Please note that we have revised the site plan to address the following review comments: PLANNING COMMENTS 9. [4.12.6] Clarify the Total Provided Parking for Townhouses table. It seems to conflict with the Parking Tabulations and provides more than 20% over the maximum parking requirements, which is not permitted in the ordinance. RESPONSE: As discussed with Albemarle County Planning on 1-30-14, we have added a note to the parking tabulations indicating that 6 of the 2-bay garage parking spaces are not to be counted towards the parking provided for the purposes of maximum parking calculations. As presented on Sheet 2, the site complies with the maximum parking requirements. 10. [4.4] Sheet 5 shows sight distance going though the back of unit 6, which must be corrected. RESPONSE: As discussed there is an uncovered stoop at the back of unit 6, so the sight distance is not an issue. ENGINEERING COMMENTS As discussed with Albemarle County Engineering, we have made the final changes to the site plan: 1. Extended the grassed median between lots 2/3, 4/5 and 14/15 to the back of the ribbon curb. 2. Provided 1' wall for the 3'-wide concrete islands adjacent to buildings that have a 1-foot elevation drop. 3. Provided a 1' wall detail. Please note that we have revised the site plan to address the following review comments: PLANNING COMMENTS My Comment 1 on the prior SDP memo should be the site plan should be approved prior to the subdivision RESPONSE: Acknowledged. Our plan is to achieve site plan approval with this submission. ARB COMMENTS The ARB approved the site plan on November 26, 2013. The ARB approval letter is attached to this submission. ENGINEERING COMMENTS 3. Please provide typical sections and profiles for proposed street. I RCN ision I) Comment addressed. [Revision 2] The profiles are now shown.The road with ribbon curb and 2% cross slopes was discussed as approvable on Sept 12,2013.However,the vertical alignment does not work well on site.I recommend the following: a) Reduce to 3 or 4 vertical curves for better transition(This#excludes entrance curves). b) Show the grade break from road to all driveways to not exceed 10%.Driveway should still resemble grading on CG9D (section A-A).Label grades for each driveway. c) Revise vertical curve#10 to have a K value of 5,at a minimum. Response to 3a): As discussed on the telephone,the vertical curves as designed are acceptable. Response to 3b): The driveway grades have been labeled. None of the driveway grades are steeper than 10%. Response to 3c): For clarity,we have removed the K value for the vertical curves at the intersections. This would include vertical curves#1 and #10 for Firewood Circle and#1 and#5 for Kindling Lane. For these vertical curves,the K-value is not appropriate since the 10' parabolic curve is a VDOT standard requirement, regardless of the resulting K value. Please note that these curves are at a stop condition, so none of the K value design criteria are relevant. See below for VDOT standard CG-11 detail. Response to 4: Labels have been added to Sheet 5A to indicate where CG-2, CG-6, rolltop curb and ribbon curb is to be constructed. As discussed,after having provided more detailed grading of the driveways,the transition from lot to lot will be smooth and therefore extension of the median should not be required as this will only serve to provide a more difficult maneuverability from the driveways to the travel aisle. 10. Please ensure all items in proffer 2 are addressed prior to approval of site plan. Per proffer 3,"All road improvements listed in proffer 2 above shall be substantially completed prior to the issuance of the first Certificate of Occupancy in Area C..." (Res ision 1( Comment not addressed. [Revision 2] Comment acknowledged by developer. Response to 10: The developer is currently working on the road acceptance. 16. It appears there is a concrete median between each driveway. Will this be concrete, a planting strip or gravel?Please clarify. Also, note a minimum of 3' should be provided for a concrete median. [Revision 2] Comment addressed,but the grading for median will not work well in areas where there is a 1' drop.I recommend providing a 1'wall to make up the elevation change between lots with a 1' drop or provide an alternative solution. 17. Responses to 16 and 17: We have made up the 1'transition in between units with a 1' drop via either the 3' concrete curb or the 6' grassed median. 19. The pipe between structures 62 and 61 will be undersized when the drainage system for this site is connected.Please refer to WPO201300058 comments. Responses to 19: We have added HGL computations and a 10-yr HGL to the profiles on Sheet 7 to indicate that the existing pipe system is adequate to convey the design flow within the system. [Comment] The pending subdivision plat is approved must be approved prior to final site plan approval. RESPONSE: Acknowledged. The subdivision plat was submitted on October 21, 2013. 2. [4.17.4(a)] Please confirm that lighting is full cut off and provide cut sheets for type of lighting. RESPONSE: A cut sheet has been added to Sheet SP13 and a note also provided underneath the cut sheet. 3. [4.17.4(b)(2)] It is unclear if lighting for B-5 meets spillover requirements. Please provide more information. RESPONSE: The lighting plan on Sheet SP-13 has been revised accordingly to indicate compliance with spillover requirements. 4. [32.5.2(n)] The open space and recreation areas contain different square footage amounts from that shown on the subdivision plat. Please clarify the correct amount. RESPONSE: The plan and plat have been reconciled such that both show the correct square footages. 5. [4.12.16(2)] The minimum dimensions for parallel parking are 9 x 20'. Please revise the parking spaces along Meeting Street. Also clarify if these are the guest spaces. The notes reference 8 spaces, yet only 7 spaces are shown. RESPONSE: The parallel spaces along Meeting Street have been revised to 9'x 20'. Also,the parking tabulations have been updated to indicate 7 existing spaces along Meeting Street. Finally, the parking tabulations have been revised to indicate compliance with parking requirements including guest spaces onsite,so that the spaces on Meeting Street are not to be used to fulfill guest space requirements. 6. The applicant shall submit for review an application for a Countywide Certificate of Appropriateness for a structure(s) located 750' from the Entrance Corridor. RESPONSE: Acknowledged. 8. [Code of Development] The pergola and benches as shown in the Plaza Exhibit for Block 4, dated September 17, 2013 are an appropriate use of the recreation area per the COD. Please provide those changes on the site plan. RESPONSE: The pergola has been added to the site plan. 9. [Engineer Comments] Are attached. RESPONSE: Acknowledged. A. Site Development Plan (SDP201300047) 1. Please label proposed streets as public, private or alley. If streets are private/alley, please ensure it meets private road standards from section 14-410 and 14-412. Comment not addressed. Please show crowned road with curb and gutter. RESPONSE: As discussed at engineer's meeting on September 12, 2013, the roads with cross slope are acceptable provided we provide a concrete edge of pavement"flush" curb on the high side of the roadway. 2. I recommend aligning the far western entrance with the Laurel Park Subdivision entrance. Comment addressed. 3. Please provide typical sections and profiles for proposed street. Comment addressed. 4. Per 14-410 H, please show curb and gutter for proposed street. Please show standard entrance gutter, CG-9D, and improve runoff catchement by placing additional DI's. Please show the sight distances. 280' is VDOT requirement for 25 mph roads. Also, per 18-4.12 please ensure 100' sight distance for travelways within site. Comment not addressed. Remove trees within all required sight distances. RESPONSE: The trees within the sight distance easements have been removed. 6. Lots 15-22 do not have adequate frontage access due to horizontal curve. Please revise. Comment addressed. 7. All entrances shall be a 4% grade or less for a minimum of 40' from the edge of pavement at the intersected street. The entrance on the far west is about 6%for 20'. Please provide street signs. RESPONSE: Stop signs and Street name signs have been added. 13. Change the white hatching of light duty pavement on SP5. RESPONSE: The hatching has been updated to be consistent between heavy duty and light duty pavement. 14. Clearly show limits of removal for the 15" RCP on SP3. RESPONSE: The limits of removal have been more clearly labeled on Sheet SP3. 15. Show handicap ramp symbols on plans and not just labels. RESPONSE: The handicap ramp symbols have been added to the plans. 16. It appears there is a concrete median between each driveway.Will this be concrete, a planting strip or gravel? Please clarify. Also, note a minimum of 3'should be provided for a concrete median. RESPONSE: The median strips have been more clearly labeled.
