Channery soils are characterized by thin, flat fragments of shale, slate and schist. With these types of shaley soils in conjunction with onsite septic and drainfield systems, there is a public health concern with respect to the greater possibility of contamination of potable well water that would result from septic runoff. The soils in the adjacent Glenmore subdivision are also characterized by Manteo soils and this was also a justifications for Glenmore to be on a public water supply. 2) Neighbors have expressed concerns of groundwater contamination from a nearby fueling station. This is certainly a public health issue to be considered. The proposed connection to the existing watermain in 250 would allow existing homes to also connect to the public water supply. 3) Having public water available increases public safety since hydrant coverage will be provided for not only the property, but also for the existing homes on Shadwell Road. The criteria established in the Comprehensive Plan policy for providing public utility service in the County is provided below—the particular criteria related to providing service to the Rural Areas is highlighted in yellow: • Provide public water and sewer only to areas within the ACSA Jurisdictional Area. • Follow the boundaries of the designated Development Areas in delineating jurisdictional areas. • Only allow changes in Jurisdictional Area outside of designated Development Areas in cases where the property is: (1) adjacent to existing lines; and (2) public health and/or safety is in danger. (Comprehensive Plan, Land Use Plan-Public Utilities, Water&Sewer section, p. 128) 1 Since this subdivision is currently undev_._,ed and there are no homes on the site, 1 does not appear to an apparent health or safety issue. Could you provide any further information or justification for your request based on the above criteria (for example, is there any documented evidence of groundwater contamination on-site, or other such factors/conditions).
