Justification for request:
Evergreen Home Builders LLC is the owner (the "owner") of TMP 02000-00-00-019D0, 02000-00-00-019E0, and
02100-00-00-013AO (the "property"). The property is currently zoned RA Rural Areas and the owner seeks a rezoning to R-6
Residential, with a special use permit request to establish a manufactured home park of 66 units. Two parcels, TMP 20-19D
and 20-19E, are currently served by public water only. TMP 21-13A does not have any public utility services. Access to public
water and sanitary services to the three properties is needed to realize this rezoning and special use permit request. The
expansion of these services would not require a substantial infrastructural expansion, especially as two of the three parcels are
already served by public water. If approved, the manufactured home park would be able to connect to public water that is
present immediately in front of the property on Dickerson Road; access to public sanitary for the property is located just over
300' from the southwestern property corner. A new public ACSA manhole would be installed at the property frontage and a
public sanitary line would cross Dickerson Road and the adjacent Emerson campus, TMP 02100-00-00-01400, within a
sanitary sewer easement. The new public sanitary line would connect to the existing ACSA manhole in the Briarwood open
space parcel, TMP 032GO-00-00-001 R6, that lies adjacent to the ACSA sanitary sewer easement within the Emerson property.
