I hope it's possible to piece together an analysis using TR -55, since we do not accept MRM. We'll talk tomorrow - thanks for your time and help today. The use of the modified rational method is much more appropriate for smaller drainage areas( <20 acres). This is also outlined in the manual. I am going to look at it more from this approach to see if it is in fact more realistic, and will get back with you. County Engineer Albemarle County RE: Our Lady of the Angels Monastery Dear Mr. Brooks, Thank you for your prompt review and response to the VSMP application for Our Lady of the Angels Monastery. I have reviewed your comments and offer the following. I have attached a copy of the check submitted by Shank and Gray with the submittal package for the Site Plan and WPO Plan. It is Check No. 6006 for$1350. I believe the reference number you included in your comment was from Old Trail. I have attached two copies of the WPO/Erosion and Sediment Control Plans for your review. Stormwater management is being provided within the redevelopment area. One method of stormwater management used on this project is infiltration pits, which are shown on Sheet 4 of the Site Plan and detailed on Sheet 4 of the WPO Plan. The other technique used is sheet flow to open space. We are aware of DEQ's requirements of utilizing open spaces as a stormwater management treatment area. A long-term management plan and necessary legal covenants will be prepared and submitted prior to Site Plan/WPO Plan approval. A site specific Pollution Prevention and Spill Prevention Plan has been prepared that identifies the locations of fueling areas, wash out areas and sanitation facilities. I am attaching two copies for your review. The SWPP/PPP document has been updated to more accurately reflect site conditions and construction activities for the project. The Pollution Prevention Certification has be signed and included with this resubmittal package. I believe the attached information and noted revisions satisfy your comments. Regards, Chris Mulligan SDP 201400035 Our Lady of the Angels Monastery Response to Max Green's Comments 1) WPO Plans,Application and Fee are required for disturbances over 10,000 square feet The WPO Plans include the Erosion and Sediment Control Plan and the Stormwater Management Plan. • Erosion Control Plan o Construction Entrance o Silt Fence o Diversion Dike o Tree Protection o Sediment Trap (which will be converted after construction is finished to a Biofilter) • Stormwater Management Plan o Utilized VaRRM spreadsheet to determine requirements o Infiltration pits provided 2) Limits of Disturbance do not appear to encompass all proposed work. Limits of disturbance line adjusted... and included in the erosion and sediment control plan. 3) Date and Source of topographic information:All topography should be at least visually field verified by the designer within the last year[18-32.6.6, 14-302, Policy for date] Noted. 4) The proposed work is on Parcel 0200-00-00-040A1. Noted. 5) Retaining wall labeled with a maximum height(Walls require building permits according to Building Official policy). Cheek walls are proposed to protect steps. <3' 6) Safety railing shown for retaining walls over 4' high(building permit may be more strict) [Policy] Cheek walls are proposed only to protect dirt from steps. 7) Guardrail with VDOT designations shown for retaining walls next to parking or travelways [18- 32.7.2] The plan is to raise and resurface an existing graveled entrance. The slopes are being reduced to less than 16%, and the access shall be paved. A small-flat-shoulder has been introduced along the entrance, but guardrail is not planned. 8) Show Critical Slopes on plan. There are no critical slopes within the Steep Slopes Overlay District (created by the BOS on March 5, 2014). The steep slopes from the as-built topography onsite are shaded as stabilization areas on the Erosion Control Plans. 9) Access Road appears to exceed 10%slope requirements for access aisles [18-4.12.17] We request a waiver to this standard to allow a maximum grade of 15%. See letter under separate cover. Per 4.12.17 "The county engineer may increase the maximum grade, upon a finding that no reasonable design alternative would reduce or alleviate the need and that the increase in grade would be in the best interest of public health, safety and welfare.The developer must request the waiver in writing and provide all information necessary to justify that no reasonable design alternative exists."
