[ZMA201500007] Page 22 of the COD requires a civic space to be provided in either Blocks 16, 17, or 18. Please indicate whether this will be provided in Blocks 16 or 17. If so, show the civic space on the plan and identify it's features as required by the COD. First submittal: Comment addressed. 0.55 aces of civic space provided in Block 17. The rest of the civic space will be provided in Block 18. 2. [ZMA201500007] The Application Plan shows a 10' multi -use path extending along the block frontage along Polo Grounds Road and connecting into Montgomery Ridge. Please address the following: a. Show the multi -use path along the frontage and indicate its surface materials. First submittal: Comment addressed. b. Please indicate whether the developer has reached an agreement with the Montgomery Ridge HOA regarding extending the path onto their property (TMP 046DO-00-00-000AO). If so, please show the multi -use path on the plans (site plan and road plans for these blocks). First submittal: Comment addressed. Developer is in contact with Montgomery Ridge HOA regarding future extension of the path onto Montgomery Ridge property. If agreements are reached, separate road plan application will be submitted to show the extension of the path onto the Montgomery Ridge property. 3. [ZMA201500007] On -street parking spaces are required along one side of each street in Blocks 16 and 17. No on - street parking is currently shown on the road plans as required by Figure 8 - Neighborhood Street Cross Section from page 25 of COD. Please revise the site plan to indicate whether those spaces will be striped. First Submittal: Comment addressed. 4. [32.5.2 (o) and ZMA201500007] Prior to final site plan approval, please be sure to update the Block Area Summary table on Sheet 3 so that all figures are accurate based on approvals for other blocks in Brookhill. Some of the figures may change since multiple site plans and plats are under review for other blocks. These may be approved prior to final site plan approval for Blocks 16 & 17. a. Please revise the table so that it states the acreages of each attribute that were approved on the plats/plans for Blocks 16, 17, 18 and Block 1B. First Submittal: Comment addressed. b. Update the drawing so that it states the applicable application numbers that have been approved for initial site plans and preliminary plats in blocks 16, 17, 18, and 1B. First Submittal: Comment addressed. c. Ensure that all parcel boundaries, owner names, TMP numbers, acreages, and recorded instrument numbers are added to the drawings for all parcels visible on the final site plan/final plat. [ZMA201500007] The parking spaces/driveways do not appear to meet the relegated parking requirement specified on page 27 of the COD. Front loading garages must be located a minimum of 3' behind the front building face of the house or porch. Please revise. First Submittal: On Sheet 1, please revise the setback note so that it states that for all units with front -loading garages, the garages must be located a minimum of 3' behind the front building face of the house or the porch. Make reference to the exhibit on Sheet 5. 6. [32.5.2 (a)] Please update the proposed density note on Sheet 1. The note currently only states the number of units proposed in each block. But it does not calculate the density per acre based on the block acreage and number of units proposed. First submittal: Comment addressed. 7. [32.5.2 (a)] Please amend the watershed note on Sheet 1 to state whether that is a water supply watershed. First submittal: Comment addressed. 8. [32.5.2 (a)] Prior to final site plan and plat approval, please revise the Existing Conditions and all other applicable drawings where adjacent properties are visible. The correct property lines, TMP numbers, acreages, and recorded instrument numbers should be stated. Multiple plats are currently under review which may change any of these attributes prior to final site plan/plat approval. First submittal: Comment addressed. 9. [32.5.2 (a)] Please add a note to Sheet 1 titled "Block Classification" with "Neighborhood Density Residential" as the block type for Blocks 16 & 17, as stipulated by the Brookhill Code of Development. First submittal: Comment addressed. 10. [32.5.2 (b)] Please state the maximum building footprint permitted (10,000 sq. ft.) on Sheet 1 in accordance with Table 2.3.2.3 on page 18 of the COD. First submittal: Comment addressed. 11. [32.5.2 (n)] Please label and call out the locations of the primary and secondary building entrances to the building in accordance with the Neighborhood Density Residential block regulations Section 2.2.3 (page 11) of the Code of Development. First submittal: Comment addressed. 12. [32.5.2 (k)] Please show the location of all proposed sewer and drainage easements. On the final plat/site plan, revised the labels so they state either "public" or "private" and the easement type and dimensions. First submittal: Comment stands pending completion of ACSA review. 13. [32.5.2 (1)] On the final plat/site plan, please label all new utility easements as "public" or "private" and state the easement type and dimensions. First submittal: Comment stands pending completion of ACSA review. 14. [32.5.2 (n)] Please state the proposed surface materials for all parking lots, travel ways, walkways, etc. in a label on the site plan drawings. First submittal: Comment addressed. 15. [32.5.2 (n)] See Engineering comments regarding retaining walls and address the following: a. Please be aware that Section 2.7 (page 23) of the COD requires retaining walls to be a maximum of 6' in height, with a maximum length of 600' unless approved to be longer by the Director of Community Development. Please label all proposed retaining wall heights and state the length for each retaining wall segment proposed. First submittal: Comment addressed. 16. [32.5.2 (e)] Please provide more details about the existing landscape features that will preserved as described in Section 18-32.7.9.4(c). State the general types of trees or shrubs that exist (e.g. deciduous trees, caliper range at breast height, etc.) and label these features on the existing conditions drawing and the landscaping plan. First submittal: Comment addressed. 17. Final site plan must demonstrate compliance with all applicable regulations of Section 32.7.9. Planning staff have provided preliminary landscaping advisory comments below (comments 18-23) to assist with the landscaping design. Additional landscaping comments may be forthcoming at time of final site plan review. First submittal: See comments below under "New Comments Final Site Plan." [32.7.9] Please provide the individual canopy coverage and total canopy coverage proposed for each shrub type being provided in Blocks 16 & 17. A plant schedule will be needed on the landscaping plans stating the species name and common name of all landscaping proposed, caliper/height at time of installation, and individual and total canopy provided per species. The canopy area for each species can be found on the Albemarle County Recommended Plants List and Albemarle County Plants Canopy Calculations tables. First submittal: Comment addressed. 19. [32.7.9.5, and 14-410, and 14-422] Please provide more than one (1) species of street tree. First submittal: Comment addressed. 20. [32.7.9.5] Please address the following related to street trees: a. Provide a calculation stating the number of street trees required per street based on the length of each street in Blocks 16 and 17. State the number of street trees provided. First submittal: Comment addressed. b. Please see Engineering comments. Street trees must be a minimum of 5' from storm pipes. First submittal: Comment addressed. 21. [32.7.9.8 (a)] Please provide a calculation for the minimum tree canopy required and proposed in Blocks 16 and 17 based on the use type. The density in each block is less than 10 units per acre, and therefore a minimum of 20% tree canopy is required. a. Provide a calculation on the minimum tree canopy required in each block. State the proposed canopy in each block. First submittal: Comment addressed. b. Provide additional landscaping as necessary to achieve minimum canopy requirements. First submittal: Comment addressed. 22. [32.7.9.9] Please add a note to the Landscape plans stating, "All landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development." First submittal: Comment addressed. 23. [32.7.9.9] Please add a note to the Landscape plans stating "All landscaping and screening shall be maintained in a healthy condition by the current owner or a property owners' association and replaced when necessary. Replacement material shall comply with the approved landscape plan." First submittal: Comment addressed. 24. [32.6.2 (h)] Please provide a signature panel with a line for each member of the Site Review Committee. A copy of the SRC signature panel template is attached. First submittal: Comment addressed. 25. [14-302 (A)(4) and 14-302 (A)(5)] Prior to final site plan approval, an easement plat application must be submitted, reviewed, approved, and recorded for all proposed public and private easements. First submittal: Comment addressed. 26. [14-311] Prior to final site plan and final plat approval, a Water Protection ordinance (WPO) plan must be approved. See Engineering Division comments for further information. First submittal: Comment addressed. 27. [4.17] Please provide a full lighting plan with the final site plan in compliance with Section 4.17 of the Zoning Ordinance. First submittal: Comment addressed. 28. [14-434] Prior to final plat approval for Blocks 16 and 17, streets serving and within each block must be built or bonded. First submittal: Comment addressed. a. [14-311] Approval of a road plan application is required prior to final site plan approval. Please see attached VDOT and Fire Rescue comments for further information. First submittal: Comment addressed. 29. [General Comment] Please show the limits of any State level Dam Break Inundation Zones within the property. First submittal: Comment addressed. Please verify that positive drainage is located between dwellings in the locations specified by Engineering. 31. [32.7.5.1] Pending completion of ACSA review, additional comments may be forthcoming regarding public water and sewer utility easements. If ACSA has no objections to the plans, then this comment will be void. 32. [32.5.2 (b)] Please check the proposed density note on Sheet 1. It appears that the Block 17 unit count may be incorrect; the plats for blocks 16 & 17 identify 48 SFA lots, but the site plan states 49 SFA units. 33. [32.5.2 (b)] Please check the green space provided note on Sheet 1. Per the final plat for blocks 16 & 17 (SUB202100150 and SUB202200113), there will be 2.009 acres of open space in block 16 and 3.796 acres of open space in block 17. These figures do not match the acreages listed in the green space provided table on Sheet 1. 34. [ZMA20150007] Please verify that the required 30' wide perimeter buffer between Blocks 16 & 17 and the adjacent residential property (Montgomery Ridge) exists as required by Section 2.4.2 of the Code of Development. The comment can be addressed by provided a callout and measurement on the existing conditions, site layout, and/or landscaping plans that identifies the existing extent of the natural tree line that will remain with a width measurement. 35. [32.7.2.3] Please see attached Transportation Planning staff comments. Transportation Planning recommends adding a high visibility pedestrian crosswalk/striping across Halsey Avenue at the intersection of Polo Grounds Road. [Sheet 4] Please update and show what is actually built or provide a note that existing conditions may not match because road plans are approved and under construction. 2. [Grading sheets] Please ensure there is positive drainage between houses. For example, lots 34/33, 84/85 and 53/52. There may be more instances as well. Stormwater drainage must not flow towards a building.
