Chuck Proctor, and to a large extent myself, look at developments from a planning perspective. Once construction is ready to begin, Northwest Regional Operations, i.e.the VDOT Traffic Section, are the approving body for the signal improvements. We are working through all these issues, because we are on a tight timeline form the county. There are a couple of zoning violation on the property associated with re-planting the vegetative buffer. Zoning has given my client until November to get the plantings completed. In order to get the plantings completed,we need approved WPO and road plans approved in August so they can grade the property, install the walls, and plant the trees. I have received engineering and planning comments, and once I receive your comments today, our pledge is to resubmit a full set of plans to the county with all the changes and modifications by Monday morning at the latest(2 business days). That was the agreement to Amelia. We are trying to get all comments and all comments addressed so that we are not piece-milling the plans,this is not our intent. As far as the intersection and phasing, our plans show what we would like to do. We want to build the entire intersection,then stripe out(2) outbound lanes for the first phase (gas station). Any final modifications to the signal to accommodate 4 outbound lanes will be worked out in over the next 9 months,and before the next site plan is submitted, reviewed, and approved. Certainly any modifications to the signals can be worked out for these (2) outbound lanes. Keep in mind,the signal for these lanes is about 70' away, and from the picture attached,the proposed (2)outbound lanes as shown in our drawings are more in-line with the signal heads than the current lane configuration. What I do not want to do is to re-adjust the road plans at this time, removing(2) lanes and building just 2 of the 4 outbound lanes while preserving the entire r/w at this time, and showing a future ultimate design. This would require us to re-install drainage structures and curbing, and it would be much easier to install the final curbing and drainage structures at this time,and just stripe out the lanes. My review comments will be based on the plan that I have before me, which has been submitted through the County. Just so that you know, the traffic engineers are not enthusiastic about building the section and not modifying the signal. They need to see a plan showing all of the phasing of what you are proposing. One key item is that the signal heads may need to be adjusted so that they are aligned correctly with the proposed lanes of Briarwood regardless of whether or not you can "hatch out" some of the lanes. I know that you are pushing for approval, however,tomorrow will be my last work day until 7/28/14. As I mentioned, my review is based on the plans that I have before me. I will not be able to take formal action on the proposed changes to the plan until I return from vacation. The sewer sounds like something that I can work with, but I will need to receive revised plans for review. The other concern is that we need to make sure that all reviewing agents are looking at the same plan. I am ok with informal agreement with proposed changes, but I will not formally respond/approve changes to the plan unless we are all looking at the same plan. "Piece-milling"the approval is a recipe for disaster when it comes to starting construction. Troy Austin, P.E. We have re- looked at the roadway, and we can make a slight adjustment in the roadway to keep the problematic manhole as-is, and outside the roadway(the manhole at the intersection of Briarwood drive and Elm Court). The other 3 manholes will be relocated outside of the roadway. Also,do you have any feedback yet from the traffic engineers about just striping out the other(2)outbound lanes for now, or will we need to update these drawings for phasing, and just go forward with a phased intersection with only 2 outbound lanes for now,for just the Gas station. Nena, I just spoke to Caroline of your office about the fees for the Briarwood project. I'm hoping we can resolve this by the end of the day. Evidently when you came in to pay the fees on Friday for Briarwood you paid the fees for SUB2013-29 which is the final subdivision plat for Briarwood Lots 14-22 (phase 1A-1), 15-23A(phase IA-2),and 43-47 (phase 5). These fees were outstanding too, and the same amount and definitely needed to be paid; however,the fees I requested were for SUB2013-43 Briarwood Commercial Lot—preliminary plat and private road request. Ultimately the fee($424.64) needs to be paid by the end of the day for this project to be advertised for the upcoming PC meeting on May 21. I spoke with Stephanie Mallory about this and we need the fee no later than COB of today, she'll hold the notices till tomorrow but the fees need to be paid today otherwise we'll have to bump the project to the next PC date. Lengths of the deceleration lanes should be calculated based on the design speed of the road 2.Acceleration lane is not necessary for entrance. 3.A median that prevents left turn ingress movements should be used instead of the large right-in, right-out triangular entrance median. The egress lane should meet Seminole Trail straight on and have a stop sign and stop bar. 4. Shoulder should meet VDOT Road Design Manual GS-1 Standards including minimum shoulder width of 13ft with 8ft paved shoulder and minimum width of ditch front slope of l Oft. 5.Detailed road plans will need to be submitted for the entrance.
