Thank you for your comments dated September 2, 2022 on the above referenced project. The following is a summary of how the
comments have been addressed:
Planning Comments:
1. The application number has been included on the cover sheet.
2. A narrative justifying the appropriateness of this development within the Airport Impact Area overlay district is now
provided; however, it is unclear why this is needed. We have designed many projects (probably over 30-40 projects)
within the AIA overlay district in Albemarle County and never had to provide this justification.
3. The open space and bonus density calculations have been updated as required per the comment from Zoning.
4. The applicant acknowledges the setback note would be updated per the Board of Supervisors approval of the special
exception request. Do you have an update on when this will be scheduled for the Board of supervisors?
5. The five-foot side setback on Lot 18 has been corrected.
6. The condo community meets the requirements of Section 18-4.5.
7. The parallel parking spaces along a VDOT state road are regulated by VDOT requirements. The VDOT requirement for
onstreet parking is an 8' parking space, which is what is being provided. You are referencing a section in the code that
talks about parallel parking spaces along travelways within parking areas and parking bays. This is a state road and not a
travelway, therefore the 9' wide parking space does not apply to this project, but does apply to parking lots and
travelways.
8. The percent of site impervious areas and paved circulation areas are now provided on the cover.
9. The building sites note on the cover is now updated for the proposed layout.
10. The buildings will be on separate lots and separate from the open space parcel.
11. A substitution waiver for the recreational facilities is now provided.
12. The width of the planting strip is now labeled on the layout sheet.
13. A future interconnection to TMP 45-68D1 is possible from the proposed roadway stub. The access easement has been
extended to the property line.
14. The limits of the managed steep slopes are now provided on the layout sheet.
15. Landscaping Plan
a. The street trees can not be evenly spaced along Woodburn Lane. There is an existing RWSA easement in front of
these lots for a new 36" waterline. The easement is shown and labeled on the plans. The street trees have to be
outside of this utility easement, and there is no other location for the 36" RWSA waterline. This is their project
and they decided the alignment.
b. The landscaping on private lots is now provided within easements.
c. The required note is now provided on the landscaping sheet, note 5.
d. The required note is now provided on the landscaping sheet, note 6.
16. An easement plat shall be provided as required prior to final approval.
17. The piping and easements on Lot 27 have been corrected to remove the overlap.
Special Exception
1. The proposed modifications to the stepbacks and setbacks for this development are shown in the final site plan. The
special exception application references the final site plan, which is the exhibit that accompanies this request.
Engineering
1. The easement plat shall be recorded prior to final approval.
2. The WPO has been updated for this revised plan.
3. The grading has been updated. The maximum proposed slope is 2:1, a note showing the maximum 2:1 slope is now
provided on sheet S, note 8.
4. The signed wall plans shall be submitted prior to final approval.
S. Sheet 3A now matches the public drainage easements from Sheet 5.
6. All the proposed easements are now provided on the landscaping sheet.
7. The entrance grade has been updated to meet the County Code requirements.
8. The cross -slopes are now provided on the typical road cross section details.
E911
1. N/A
Zoning
1. The bonus density calculations are now updated to include the ROW dedication area utilizing the entire site area. The
open space calculation is now updated to use the full site area.
Inspections
1. TBD
Fire and Rescue
1. The required note is provided on the plans on sheet 2.
ACSA
1. Plans have been submitted to ACSA for review.
2. The RWSA has reviewed the plans and comments have been incorporated.
3. The water vaults are now a minimum of 2-feet away from edges of driveways and curbs. The townhome water meters
have been given traffic rated tops.
4. The fixture counts for the multifamily buildings are now provided.
S. The easements now extend 10-feet at the ACSA utilities.
6. The blow off assembly and meter vault are now relocated away from the retaining wall.
7. The sanitary sewer is now run within the pavement as requested.
8. The meter vaults and fire lines for Buildings 1 and 2 are now separated.
9. MHS10 is now relocated into the pavement.
10. Offsite sewer easements shall be obtained prior to final approval.
11. The RWSA test pits have been performed and no conflicts were found.
12. The sections of sewer in excess of 15-feet deep are now DIP.
VDOT
1. The dedication of right-of-way is now changed to County of Albemarle.
2. The entrance width on Berkmar Drive is now 30' as required.
RWSA
Comments from Michelle Simpson:
1. The prosed fire line and service line to building fit has to remain crossing the easement, due to the placement of the
building and the sprinkler room. These are just small service lines and are easily modified if the waterline excavation is
necessary.
2. Storm structure numbers are now provided on the Utility Sheet.
3. The tot lot equipment has been moved outside of the existing RWSA easement. It is still located within the new additional
S' easement that has been dedicated to RWSA for additional buffer along the waterline. It is also noted that the HOA will
need to reinstall the equipment if it has to be removed by RWSA to work on the waterline. This note is on sheet 3. A
wider gate opening has been included with the fence design, as discussed for equipment access.
4. The note has been updated on sheet 4 for the ARV, and the detail has been added to the details sheet 7.
S. The casing is 30" welded steel casing with seal end caps per ACSA detail TD-36.
6. The test pit has been performed for (2) of these crossings and this information has been added to the plans. The final test
pits are being performed in the next 5-10 days, and will be provided to RWSA and ACSA for review.
7. The waterline connection has been updated to the on -site 24" water main.
Comments from Dyon Vega:
1. The RWSA notes have been included on the utility sheet (Sheet 4).
2. The design of the 36" raw waterline will be included with our plans (bolted on to the back of the plan set) once this design
is finalized.
3. As discussed, the gate has been widened to allow access for equipment into the area. A note has been added to sheet 3
about the replacement of the fence, if necessary, at the HOA's expense.
4. The hatching color has been updated, as noted.
5. The ARV has been noted, and a traffic rated manhole cover is now proposed on sheet 4 over the ARV.
6. The DB/PG has been added for the RWSA easement.
7. The utility crossings have been reduced as discussed in the field.
8. The sanitary crossing has been updated as discussed during the field meeting. The pipe is in a steel casing and will be
ductile iron.
9. 18" min. vertical clearance has been provided.
10. The contractor is currently locating the waterlines with the test pits. The test pits at 2 of the crossings are complete and
the information has been added to the plans. The remaining test pits will be completed within the next 5-10 days.
11. The inspectors have been present for the test pits.
12. The tapping sleeve information has been noted on the plans, as requested.
13. The crossings in question have been eliminated. The sanitary sewer crossing under the pipes will be bored.
14. This comment no longer applies with the removal of the crossings below the line.
15. This comment no longer applies with the removal of the crossings below the line.
16. Test pits are currently being performed to verify the depths of the waterline.
17. The storm grate has been moved over off the alignment for the 30" waterline.
18. A note about 3 days notice has been added to the plans.
19. The existing RWSA waterlines have been shown on the profiles. The proposed 36" RWSA waterline will be added, once the
design is complete.
20. The trees have been updated and moved outside of the easement.
21. The note has been added to the plan sheet, sheet 4 and the profiles sheets.
