Design Focused Engineering December 19, 2022 Claudette Borgersen, Clerk Albemarle County Board of Supervisors Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: ZMA & SP Number Pending — Dickerson Road Manufactured Home Park Request for Central Water Supply and Central Sewerage System Sec. 16-102 Dear Ms. Borgersen, Chapter 16 Article I of the Albemarle County Code outlines the procedures for the establishment of a central water supply and central sewerage system. In conjunction with the review of the zoning map amendment and special use permit request, we, on behalf of Evergreen Home Builders LLC (the "owner") request permission to construct a central water supply and central sewerage system for TMP 02000-00-00-019D0, 02000-00-00-019E0, and 02100-00-00-013AO (the "property"). The property is currently zoned RA Rural Areas and the owner seeks a rezoning to R-6 Residential, with a special use permit request to establish a manufactured home park. The central water meter would serve up to 66 dwelling units, connecting to the existing water line in Dickerson Road; the central sewerage system would consist of 66 connections comprised of private laterals on -site that would ultimately connect to a new public manhole and public main tying into an existing nearby public sanitary manhole. In accordance with Sec. 16-102, please consider this request the required notice for this proposal to establish a central water supply and central sewerage system. Location: The central water supply will be located on TMP 02000-00-00-019D0, 02000-00-00-019E0, and 02100- 00-00-013A0 for water service to each manufactured home lot. The water meter serving the property would be located near the Dickerson Road entrance, adjacent to the existing water line. The central sewerage system will be located on TMP 02000-00-00-019D0, 02000-00-00-019E0, and 02100-00-00-013AO for sanitary service to each manufactured home lot. The private sewer laterals from the home lots would converge sanitary pipe that would ultimately connect to an existing nearby ACSA sanitary manhole located across Dickerson Road. Connection Numbers: The central water supply and central sewerage system would serve up to 66 manufactured home lots Statement of Central Sewerage System Proposal and Description: The central sewerage system proposed consists of a system of 4"-8" sewer laterals from structures on each of the proposed manufactured home lots, which would connect to an 8" sanitary sewer pipe, that would ultimately connect to an ACSA manhole. A sanitary easement exists on the Emerson parcel, tax parcel 02100-00-00-01400, per Deed of Easement Instrument #202200011318, recorded in the Albemarle County Courthouse and the proposed public sewer main extension from the subject property to an existing nearby ACSA manhole would be constructed within that existing easement on the Emerson parcel. 912 E. High St. Charlottesville, VA 22902 1434.227.5140 1 shimp-engineering.com A central sewer request is being pursued because it is practical for this site to be served by a system of private sanitary laterals due to the proposed use of manufactured homes that would remain unsubdivided. The private connections to serve the manufactured home park would provide necessary sewer functions on -site. Statement of Central Water Supply Proposal and Description: The central water system proposed consists of a system of water service lines from structures on each of the manufactured home lots, which would connect to a 6" waterline to the central water meter on -site. The central water meter would be served by the existing waterline in Dickerson Road. As discussed with the sanitary design, the nature of the manufactured home park lends itself to utility design that is owned and maintained by one entity within the property, with an external public connection. Because the property would remain unsubdivided, it would be more practical for the property owner to own and maintain the individual private water service lines on -site, that collectively extend to a public water connection.
