RE: ACSA Jurisdictional Area Request for Water and Sewer— Clifton Lake
Subdivision - (Tax Map 79 Parcel 23 and Tax Map 79C Parcel 1)
Dear Ms. Mallek,
The purpose of the attached application and fee and this letter of justification shall serve
to request that the referenced tax map parcels be included within the ACSA
jurisdictional area for water and sewer service (see Exhibit A).
Background
By way of background information, the two parcels consist of approximately 66 acres,
are currently zoned PRD and comprise Phase 1 of the Shadwell Heights Master Plan
dated January 9, 1978. The site is to be accessed from both Shadwell Road and North
Milton Road (via Randolph Mills Lane). The property is subject to conditions of approval
for ZMA 77-24, copy attached as Exhibit C. Although condition #9 states that a central
water system be provided, public water and sewer is available to the site as discussed
with the ACSA, and the owner respectfully requests an expansion of the ACSA
jurisdictional area to include both public water and sewer to the referenced tax map
parcels. Public water is available at the adjacent Stone Robinson Elementary School,
the adjacent Glenmore Subdivision and in Route 250.
Public Health and Safety Issues
In accordance with the General Principle #4 for Public Water and Sewer from the
Comprehensive Plan, which states:

Principle #4. Discourage the utilization of central water and/or sewer systems or the extension
of public water and sewer into the Rural Area except in the cases where public health and
safety are at issue. Rural Area development will be served by individual water and septic
systems only(central water facilities are considered wells, springs or other systems capable of
serving three or more connections.;
the following address the public health and safety issues:
1) The majority of onsite soils are Manteo, which are very channery silt loam (see
attached soils map; #51 and #52 are Manteo soil). Channery soils are
characterized by thin, flat fragments of shale, slate and schist. With these types
of shaley soils in conjunction with onsite septic and drainfield systems, there is a
public health concern with respect to the greater possibility of contamination of
potable well water that would result from septic runoff. The soils in the adjacent
Glenmore subdivision are also characterized by Manteo soils and this was also a
justifications for Glenmore to be on a public water and sewer supply.
2) Neighbors have expressed concerns of groundwater contamination from a
nearby fueling station. This is certainly a public health issue to be considered.
The proposed connection to the existing watermain in 250 would allow existing
homes to also connect to the public water supply.
3) Having public water available increases public safety since hydrant coverage will
be provided for not only the property, but also for the existing homes on Shadwell
Road.
Water and Sewer Availability
The water connections in North Milton Road and Route 250 would work well for the site.
Of these two connections, the connection in Shadwell Road is preferred by the ACSA.
This connection would also provide fire protection and potential future water
connections for the houses along Shadwell Road. Provision of public water to the site is
consistent with the PRD zoning and would provide fire protection for the 30 proposed
dwellings.
The sewer connection for the site would be made to an existing manhole in the
Glenmore subdivision. The ACSA has verified the location of the sewer connection,
and the developer is verifying capacity with the ACSA and the Glenmore Homeowners
Association. The ACSA is not in support of owning and operating the pump station that
would be required to connect to the manhole in the Glenmore subdivision, so the pump

station would need to be privately owned and maintained. See attached
correspondence from the ACSA.

approved your request to rezone 92 acres from A-1 to A-1./RPN ( County. Tax,Nap 79,
Parcel 23, part thereof; and County Tax Map 79C, Parcel 1 ) subject to tote fdllowinc;
conditions:
1. Written Health Department approval;
2. Virginia Department of Highways and Transportation approval of entrance facilities;
3. Albemarle County Engineering Department approval of 'all internal roads and private
drives with adequate turnaround space at the end of each;

This letter is to confirm that public water is located approximately 500 feet
southwest of the intersection of Richmond Road and North Milton Road. This
water main is 12-inches in diameter and is located on the western side of'North
Milton Road. However, the parcels listed above are not included in the
jurisdictional area for water service. If you have any questions regarding the

Mike, I had a chance to discuss the sewer situation for Clifton Lake in further detail with Pete yesterday afternoon and he
was able to shed some additional light onto the subject. Since the Glenmore WWTP was constructed by Glenmore
Associates, there was an agreement related to the plant and its capacity. Since Clifton Lake is outside of the Jurisdictional
Area, it was not outlined as a parcel with a potential of being served by the WWTP. Therefore, capacity does not exist at
the WWTP for Clifton Lake. If the County amends the Jurisdictional Area to include Clifton Lake in the Water and Sewer
Service Area,we will need to obtain the approval of Glenmore Associates to allocate some of the wastewater sewer
capacity to Clifton Lake. Furthermore,the ACSA is not interested in owning a wastewater pump station for this
subdivision,and I believe you will realize the costs associated with constructing and operating the station will not be
feasible for your project.
