I 4;4- - 9e7/ • (vo e -, Print Name Daytime phone number of Signatory 5/1/06 Page 2 of 2 The Field School of Charlottesville Application (SP201500024) Albemarle County Service Authority Jurisdictional Area Expansion Request Justification for Request SP Application Attachment TM P:06000-00-00-06800 Date: June 6, 2016 Request: In conjunction with SP2015-00024,a Special Use Permit request to allow a Private School Use in the rural areas,and an associated Boundary Line Adjustment request to create a 25.01 acre parcel 06000-00-00-06800; the Applicant requests an amendment to the Service Authority Jurisdictional Area for water to include limited service to the proposed parcel 0600-00-00-06800. Specifics of Request: • The current Jurisdictional Area Map, available through online GIS and attached herein,shows water service is available to the existing TM 06000-00-00-06800 and not available to Parcel 68E. Parcel 68E was previously owned by VDOT as a portion of the abandoned route of the Route 29 Western Bypass project. The proposed boundary line adjustment and special use permit,if approved, would reconfigure parcel 68 as a 25-acre school site and parcel 68E as a 6-acre rural area parcel. This request is to provide water service to the proposed school use. • An existing waterline is available on Barracks Road(S.R. 654)adjacent to the parcel. • The ten(10)parcels that adjoin existing parcel 68 lie within the Service Authority Jurisdictional Area. The Montvue and Colthurst neighborhoods, which are across Barracks Road from the subject parcel lie within the jurisdictional area. • In a 2015 pre-application conference for SP2015-00024(The Field School), the Fire and Rescue Department expressed support for a public water supply over a private well system if the SP for a private school use is approved. • Should the Special Use Permit be denied,or should a private school use not be developed on the site, the public water service will not be needed. This request for jurisdictional area expansion is only for the school use applied for on proposed parcel 68. Justification from Comprehensive Plan: "When siting new schools,as many of the characteristics below as possible should be met: o Elementary schools should be located within neighborhoods or at the edge of neighborhoods to promote walkability; o Middle schools and high schools should be located in a central location relative to elementary schools,which feed these schools,to support the feeder pattern policy of the School Board; o Safe and convenient access should be provided between the schools and pedestrian and road networks; o Compatibility with adjoining planned and existing land uses should be achieved. Though not preferred, locations near industrial and major commercial developments are not prohibited; o Public water and sewer service should be provided; o Police and fire rescue service should be in close proximity;and o The site should be developed with respect for environmental features such as topography,soils,floodplains,and wetlands and final design should result in aesthetically pleasing physical qualities." -This excerpt is from Strategy 3A of the Community Facilities Chapter of the Comprehensive Plan. "Change to these boundaries outside of the Development Areas should only be allowed when: (1)the area to be included is adjacent to existing lines;and (2)public health and/or safety is in danger." -This excerpt is from Strategy 9A of the Community Facilities Chapter of the Comprehensive Plan. Analysis of Request: • The area requested for inclusion is adjacent to existing lines(adjacent parcels are already included in the jurisdictional area). • Public water will provide a safety resource for the proposed school, through fire suppression. This resource is recommended in the Comprehensive Plan for siting new schools. In summary,the reason for the request is to provide an additional fire suppression resource for a proposed school use in accordance with SP201500024.
