Dear Ms. Falkenstein:
Enclosed please find five (5) copies of the revised plans for the Avemore LLC Phase IIB.
I have prepared the following summary in response to your comments and concerns:

vr. Comment: [32.6.2h] Signature Panel. For minor site plan amendments the
Planner's signature is all that is required. You may delete the other reviewers from
the approval panel.
Response: The signature panel has been modified.
Comment: [32.6.2(i) & 4.12.89(e)] Instrument assuring continuation of off-site
-- parking. Conflicting notes on pages C-1 & C-2 indicate a cross parking agreement
either has been recorded or is to be recorded. Presumably, fi the agreement was
recorded with the previous site plan, it will need to be amended to reflect the
changes in parking numbers. Please provide a copy of the amendment shared
parking agreement and clarify if this agreement has been recorded or is to be
recorded.
Response: The note on C-2 has been updated. A copy of the parking agreement has been
submitted.
y:" Comment: [32.6.2k] Outdoor lighting. The plan shows a new light pole in the
parking lot. Include a photometric plan with lighting details for review.
Response: The new light is from the approved site plan. The approved photometric plan
has not been modified with this amendment.

Proposed changes are listed and changes to notes are shown. Please also mark
changes on plan(bubble or other symbol).
Response: Proposed changes have been clouded.
Comment: Proffers. Proffer B from amended ZMA 2006-021 should read,
"Commercial buildings will have two (2) street facades (each with at least one
street-level entrance) facing both Fontana Drive and Avemore Lane."
Response: The Proffer has been revised on C-2.
6 Comment: Proffers. Proffer C (2) should read "In addition to the Village Green,
outdoor recreation facilities will consist of at least three (3) tot lots to be placed in
the approximate locations shown on the Plan [reference 4.16.2]."
Response: The Proffer has been revised on C-2.
7. Comment: This amendment cannot be approved until Inspections, Engineering,
ABA, ACSA, VDOT, E911, Fire Rescue and Zoning complete their reviews and
grant their approval. E911 and Fire Rescue have reviewed the plan and have no
objections. ARB, Inspections, ACSA and Engineering comments are attached.
VDOT and Zoning comments will be provided upon receipt.

1. Comment: Align the barrier-free parking spaces' curb cut with the striped access
aisle.
Response: The parking spaces have been re-aligned to line up with the existing curb cut.

1. Comment: The plan shows one new pole light in the parking lot. Provide an
updated photometric plan with all lighting details for review. Be sure the standard
lighting note appears on the plan: Each outdoor luminaire equipped with a lamp
that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be
arranged or shielded to reflect light away from adjoining residential districts and
away from adjacent roads. The spillover of lighting from luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one
half footcandle.

Response: The approved photometric plan has not been modified with this amendment.
2. Comment: Add the standard ARB mechanical equipment note to the site and
architectural drawings: Visibility of all mechanical equipment from the Entrance
Corridor shall be eliminated.
Response: A note has been added to Drawing Number C-5.
3. Comment: Add the standard ARB landscape note to the plan: All site plantings of
trees and shrubs shall be allowed to reach, and be maintained at, mature height; the
topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only
to support the overall health of the plant.
Response: A note has been added to Drawing Number C-12.
4. Comment: Trees are proposed at the top of the retaining wall. The retaining wall
detail indicates the use of geogrid. Confirm that the trees can be planted with the
retaining wall using geogrid.
Response: The trees shall be planted outside of the designated geogrid area.
5. Comment: Review of the proposed architectural design is ongoing. ARB approval
is required prior to final approval of the amendment.
Response: Noted.
Glenn Brooks, County Engineer
1. Comment: WPO ordinance requirements will need to be satisfied. These plans
should be separate. Sheet C-9 should be removed from the site plan.
Response: A new application, check and Erosion and Sediment Control Plan will be
submitted. C-9 has been removed from this submittal.
2. Comment: The transformer in the sidewalk of Avemore Pond Road needs to be
moved and the sidewalk built.
Response: The DVP cabinets shall be relocated and the sidewalk will be built.
