Subject: Land Disturbance Permit for Goodwill
Max,
It has been our understanding in the past that the point in WPO review is to allow land disturbance work prior to full site
plan approval. Is this still the case? Now that we have gotten you all the requested WPO items and the E&S plan should
be approved, are the clients able to file a land disturbance permit and at least start moving dirt while we wait on the few
final site plan comments to be reviewed for approval? The VSMP Permit number is VAR10E125.

This letter serves as our written responses to the comments by Max Greene dated
05/16/2014 on the subject project:
1. Stormwater Management Plan:
a. A letter of intent to purchase WQ credits will be provided at a later time.
2. Erosion and Sediment Control Plan:
a. Note has been added to C2 & C4.
b. Per discussions, Limits of Disturbance is shown as a thick dashed bold line
and called out at J14 & B19 on C2 & C4.
c. Per discussions, Limits of Pavement removal is shown on C2. Limits of new
pavement is shown on C3.
d. Per discussions, C2 narrative states that pavement will be saw cut and silt
fence and diversion dike shall be installed as shown on plans.

Thank you. In response to them right off hand:
1.
a. I will get with the owner about buying credits.
b. WQ will be applied if credits are not able to be obtained.
c. The SWM Pond was previously designed for a 0.80 c-value and we are well below that. So why are
agreements and review of the pond required?
2.
a. I will put that note on the plans.
b. The limit of disturbance is indicated on sheet C4 as a bold thick dashed line. It is called out on sector J14
8( 1319. Would you like this thicker?
c. Pavement removal is called out and represented by a hatch on sheet C3. Would you like this indicated
another way or specifically called out on C4?
d. The pavement will be saw cut and the silt fence will be placed in the ground at the saw cut. This is not
clearly stated in the narrative so I will add it. Would this suffice for this comment?
If you could provide a response to this then I will resubmit these plans to you next week. Feel free to call me to discuss
my responses or comments.
