We have revised the plans per your most recent comments. Please find below detailed comment responses describing the changes made to the plan for each of your comments. Planning 1. [32.5.2(b)] Provide the required and provided number of parking spaces. Simply stating that there will be enough is not sufficient. The number of required and provided parking spaces has been included. 2. [32.6.2(h)] Provide a signature panel on the cover sheet for County and other agencies signatures. A signature panel has been included on the cover sheet. 3. [32.6.2(k)] On the cover it states that outdoor lighting will be provided on the final plan, however no lighting plan is shown. If lighting is proposed a plan in accord with 4.17 should be provided including a photometric plan. There are no proposed outdoor lighting fixtures; the note on the plan has been updated accordingly. 4. [32.6.2 (j)] The conservation plan checklist, needs to be in checklist format, so the owner checks off each of the requirements and a signs. Revise. The Conservation Plan Checklist has been updated to a format that permits check-off by the Applicant. Engineering 7. An inlet has been added behind lot 41 as requested. 10. The electric line layout is not yet available. 1. A 50' easement has been provided for the southern BMP. 3. CG-9 has been provided for private roads. Ribbon curb has been specified for Town Mews. 12. ST-20 MH profile has been updated to show the proposed DI-7 MH and the underground infiltration pipe. The top elevation reflects the top of the DI-7. 13. The drainage area and C-value for ST-33 has been included on the drainage area map. 1 14. A second Inlet Drainage Area Map has been included to show the offsite drainage structures past ST-22 and ST-28. 15. See previous comment. 16. The grading behind lots 22-25 and 11-12 has been addressed and ponding should no longer be an issue in this location. 17. A note has been added to the storm sewer profile sheet C17 to provide IS-1 for all storm structures. A detail of this has been included on Sheet C18 18. A detail of a dome grate inlet has been included on Sheet C18. 19. A detail of a DI-7 has been included on Sheet C19. The type of DI-7 has been specified on each profile as a DI-7 Type II. 20. The pipe from ST-18 to ST-19-1 has been increased to a 18" Diameter. 21. Ponding depth analysis for ST-15 and ST-18 has been included in the inlet section of the stormwater report. VDOT 1. Per discussions with the owner we are choosing to keep the 3 spaces on Georgetown Road. 2. The plan has been updated to graphically show the CG-6 along the entirety of Bennington Road. 3. The street tree has been removed from the typical cross section of Bennington Road between stations 10+00 and 12+13. 4. Spot elevations have been added to the intersections to show positive drainage. 5. Spot elevations and a note to turn out the gutter pan for the last 20' have been added to the plans. 6. Cross drains have been added to the plans, CD-2 has been specified on Georgetown near 10+56 and Bennington near 13+96, and CD-1 has been specified for Bennington near 13+00. 7. See previous comment. 8. The sidewalk at the hammerhead turnaround has been located entirely within the right of way. The hammerhead itself has also been updated so that it is also located entirely within the right of way. 9. The London Planetree street trees that reside along Barrack's Road and the main entrance road to Out-of-Bounds are proposed to be larger at the time of planting. A note has been added to the plant list further stipulating that these particular trees will have branching that starts a minimum of 6'above grade after planting. 10. We have revised Bennington Road Station 10+00 to 12+13 pavement section to match the Georgetown Road pavement section as requested. 11. The hydraulic calculations have been updated to include the offsite runoff from the North from Barracks Rd. 12. HGL calculations have been provided. 13. All pipe calculations have been updated and pipe sizes have been adjusted and necessary HGL calculations have been performed. In several locations pipe sizes have increased, most notably between structures ST-19-1 and ST-21. 14. All pipe calculations have been updated to reflect inverts, slopes, and lengths as shown on the most current set of plans. 15. A table of DI-3 lengths has been included on Sheet C18. 16. The computations for storm sewer ST-1 to ST-32 have been included. 17. The plan has been updated so that the section of storm sewer to be replaced between ST-29 and ST-30 is clear and RCP has been specified. 18. Inlet ST-10 has been relocated so that the easement between ST-10 and ST-11 does not encroach the adjoining property. All calculations and drainage maps have been updated accordingly. 2 19. Please clarify what the minimum height requirements are for ST-14. From what we found in detail DI-3B from the VDOT Road and Bridge Standards the required depth is D+24" + 8" top, this would put the minimum invert for our 15" pipe at 3.917 below the top elevation, our top elevation is at 375.41, which would give us a minimum invert at 371.49, and we have provided the invert at 371.37. Please let us know if there is a different height requirement we should follow. 20. Comment Noted E911 The applicant should contact this office with three (3) alternative road names for "Barracks Hill Court". There are already the maximum amount of road names that start with the word "Barracks" in Albemarle County. The road name shown as "Bennington Road" should be corrected to show "S. Bennington Road" for consistancy with the existing "S. Bennington Road". The road name "Town Mews" is not acceptable currently. The applicant should add an accepted road designator (e.g. Court, Lane, Street, etc) to the name before it can be approved The road names have been changed to Georgetown Hill Ct, Town Mews Lane and S. Bennington Road Fire Rescue 1. Emergency vehicle turnaround at the end of the private street Town Mews shall be an approved turn -)und 17 `#x 20ft. We have revised the plans per comments dated April 3, 2014. Please find below detailed comment responses describing the changes made to the plan for each of your comments that we have addressed. We have only addressed comments dealing with the initial site plan. Planning 1. Comment noted. 2. Comment noted. 3. The parking schedule has been updated on Sheet C1 to reflect all parking requirements for all units. 4. A phase line has been shown on Sheet C4. 5. Street names have been added to the roads originally referred to as"road a"and "road b." 6. The building footprints shown are only conceptual and the actual building footprint may vary at the time of obtaining a building permit. 7. All sidewalks have been labeled; a sidewalk detail can be seen on sheet C11. This detail has been referenced several locations on the plan. 8. A note has been added to Sheet C1 stating that each unit will have a private trash can. 9. The waterline has been shifted to make room for street trees in landscape strips. Per our discussions at the SRC meeting landscaping has been placed near storm sewers. Engineering 1. An erosion and sediment control plan has been submitted and is under review. 2. A storm water management plan with calculations has been submitted and is under review. 3. Easements for stormwater management are shown on the plan. 4. This plan does not propose any disturbance of an Albemarle County Water Protection Ordinance buffer. 5. Road plans and profiles for the proposed public and private roads are included with this plan. 6. Comment noted. 1 Additional Comments Received March 27, 2014. 1. As discussed over the phone, no changes will be made to the on street parking on Georgetown Rd. at the intersection of Town Mews. 2. The radius into the parking lot for lots 45-51 has been revised to 25' as requested. 3. Comment addressed. 4. The VDOT CG-3 label was added to the plan and is shown on sheets C12 and C13. 5. Comment addressed. 6. Comment addressed. 7. We understand the county's concern about concentrated runoff across yards, however in this instance the flows are very minimal and this ditch has been properly designed to convey the water from the six lots into the storm sewer system. This development did not proffer an over lot grading plan requiring drainage structures, therefore it is our understanding that the need for a yard drain every 3 lots is not a requirement. 8. Comment addressed. 9. Comment addressed. 10. The locations for the electric service lines are not known at this time. The power company will prepare plats and designs as typically done for subdivisions. We understand that showing these utilities are not strictly required with the current zoning ordinance, if the power company provides us with these locations during plan review we will be sure to forward them to the County. For Final Site Plan Review: 1. The easement width around the proposed underground detention areas have been increased based on the County Design Standard Manual easement width formula. 2. A new 12' access road easement is now shown for the rear underground infiltration system. 3. The VDOT CG-9D standard detail is now shown on sheet C13. 4. The sidewalks for lots 45-51 will not require access easements as they are within the open space area and are not going through individual lots. 5. The parking on Georgetown Rd. has been revised with a change of centerline alignment to fix other issues that were found during plan revision. 6. A cast in place retaining wall detail is now shown on sheet C13. 7. The travelway/parking area for lots 45-51 is not within individual lots. A private access easement is not required in this situation. 8. The 5' sidewalk is now shown as 6' in front of lots 48-51. 9. The road sections have been revised to be more detailed indicating gutter and curb. 10. The proposed fence along Barracks Rd. is now shown on sheets C7 and C8. The existing fence along TMP 60-24E is now shown on sheet C5. 11. The scale on the title blocks of the road plan sheets have been revised to show the correct scale. VDOT 1. The plan has been updated to include CG-6 along the entirety of Bennington Road as well as Georgetown Road. 2. Road "A" has been labeled as a private road. 3. The right of way has been updated to include a section of Road "B"for a turn-around. The right-of-way has adequate dimensions for a branch type turn around per appendix B(1). 4. All storm sewers along public roads have been changed to be perpendicular. Street trees may be planted within 3' of the pipe in some locations. 2 5. A crosswalk has been added to the intersection of Georgetown Road and Barracks Road with CG-12 provided. 6. Bennington Road and Georgetown Road intersections have been updated and include one cross walk in each direction and CG-12 at each crossing. 7. A 3' landscape strip has been included on Bennington Road; the sidewalk has been relocated to the south side of Bennington Road as requested. 8. The T type turnaround on Bennington Road has been updated to be 120' wide, 20'deep with 28' radii. 9. ST-14 has been relocated to the west side of Georgetown Road as requested. 10. The on street parking has been changed so that the parking does not interfere with the sight distance lines on the section of Georgetown Road between Barracks Road and Bennington. 11. All storm sewers along public roads have been changed to be perpendicular. 12. After review we believe that the current configuration of the storm sewer cannot be easily changed without adversely impacting required improvements for signals and signal controls in the intersection. 13. A typical section for Bennington Road has been included on Sheet C11. 14. Pavement design calculations are attached with this submittal. 15. Storm sewer calculations are attached with this submittal. 16. The traffic signal design is attached with this submittal. 17. The Georgetown Rd. intersection has been added to the road profile for Bennington Rd. 18. Street trees have been removed within 30'from the end of radius as requested. 19. EDR will provide details for MOT with their signal relocation plans. E911 1. Road names have been revised for Georgetown Rd. and Bennington Rd. New road names have been added for Road A and Road B. Fire Rescue 1. Comment noted. 2. The fire hydrants have been relocated to the north corner of each intersection with Georgetown Road. ACSA 1. The fire hydrants have been relocated to the north corner of each intersection as requested by Fire and Rescue. 2. A secondary waterline connection in the intersection of Westminster and Bennington roads has been specified. 3. The waterline connection to Barracks Road has been relocated to avoid work in the intersection. Please let us know if you have any additional questions about the revisions.
