vertical faces verses dry stack
walls that step back with each subsequent course and require more site space and a larger
fmished product foot print and may narrow travel way below required width.
Response 9: Acknowledged. Retaining wall details have been added to the plans for clarity of type,
material,and construction. Please see Sheet 19.
Comment 10: Stormwater drainage profiles and computations proving system adequacy to existing
SWM basin.Existing drainage system on Hickman Road are not connected on the plan,if
they are connected in the field please make the plan match for drainage system adequacy
verification and calculations.

Albemarle County Architectural Review Board Approval of a Certificate of Appropriateness (8

Comment 1: Regarding requirements to satisfy the design guidelines as per§ 18-30.6.4(2),(3)and(5):
As per § 32.4.2.2(bX3) and 30.6.4(cX3) and EC Guidelines 35a, it is not clear that
sufficient planting area is available along the north and west sides of the site to
accommodate required trees and shrubs.
Response 1: The site general layout and landscaping plan have been revised to allow for sufficient
planting area along the north and west sides. Please refer to Sheets 6 and 13.
Comment 2: Regarding recommendations on the plan as it relates to the guidelines:

Comment3: Regarding recommended conditions of initial site plan approval:
1. A Certificate of Appropriateness is required prior to fmal site plan approval. The
applicant shall submit an application for a Countywide Certificate of Appropriateness

2. Provide additional information to clarify the type and location of utilities existing
and/or planned along Rolkin and Abbey Roads. Provide planting in these areas to
meet EC requirements or alternate planting of comparable size and quantity.Options

documentation that the easement holders do not object to the planting. Or provide
large shade trees, 2W' caliper at planting, 40' on center, in planting areas free of
easements along Rolkin and Abbey Roads. Or add three islands with trees along the
Rolkin side and three along the Abbey Road side of the site to compensate for the
perimeter trees. Coordinate the proposed planting with the retaining wall along
Rolkin Road.

Comment 5: The ARB offered the following comments on the initial plan for the benefit of the
applicant's next ARB submittal:
1. Coordinate the design of the drive-thru window with the overall architecture of the
building.
2. Carefully consider the form, illumination and materials (including the type and
amount of glass used)in the tower design.
3. The design of the building should be compatible with the existing buildings in the
area.
4. Coordinate building materials with those used in existing buildings in the area.
5. Avoid a blank wall on the west elevation by incorporating sufficient design details.If
blank areas are still anticipated after design details are included, revise the layout to
include planting area along the wall.
6. Include information on the architectural plans and elevations to show that visibility of
rooftop equipment will be eliminated.
7. Add the following note to the site and the architectural plans: "Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated."
8. Provide additional information to clarify the type and location of utilities existing
and/or planned along Rolkin and Abbey Roads. Provide planting in these areas to
meet EC requirements or alternate planting of comparable size and quantity. Options
might include:
a. Provide the largest tree species acceptable to the easement holders, along
with documentation that the easement holders do not object to the planting.
Or provide large shade trees, 212" caliper at planting, 40' on center, in
planting areas free of easements along Rolkin and Abbey Roads.
b. Or add three islands with trees along the Rolkin side and three along the
Abbey Road side of the site to compensate for the perimeter trees.
Coordinate the proposed planting with the retaining wall along Rolkin Road.
9. Increase the size of interior parking lot trees to 2%a" caliper minimum at planting.
Increase the size of shrubs to 24"high minimum at planting.Consider increasing the
variety of proposed shrubs species to a minimum of four different species.
10. Add the following note to the landscape plan: "All site plantings of trees and shrubs
shall be allowed to reach,and be maintained at,mature height;the topping of trees is
prohibited. Shrubs and trees shall be pruned minimally and only to support the
overall health of the plant."
11. Remove Lighting Note #2 from Sheet 2. Provide complete lighting information for
review. Calculate photometrics using a light loss factor of 1.0 and note the light loss
factor on the plan.

12. Add the following note to the site plan: "Each outdoor luminaire equipped with a
Iamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall
be arranged or shielded to reflect light away from adjoining residential districts and
away from adjacent roads. The spillover of lighting from luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one
half footcandle."
13. Include a comprehensive sign proposal with the ARB site plan/building design

Comment 2:. The water main serving the proposed fire hydrant assembly must be a minimum diameter
of 6 inches.

Comment 1: The entrances for this site will access roads not in the State Highway System and will not

Response 1: Acknowledged.
Comment 2: Ideally, the new entrance shown onto Abbey Road should be removed and the shared
entrance on the property line with the adjacent parcel to the East would be utilized as
access to Abbey Road.
Response 2: Acknowledged. The entrance configuration has been revised,and the inter parcel access
has been removed. Please see Sheet 6.
Comment 3: The entrance onto Abbey Road does not appear to meet VDOT standards for throat
length.
Response 3: Acknowledged. As per previous discussion, 18' was the required throat length for the
entrance onto Abbey Road. The site currently proposes a throat length of 19.7',therefore
it is the opinion of the Engineer that the throat length is adequate.
Comment 4: Detail for the proposed storm sewer connection to the existing structure located on
Hickman Road needs to be provided for review. In addition,hydraulic calculations need
to be provided so that the adequacy of the existing storm sewer can be verified.
Response 4: The tie in of the proposed storm pipe to the existing structure on Hickman Road can be
seen in detail on the Proposed Storm Profile, shown on Sheet 8.
Fire Rescue Approval(1 Copy is required to be submitted for review)
Comment 1: If the building will have a sprinkler system the FDC shall be located on the address side
of the building and within 50 ft of a fire hydrant.
Response 1: Acknowledged. A remote FDC has been proposed on the address side of the building
adjacent to the proposed fire hydrant.
