Mike,
I have never reviewed SUB201000097, so I don't know where that stands. It looks like it was only reviewed once and is
not approved. I have reviewed Reihn as I mentioned below,which deals specifically with the vacation of cul-de-sac r/w
at TMP 44-39 &44-40 and looks like it might address comment#2 in the letter you provided. So, I guess you'll need to
resubmit Reihn and get that approved and then try to move forward with the Final Plat...or I guess it could be done
semi-concurrently.

I think it is also related to the South Ivy—Phase II plat which I believe to be SUB 2010-00097, but I am not sure if this is
the latest. I have attached a copy of a comment letter from Elizabeth Marotta, but I have this strange feeling that you
may have also generated newer comments? The applicant's desire is to go to record with the South Ivy—Phase II plat
and the BLA so that he can sell lots in Phase II. I believe our only holdup was this temporary turnaround issue. Our plan
would be to resubmit the plats to you for your review. Can you shed any more light on this?Thanks, Mike

Hi Mike...things are good, hope they are with you as well.
I'm assuming this is SUB 2013-00024 Reihn—BLA,which was last reviewed by me in March of 2013? If so, I think you're
fine to go ahead and resubmit...assuming you've also addressed the comments I sent back at that time. I will probably
send it over to Engineering again since there has been such a long delay. They had no objection at that time,so
hopefully they will again, but since changes have been made I probably need to send it again.

Mike,this is the first that I've seen this plan. I think that we need to meet the requirements for Fire and Rescue with this
turn around:
1. The length of the branch should be a minimum of 70'from the far ep Fox Run to the end of the turn around
instead of the 30' plus the width of Fox Run as shown.
2. The width of the branch should be a minimum of 20' instead of the 18' shown.

Troy,Thanks for meeting with us on March 13, 2014 to discuss resolution to the VDOT temporary turnaround question
for the South Ivy—Phase II subdivision. As discussed,we will provide a temporary turnaround hammer-head on Lot 25
within a temporary turnaround easement. (Ideally,this will also serve as a future driveway for Lot 25). We will also
vacate the temporary turnaround easement that had been created with Phase I on TM 44-39 and TM 44-40. This will be
reflected on the final platwork for the South Ivy—Phase II subdivision. If all looks good, please let us know so that we

We are preparing to send a revised copy of a BLA we started last year(SUB-2013-00024 Reihn—BLA) in which the
County expressed the need to get VDOT approval for a turnaround at the end of the existing(VDOT controlled) road on
portion of Fox Run Lane. During this process,we had expressed our client's wish to use the newly constructed road for
Section II of South Ivy(on TMP 44-33G7)for purposes of this turnaround. We have met with Troy Austin at VDOT and he
too expressed VDOT's need to have a turnaround at the end of the road under their current jurisdiction.Our client has
agreed to this,and we are in the process of revising the BLA plat to reflect this once we have coordinated a suitable
location and form with VDOT.We also wish to proceed with the submittal of the final plat for approval on the South Ivy
Phase II Subdivision (TMP 44-33G7) as soon as possible. Do you foresee any impediments to this?Any guidance you
could provide would be greatly appreciated.Thanks.

Hi Kris,
I'm still waiting on a response from engineering(this is really their ballpark), but I'll pass along what I do know. Have
road plans for the extension beyond these lots been submitted? I can't find any evidence of plans in our tracking
system. If no road plans were reviewed/approved, or it's a private street,then yes..we would require the temporary
turn-around as well. So,to push this along,you would need to add the temporary turn-around to the plat and the
required associated note; see the following code sections:
14-410 Standards for all streets and alleys.
The following minimum design standards shall apply to all streets and alleys within a subdivision:
C. Temporary turnarounds. Streets more than three hundred (300)feet in length from an intersection,or proposed to
serve more than four(4) dwelling units that terminate temporarily shall be provided with a temporary turnaround
meeting American Association of State Highway and Transportation Officials guidelines.The temporary turnaround shall
be extended to the abutting property line unless a waiver is granted as provided in section 14-409(D).The temporary
turnaround shall exist until the street extensions are accepted into the secondary system of state highways.
14-403 Contents of a Final Plat
K. Temporary turnarounds.The location of temporary turnarounds, if needed,with the following accompanying note:
"The area on this plat designated as a temporary turnaround will be constructed and used as other streets in the
subdivision until (street name) is/are extended to (street name), at which time the land in the temporary turnaround
area will be abandoned for street purposes and will revert to adjoining property owners in accordance with specific
provisions in their respective deeds."

I looked at this plat and the aerial photography showing that the road has been built. But it appears that past the cul-
de-sac does not meet service requirements to be taken into the system. Do we not need a temporary turnaround at the
end of State maintenance? As it is now, any buses, plows, or mail carriers would have to travel a fairly significant
distance (based on the aerial view) on a road section not currently in the State system to find an adequate location to
turn around.

Ellie,
The purpose of this plat is to eliminate the right-of-way for the old turnaround that used to exist, but now does not due
to Fox Run Lane being extended into the new"South Ivy Phase II" Subdivision currently under review(TMP 44-33G7).
The road already has been built for the new subdivision with the cul-de-sac in place. If you look at the County GIS with
the Orthophotography from 2010 on,the road shows up, so you can see it's been constructed. We are copying Megan
on this email to hopefully clarify the purpose of the Boundary Line Adjustment.Thanks.

I finally caught up with the agent and verified that the right-of-way vacation does not have to go to the Board for
approval, so you may disregard comment#6. In a related matter, he also said that VDOT does not need to sign the plat,
they only have to review and grant their approval. Therefore, in addition to the other comments, please remove the
VDOT signature line from the plat.
