Ms. Ray:
On behalf of HBM Architects and Albemarle County—Office of Facilities Development, VHB is providing
this letter detailing how we have responded to comments received from County departments for the
Plan of Development. With this letter are ten (10) sets of plans revised as noted on the following pages.

1. The owner has been shown in the Site Data section on the cover sheet.
2. EC, Entrance Corridor has been added to the cover sheet.
3. The written and graphic scales now match on sheet C7.01.
4. The other drawings are added to the cover sheet index.
5. All adjacent property information is provided on sheet C3.01.
6. A parking chart is included on the cover sheet.
7. The maximum impervious coverage is added to the plan (74%or 100,249 sf)
8. The light pole has been moved to more than 2'from the back of curb. A dimension is shown.
9. The route, ROW and pavement info are provided on sheet C3.01.
10. An easement does exist and has been noted on sheet C3.01.
11. The demo plan incorrectly removed an entire run of 12" storm pipe. Sheet C2.01 is corrected.
12. A formal boundary survey was not completed for this project. However, Miss Utility was ordered on
site and marked the utilities shown on the plan.
13. Distance from stop bar at entrance to centerline of Berkmar Drive and Route 29 provided on sheet
C3.01.
14. All square footages have been clarified on the cover sheet.
15. Labels and dimensions have been added throughout the site plan.
16. Those "large dark circles" are new storm manholes.
17. A detail is added to sheet C8.02 for a CG-6 and CG-6R curb and gutter.
18. Angle of parking is labeled.
19. Landscape plan has been clarified. Call outs now have the associated quantity. Symbols are now
consistent among plant types.
20. Proposed plantings have been moved away from proposed utilities and easements.
21. Planting size of each species has been listed and meet minimum standards.
22. ARB approved proposed planting along street.
23. We are removing all dogwoods along the front and replacing with new trees.
24. ARB approved proposed planting between parking lot and street.
25. Impervious and landscape area calculations have been reviewed and updated.
26. Notes have been added to sheet C3.01.
27. Buxus 'Green Velvet' has been deleted from canopy calculations.
28. The number of Acer rubrum has been updated to reflect the plan.
29. Lighting plan has been updated
30. Resolved spec sheet listing a fixture not in schedule.
31. The luminaire schedule includes quantity, lumen level, maintenance factor, and tilt for each fixture.
32. Placed a note to verify that LLF is 1.0.
33. Note added to plan.
34. Benchmarks are shown on plan sheets("Benchmark" label added and benchmark boxed.)
35. The limits of work have been adjusted and all removed items and work are now within those limits.
36. Ron Lilley is currently working to gain approval of these limited areas of disturbance that are off the
property.

Engineering:
1. A single unit truck movement is provided.
2. Radii added throughout the site except for radii that are 5' which are standard. There is a note on
sheet C1.01 stating this requirement.
3. VHB policy is to not modify or alter the existing conditions background drawing. We believe this
helps the contractor understand the existing conditions compared to the proposed. We also believe
this protects our clients.
4. Understood.
5. An easement does exist and has been noted on sheet C3.01.
6. A detail is added to sheet C8.02 for a CG-6 and CG-6R curb and gutter.
7. The light pole has been moved to more than 2'from the back of curb. A dimension is shown.
8. Bumper blocks(wheel stops) are added to the plan.
9. Distance from stop bar at entrance to centerline of Rio Road West provided on sheet C3.01.
10. ARB required that monument signs not be shown on the site plan.
Fire:
1. The fire department connection is now shown adjacent to the fire hydrant.
2. The drive aisle is revised to 20'width.
3. Fire lane markings and signage are provided on sheet C3.01.
VDOT:
1. Dimensioned taper added to sheet 3.01. (100' Long x 12' wide taper)
2. The entrance radius is revised to 25'.
3. Additional signage has been provided at the drop off area of the library.
4. The drainage system in this location has been redesigned.
5. Sight distance lines are shown on sheet C3.01. The end of the lines is off the sheet.
6. After further review,VDOT will not require a signal queue analysis.
7. A 30' Access Easement currently exists and "straddles" the property line between the library
property and property to the south.
Erosion and Sediment Control
1. State standards have been adhered to and Design Standards Manual notes and details are included.
2. The limits and perimeter measures have been revised as necessary.
3. All stages protected adequately. Sediment trap is designed to contain less frequent, larger storm
events(purpose of dry volume storage).
4. A channel analysis was completed on January 10th showing that the channel is adequate. This
information was included in the Northside Library Calculations Package.
5. With the addition of the creek analysis, MS-19 is addressed.
6. Contour elevations are now shown for the sediment trap.
7. The sequence of construction has been updated appropriately.
8. Inlet protection and silt fence were added in phase II Erosion and Sediment Control. Diversion dikes
and silt fence will not be necessary once curb is installed.
9. Discussed with Max Green-this comment can be ignored. See comment 10 for reason.

Stormwater Management
1. There is enough capture and treatment for on-site areas. Calculations showing this are included.
2. We are reducing the impervious area therefore the detention storage is adequate.
3. Sealed hydrologic and hydraulic computations were provided.
4. The 103 b drainage area was confirmed as correct (the dashed line in the middle of 103 b is the time
of concentration, not a drainage divide).
5. The storm water calculations were provided in the Northside Library Calculations Package.
6. The 36" RCP is not missing from the storm profiles; it is an existing pipe so it shows up lighter. The
layer has been edited so it will show up slightly darker than before.
7. Added label "Planted Biofiltration Swale with Subdrain" and hatch to on LM (sheet C3.01).
