The removal of the riprap ditch in the right- of-way was a topic of discussion at the meeting on August 7th. Troy Austin with VDOT,who controls what improvements are constructed in the r/w,asked us to remove the riprap ditch during the meeting. Max Greene, in the meeting, concurred with Troy and we removed the ditch, as instructed in the meeting by VDOT. Collins Engineering takes great professional pride and goes to many steps to ensure that plans that are produced meet county regulations, and that we do not mistakenly or deliberately removed items prior to County approvals. I can assure you that this did not happen in this case as well, and we were instructed during the meeting to remove this riprap. We have very meticulous notes from this meeting, and we followed them completely with this last submission for approval. Please let me know if you need anything else from us, but I trust that once Troy confirms to you that this was done at his request,we can proceed forward with our approvals. When the site plan is distributed for comment next week,we will request this feature be restored. I am required to review plans submitted Aug-8, plans I took to be identical with Aug-7 plans—that was the point of meeting,to present final plans. WPO bond estimates are not an issue. WPO review is. WPOs are not approved. When I wrote Aug-7, I had compared Aug-4 comments against plans left that day. I wrote Aug-7, not Aug-8. I must review WPOs submitted Aug-8. This cannot happen immediately. We have multiple deadlines. I had planned to finish this today. If you sense disappointment, it is worse. If reviews must start over each time—or if trust fails—the process strains to point of breaking. Ana, 1 I encountered revisions while preparing Ias WPO estimate. WPO bond estimates are based on plans left Aug-7, and presented as final. Plans, in one instance at least, have changed. I stated in writing I would approve WPOs today. I regret this cannot happen. I must retrieve WPO5 from Glenn's office, review for accuracy. I can't say when this will be. WPO approval is delayed. Please let this letter supplement the revised plans in response to your comments dated May 22nd, 2014. A. Stormwater Management Plan 1. The routing calculations have been revised to eliminate what was previously shown as structure 3,the access manhole. It should be noted this structure was hydraulically irrelevant so it did not have an impact on the resulting calculations. Additionally, previous outlet structure 1,which simulates the emergency spillway,was revised to no longer be analyzed as a weir and is now simulated via an orifice per the recommendation of County Engineering. Please also note that all stormwater management(SWM) calculations have been updated throughout the plans and take into account revisions associated with other comments. And lastly, the length of pipe shown in the calculations was not revised from 181'to 175' due to the additional 6' of 66" pipe at the outfall junction.This additional 6' can be viewed best on sheet 4. Per a meeting held on May 29th, 2014 between Mr. Murray of Collins Engineering and Mr.Anderson of Albemarle County Engineering this was deemed acceptable. 2. The plans have been updated to correctly label the existing critical slopes as 'managed' critical slopes.The applicant has confirmed with County GIS that these slopes are managed. 3. The stormwater management plans have been updated at the request of the reviewer such that the watersheds are consistent with the drainage divides previously shown on the drainage analysis page of the road plan. All stormwater management calculations have been updated accordingly and are now consistent. Also,the approved grading associated with the adjacent development currently under construction can be shown in the pre-development scenario, if desired. This was concluded in the aforementioned May 29th meeting. 4. A revised MS-19 report and channel adequacy exhibit have been provided separately for Engineering approval.The revised plan takes into account all current design elements and extends the analysis further downstream, hereby addressing this comment. 5. The applicant would like to confirm the revised report, channel cross sections and photographs correctly correspond to the analysis points. 6. The plans have been corrected to address this comment. Drainage area#1C now has a higher CN value in the post-development state and the calculations are consistently shown throughout. Nese N.00, 7. The plans and calculations have been revised and the facility can now handle a future impervious area of 30,000sf.The plans have been updated accordingly. 8. The plans have been revised to provide water quality treatment for the proposed access road via four Filterra inlets. Please see this plan,the road plan and the SWM narrative on sheet 3 for additional information.This was deemed acceptable during the May 29th meeting with County Engineering. 9. Elm Tree Court is approved under a different set of plans and receives treatment via the approved facility to the north, which is not proposed or modified with this plan.Approved storm sewer, curb and grading direct this runoff away from the proposed development.This was confirmed with County Engineering during the May 29th meeting and is this comment is therefore no longer applicable. 10. The plans have been revised to show the approximate location of the existing pipes beneath route 29 extended to the west side of route 29. 11. The plans have been revised to no longer show the underground detention system in the pre- development state. 12. The inverts shown on the plan are correct and are not off by 0.36".The underground detention system consists of two pipes at the ends of the three elongated pipes.These two short pipes run perpendicular to the elongated three pipes and the spot shots were therefore placed at the respective centered inverts. During a phone conversation between Mr. Murray and Mr. Anderson on June 2nd this was confirmed to be adequately shown. Please also note during prior meetings with County Engineering it was determined the two short pipes could be lumped in with the three elongated pipes in the hydraulic analysis of the system to avoid complications, provided the overall linear footage of the pipes were accurately displayed. This was previously displayed correctly, and remains displayed correctly. No revisions were actually made to the underground detention system itself, only the contributing watersheds. 13. During the May 29th meeting with County Engineering Mr. Murray was advised by Mr. Anderson that this comment could be simply addressed by showing the existing riser and barrel being removed. 14. The 'bypass/overflow pipe' shown on sheet 4 is proposed to bypass large storm events at the inlet to prevent water from spilling over onto Briarwood Drive. Smaller storms will be directed to the underground detention system,where water will backup behind the 1'tall weir plates and will slowly be released into the remaining portion of the system via the three 3" orifices. It is during this backup the initial 1xWQV is detained. The runoff exiting the three 3" orifices, and runoff that overtops the 1'weir in larger storm events, will be discharged downstream within the system through the weir plate. At this point the runoff will be directed to the water quality swale. It is only during significant rainfalls that the 'bypass/overflow pipe' is activated. During the phone conversation described above on June 2"d with Mr.Anderson this was explained and was determined to be acceptable, hereby addressing this comment. 15. The underground detention system was submitted to Contech with the prior submittal and Collins Engineering received approval from Contech. Because the revisions associated with this resubmittal have not been related to the Contech underground detention system itself,their prior approval is still valid. The applicant has attached this approval with the revised plans, hereby addressing this portion of the comment.Additionally, during the June 2nd phone conversation it was determined the two details that were not legible were the 'reinforcing table' and the VSMH 'debris cage'. The plans have been revised to more clearly show these details. 16. At the request of the reviewer,the plans have been revised to address this comment and now show the diameter and length of the proposed and existing culverts beneath Briarwood Drive at its intersection with Route 29. Please see sheet 3 for evidence of this. B. Erosion Control Plan The erosion and sediment control for the proposed SWM amendment will be covered and reviewed under the WPO plans for the road.This is in accordance with an e-mail between Mr.Anderson and Mr. Murray on June 2"d, 2014.
