A. 1. We are working with VDOT to obtain their approval and will forward that as soon as it is received. 2. Town Mews has been updated per our discussions to include a 3' concrete section instead of the CG-9D and ribbon curb. B. 1. A road plan has been included with this submittal. C. 1. A SWPPP and PPP will be sent to you as a separate letter. D. 1. The berm has been clarified. The berm has been shown as a 4 foot hatched area on the plan and a detail of the berm has been included with the underground detention detail on Sheet C18. Source of Pollutants: The source of pollutants for this project are petroleum based products associated with excavation; grease, fuel, oil, etc. Location of Pollutant generating activities: Contractor will be operating throughout the site, fueling will be limited to the staging area as shown on the plans. Non Stormwater Discharges: Fire hydrant flushings; Waters used to wash vehicles or equipment where soaps, solvents, or detergents have not been used and the wash water has been filtered, settled, or similarly treated prior to discharge;Water used to control dust that has been filtered, settled, or similarly treated prior to discharge; Potable water sources, including uncontaminated waterline flushings; Foundation or footing drains where flows are not contaminated with process materials such as solvents; Uncontaminated excavation dewatering, including dewatering of trenches and excavations that have been filtered, settled, or similarly treated prior to discharge; and Landscape irrigation. Person Responsible: Pete Wildman (434) 531-6557 Practices and Procedures: All fueling and construction materials will be stored in the designated staging areas and will be covered to keep rain water from washing materials away. Materials shall be stored in a location up gradient of a sediment trapping measure and located in an area away from storm water conveyance channels and inlets. In case of a spill this would keep the contaminent in a condition of overland flow which would allow the spill to be more easily contained. In case of a spill the contaminant shall be contained as well as possible using such measures as a spill berm, absorbent product, or other spill containing measure and the person responsible shall be notified immediately. All contaminant collection material shall be disposed of properly in a manner to prevent contact with stormwater. All wash water shall be directed toward sediment traps or sediment basins using filtration devices such as filter bags or sand filters or a similar effective control. All concrete wash water shall be directed into a leak proof container that shall be designed so that no overflows can occur due to inadequate sizing or precipitation. All hardened concrete waste shall be removed and disposed of in a manner consistent with the handling of other 1 �.r construction wastes. Liquid concrete wastes shall be removed and disposed of in a manner consistent with the handling of other construction wash waters and shall not be discharged to surface waters. We have adjusted the lots and utilities accordingly. The update has increased the impervious area of the site by 274 SF draining into the North Side BMP#1. We have included an exhibit showing the old and new layouts with the added impervious area. We do not believe it is necessary to redo all calculations for BMP#1 based on this slight increase in impervious area due to the fact that our calculations do not reflect the portions of the pipe along the ends that connect one pipe to another, a total of 8'of pipe whose storage is not accounted for in the calculations. We believe this 8' of pipe would be significantly more than sufficient for the small added impervious area. Please let us know if you have any additional questions about this. We have updated Town Mews to include CG-9D for each driveway as well as a 1' ribbon curb. The CG-9D is intended to be at a shallow slope of about 5% to stay with the grading designed for each unit. The curb around each driveway on Town Mews has been updated so that the curb ends at the back of the CG-9D. The CG-9D has been altered for lots 25 and 38 as shown. Inlet protection has been provided for the grate inlet before ST-30 as well as inlet ST-36, this can be seen on Sheet C21. 10. The berm behind the lots along the southern property line has been extended from lots 30 to 35. Lots 36- 38 have a ditch behind that will capture the flow from the houses and convey it into the underground detention system through inlet ST-34, a berm is specified behind inlet ST-34. Lots 26-30 also have been graded with a ditch behind that will convey the flow from the units to the underground detention system through inlet ST-20. This system of ditches and berms should be sufficient to capture runoff from the proposed lots to keep it from flowing to the neighboring properties. 11. The southern detention basin has been increased from 180' to 190' as requested. 18. We will provide the manufacturers approval of the underground detention facilities in a separate letter when it is available. 19. Detail 1 on Sheet C18 has been updated to correctly reflect the actual spacing between each BMP, with the northern BMP#1 having a 4' spacing and the southern BMP#2 having a 3' spacing. As we discussed the street trees will not grow to full size in the landscape strip, we recommend you speak with Ellie or Megan at the county for more details. 2. The aggregate size for Bennington Road has been updated to 6"as requested. All subdivision and secondary Roads now have a minimum depth of 6". Updated pavement calculations have been provided. 3. We have updated the Bennington Road pavement section from station 10+00 to 12+13 to match Georgetown Road as discussed, adding 2"of aggregate. The AADT of 842 for Georgetown Road was the value we received from our correspondence with you when you requested that we use 617+ 225, or 842, instead of the 617 that we had been using. Your reasoning for this was to add the trips out of our site (617) to the trips coming through Bennington (225). If an AADT of 842 is placed in the equation DR=3.48Ln (AADT)-1.48Ln (SSV) -7.23, with an SSV of 5 a Dr value of 13.8 is calculated. The Dp for this pavement section is 14.325, providing an over design of this pavement section. 4. We will address those issues with traffic as soon as they are available. Storm Sewer Calculations 1. We have provided a table of the breakdown of"C"values. Because many were actually over estimated we have rerun all our pipe and inlet calculations and updated the inlet drainage area maps to reflect the new values. 2. We have rerun all pipe calculations to make sure a value of.013 was used for mannings "n"values of each pipe section. The storm sewer between ST-29 and ST-30 still remains surcharged. 3. All storm sewers have been calculated using a roughness coefficient of.013 for the HDPE pipes. 4. HGL calculations have been updated. Though the roughness coefficients were updated to .013, because the"c"values were also updated and mostly decreased the water elevation in structure 29 is actually lowered from previous calculations. 5. HGL calculations have been provided for structures that have pressurized flow. Non Stormwater Discharges: Fire hydrant flushings; Waters used to wash vehicles or equipment where soaps, solvents, or detergents have not been used and the wash water has been filtered, settled, or similarly treated prior to discharge; Water used to control dust that has been filtered, settled, or similarly treated prior to discharge; Potable water sources, including uncontaminated waterline flushings; Foundation or footing drains where flows are not contaminated with process materials such as solvents; Uncontaminated excavation dewatering, including dewatering of trenches and excavations that have been filtered, settled, or similarly treated prior to discharge; and Landscape irrigation. Person Responsible: Pete Wildman (434) 531-6557 Practices and Procedures: All fueling and construction materials will be stored in the designated staging areas and will be covered to keep rain water from washing materials away. Materials shall be stored in a location up gradient of a sediment trapping measure and located in an area away from storm water conveyance channels and inlets. In case of a spill this would keep the contaminent in a condition of overland flow which would allow the spill to be more easily contained. In case of a spill the contaminant shall be contained as well as possible using such measures as a spill berm, absorbent product, or other spill containing measure and the person responsible shall be notified immediately. All contaminant collection material shall be disposed of properly in a manner to prevent contact with stormwater. All wash water shall be directed toward sediment traps or sediment basins using filtration devices such as filter bags or sand filters or a similar effective control. All concrete wash water shall be directed into a leak proof container that shall be designed so that no overflows can occur due to inadequate sizing or precipitation. All hardened concrete waste shall be removed and disposed of in a manner consistent with the handling of other 1 construction wastes. Liquid concrete wastes shall be removed and disposed of in a manner consistent with the handling of other construction wash waters and shall not be discharged to surface waters. We have revised the plans per comments dated May 2, 2014. Please find below detailed comment responses describing the changes made to the plan for each of your comments that we have addressed. 1. The project title has been changed to include E&S and SMW plan. 2. The road plans have been removed from this submittal. 3. Managed slopes have been labeled. 4. There is minimal runoff from the site down Bennington Rd, we have added silt fence around the construction entrance to control the runoff. 5. A staging area has been added to the plan. 6. Inlet protection has been added to ST-32. 7. The contour labels have been revised. 8. The diversion ditch has been extended to include runoff as the 90 contour is graded. 9. The contours near lot 38 have been revised so that a 3:1 slope is maintained. 10. A berm with %2' of freeboard over the 10 Yr storm has been specified for each of the sump inlets on the southern side of the property. 11. The north and south side computations have been updated to reflect 2 WQV in the infiltration systems. 12. Profiles of the underground infiltration systems have been provided on Sheet C18. 13. The details for the weir end plates are drawn proportional a cross section to scale has been added. In addition to our details the manufacturer of the pipe system always provides shop drawings for the contractor. 14. The pipes on the North side have been lengthened. 15. The 100 Yr storm has lowered due to the addition of a second weir plate, the storm does overflow the pipe but remains in the stone drainfield around the pipe and does not overrun the system. 16. BMP numbers in the calculations have been updated to match the plans. 17. The addition of a second weir plate to each pipe system acts to disperse flow so that short circuiting is no longer a problem. 18.
