I replaced Sheet 9 in all the sets with the corrected silt fence limits and put all 4 sets of plans in your chair.
Also note, I had them change the title of the drawings to "Erosion and Sediment Control Plan".

RE: Church Road Stormwater Management Facility Retrofit VSMP Permit Plan Review— Response
to Comments
Mr. Green and Mr. Brooks,
Please see below the responses to the Erosion and Sediment Control Plan comments submitted by
the Church Road Basin VSMP Permit plan reviewers on September 24, 2014.
A. Stormwater Pollution Prevention Plan (SWPPP)
1. A generic SWPPP document was provided, but it was unsigned and incomplete, including a
blank registration statement. Please complete all documents.
• Completed documents including a signed registration statement wiles provided.
A. Pollution Prevention Plan (PPP)
1. The PPP content requirements can be found in County Code section 17-404. A PPP was not
found.
• The elements of the plan and details of measures to minimize the discharge of
pollutants are detailed within the SWPPP in the following sections: II Introduction, Ill
Project Descriptions, IV Site Description, and V Stormwater Pollution Prevention
Measures and Controls,
B. Stormwater Management Plan (SWMP)
1. Please provide a narrative to explain the purpose and methods of this plan. As there is no
removal requirement for the project itself, which appears to be a basin enhancement, some
explanation is needed.
• This project is a constructed wetland stormwater management facility, approximately
0.485 acres in size. The project description is included in Section III Project
Description of the SWPPP.

2. The drainage area to the basin needs more explanation. Please show all the pipe and
conveyance systems which direct runoff to the basin. It has been our understanding that
many of the developments across Hillsdale Drive are not draining to this basin.
• The drainage area was developed utilizing County provided GIS data and has been
reviewed by Greg Harper. Further investigation into the drainage area will be
completed.
3. There is not enough information provided to check the VRRM input, Provide soils data on the
drainage maps.
• The project does not have a removal requirement so no soil data is required. This
information can be provided if needed.
4. There is not enough information provided to check the wetland design. Provide a complete
check of Table 13.2 criteria from the specification.
• The project does not have a removal requirement so the wetland does not have meet
design requirements. The BMP specifications were utilized for this design and the
checklist can be provided if needed.
C. Erosion and Sediment Control (ESCP)
4. Silt fence will not keep sediment laden waters from going downstream when the basin fills. A
dewatering strategy is needed, along with a temporary riser on the culvert structure. It
appears the entire area will act as a sediment basin.
• Callouts have been added to the plan to describe the proposed pump around
operation and new riser structure. The construction detail sheet 7 and sheet 9 are
attached for reference.
5. Increase the limits to include work noted outside the limits on the plan.
• The limits of disturbance have been updated to note work outside the limits
previously depicted on the plan.
6. Draw realistic limits of disturbance. The hard corners are not realistic, and room is needed to
work outside the wetlands.
• The limits of disturbance have been updated to provide additional room to operate
outside of the wetlands.

5. The construction entrance is shown over a steep slope, with a turn. Show grading to
accomplish this.
• The proposed contours for the construction entrance and haul road are now turned
on in the Erosion and Sediment Control Plan, Sheet 9. The Grading Plan, Sheet 4 is
attached for reference.
