I am still awaiting a resolution of the jurisdictional area with David Benish before I can grant approval. While I work on that, please have the applicant submit sheet 2A to me.This can be in PDF form. I was able to review the easements but this page did not print out well and is not fully legible. Our responses are as follows: A. Planning and Zoning—Sarah Baldwin 12/6/13 1. Comment: Per our discussion this morning,please change the cumulative gross density on Sheet 1 from 55.88 to 56.48 and update associated calculations. Response: The cumulative gross density has been corrected and associated calculations revised accordingly. B. Albemarle County Service Authority—Alexander J. Morrison 11/25/13 1. Comment: Lot lines for lots 59-64 do not match the approved construction plans. Submit updated utility plans for ACSA review to obtain plat approval (Utility plans required for sewer lateral and water meter location verification as well as easement location in relation to lot lines). Response: It is understood that Mr. Keith Lancaster of Southern Development provided you with the water and sewer drawings denoting that the lot lines/utilities are coordinated with the plat/plan. 2. Comment: Call out sewer easements as "New Variable Width ACSA Sanitary Sewer Easement." Comment: Call out water line easements extending from cul-de-sac to TMP# 78A-04-H as "New 20' ACSA Water Line Easement." Response: The"call out" verbiage has been revised to that requested. 4. Comment: Lots 49-59 are currently located outside of the ACSA's Jurisdictional Area and are designated as "no service." It is the ACSA's understanding that the lots lay within the Pantops Development Area(Per the attached Pantops Master Plan Land Use Map) which will require an ACSA Jurisdictional Area Map update by the County prior to the ACSA granting final plat approval. Response: The required paperwork to amend the ACSA Jurisdictional Area Map has been filed with Albemarle County. 5. Comment: Water/wastewater service may not be available until the Hyland Ridge offsite sewer easement is resolved and approved by the ACSA. Response: This is acknowledged by the owner/developer/applicant. C. Community Development Engineering—Michelle Roberge 10/25/13 1. Comment: Approval of the plat can only be recommended when the road improvements are bonded for phase IIIB, per section 14-434 and 435, or when road is built and is accepted into the State System. Response: This is acknowledged by the owner/developer/applicant. 2. Comment: Phase IIIA has been bonded, but the road improvements will need to be built prior to the approval of the phase IIIB plat. Response: It is understood that Mr. Keith Lancaster of Southern Development has successfully resolved this issue with you. 3. Comment: Label Aspen Drive as "Public." Response: The requested verbiage has been added. 4. Comment: Show existing DB and pg number of temporary turnaround to be vacated. Fire Marshall—Robert Gilmer 11/26/13 1. Comment: I spoke with Keith Lancaster about my comment on Hyland Ridge Phase IIIB Final Plat. They have agreed to install NO Parking signs around the cul-de-sac to address my comments. I have agreed to sign off on the plat with this understanding. If you need anything else from me,just let me know. Response: Acknowledged. A 10-foot wide open space has been added behind lots 53 and 54 to locate a future trail if designed by the neighborhood. The tabulations have been revised accordingly. I trust that the above responses and plat changes properly address the outstanding issues. If there are any questions, please contact me.
