Comment#4 Sheet 2 (Michelle Roberge)-re: slopes waiver; is this a comment that needs to be addressed or just a heads-up? Do you want a note? If so, please provide the acceptable wording. 2. Comment#5 Sheet 2 (Michelle Roberge)-re:the culvert that does not lie within the easement; the culvert was field located and the easement is based on the VDOT plans referenced on the plat. It is not unusual for a culvert to be constructed such that it does not conform to the easement. I would think this would be a VDOT issue and not something Mr. Williams needs to correct. It is not unusual for us to wait until comments are received before the owner goes to the expense of contacting Steve Gooch for his work.That is the case here. Based on past experience the health department report is not something you need to complete your review but is something that may be needed for approval.So two questions 1. Do both Parcel 'X' and the 11 acre residue need to be tested?As a general rule lots over 5 acres do not require health department approval. 2. Are there other comments? I would prefer to handle all comments at once with Mr. Williams and combine our work requirements in one return trip to the site if necessary. If the health department is the only comment please let me know. If there are other comments please send them. Mr. Williams, I will contact Steve Gooch (531-0487)this morning to give him a heads up that you will be calling him. We do a lot of work with Steve so the process will not require much of your time but you will be contracted to him directly and you need to get him proposed costs directly from him. We will provide him with the necessary information for him to do his work. It is standard procedure for the client to contact VDOT directly.We can do it for you if requested;just let me know. I've pasted below two sections of our Subdivision Ordinance that apply to your subdivision application - - Sections 14-309 and 14-310. Most often, I am provided with information created by Gooch Engineering (or another firm)that has tested the soils on this property and I forward the results to the Health Department for their review. Their approval is required before our office can sign the subdivision plat. 14-309 Soil evaluations. The subdivider shall submit to the agent with each final plat the results of percolation tests or other methods of soil evaluation used to determine the suitability of the soil for subsurface drainfields, if conventional onsite sewage systems are proposed to be used in the development of the subdivision, and the results are requested by the agent.These results shall be forwarded by the agent to the health director. (9-5-96, 8-28-74; 1988 Code, § 18-23; Ord. 98-A(1), 8-5-98; Ord.05-14(1),4-20-05, effective 6-20-05; Ord. 12-14(1), 7- 11-12)State law reference--Va. Code §§ 15.2-2241(3), 15.2-2262. 14-310 Health director approval of individual private wells and/or onsite sewage systems. If required as a condition of final plat approval, a final plat shall not be approved if individual private wells are proposed for the subdivision until written approval has been received from the health director by the agent.A final plat shall not be approved if onsite sewage systems are proposed for the subdivision until written approval has been received from the health director by the agent, provided further that if the subdivision will be served by conventional onsite sewage systems: A.The health director shall determine the suitability of the soil of each lot of the subdivision for which conventional onsite sewage systems will be constructed, and shall submit his opinion to the agent. B.The health director may require as a condition of his approval of the installation of conventional onsite sewage systems that individual lots be graded and drained so as to assure the effective removal of surface water from each lot. C.Special lots shall not be subject to this section unless the special lot is created for a water supply or waste disposal purpose.
