A in-house design is underway to replace a section of main at the end of Hillsboro Lane to accommodate a permanent automatic flushing assembly.At that time the minimum daily flushing volumes will be determined. • In general the water main along Hillsboro Lane lacks sufficient usage.There is a cluster of services around Free Town Lane, but service taps from that section to the end of Hillsboro Lane are at a lower density for the length of water main. • Additional services beyond the services near Free Town Lane would slightly improve this situation. • The proposed connection at F&R may have a small benefit to this situation. Additional demand placed on this main would slightly reduce the volume of flushing required. • It is noted that F&R would use on average 10,000 Gal/Month.The existing F&R building is on public water and uses an average of 9,600 Gal/Month. It is unclear whether this would be an additional usage, or if it represents the existing usage. The ACSA will not have a representative at the May Board Meeting. The applicant's original request and subsequent justification letter(both attached makes reference to the limited demand on this dead-end line and the Authority's "periodic release regimen." I typically attach the applicant's request to my staff report to the Board of Supervisors. Since the Board will see these letters, I believe they will want to at least have some facts about this section of line, and these comments also put me in a positon of having to at respond the validity of these comments. Would it be possible to provide facts about the line so that we can provide the Board good information about this issue that this applicant has raised. It will also help me in my consideration of this application. I do not necessarily need a recommendation from the ACSA on the request, but facts about the condition of the line would be helpful. I suspect the Board would want to know: • How often is the line "flushed" and what is the approximate volume of water flushed (if known)? • What extent, or section,of the line lacks sufficient usage (provide that location)? • Would additional users"upstream" of the problematic dead-end section benefit this condition, or would the additional users have to be tapping into the problematic section to improve this condition (I assume it's the latter)? • Would the proposed connection to the Froehling& Robertson new building solve/eliminate/significantly address the need to flush the lines (or be an insignificant change)? • Any other information you might feel is useful regarding this line. It might also be useful to have a representative of ACSA attend the meeting when this will be reviewed, which is May 4t''. Thanks for your help with this. There are some unique circumstances with this proposal that and are researching other past actions to see how we have treated similar circumstances. The property is designated RA in the Comp Plan, but is zoned HC-Highway Commercial (old zoning predating our existing, and most—if not all—prior versions of the Comprehensive Plan). The Comprehensive Plan strategy for providing public service to the Comp Plan designated RA is as follows: Delineation and adoption of utility project jurisdictional areas by a local governing body is provided for in Virginia Code §15.2-5111. The boundaries of the Development Areas are to be followed in delineating jurisdictional areas. Change to these boundaries outside of the Development Areas should only be allowed when: (1)the area to be included is adjacent to existing lines; and (2)public health and/or safety is in danger. There does not appear to be a health or safety issue which requires this change in designation. We have relied on this policy as one of the primary guides in considering not only expansions of the ACSA JA, but also changes to the type of service provided within the ACSA JA(such as this request to change the level of service provided to the property). I am looking to how this policy has been applied to requests to expand existing commercial buildings, which is similar to, but not exactly the same, as this proposal (in this case a business "expansion" by moving to another parcel and building a larger facility to replace the existing building. I don't reviewing a request exactly like the Froehling request. When we receive a ACSA JA request,we typically pull prior applications that have been reviewed and acted on that are in the same general geographic area, as well as other requests (countywide)that are similar in nature and characteristics to the request under review. I've only begun looking at the general area. So far I have found two requests: 1) ACSA 200800001,Jeff Sprouse Property (now Restoren Station), and 2)Yancey Lumber in 1987. The 1987 Yancey request is somewhat different in nature than the Froehling request. The Jeff Sprouse Property request is very similar to the Froehling request in that the Sprouse property is designated RA in the Comp Plan, zoned HC-Highway Commercial, and was designated Water Only to Existing Structures. The request was for a Water Only designation. There had been one house on the property for a number of years that had been used for various uses in the past, including a small engine/lawn mower repair shop. The house was removed from the property some time before the ACSA JA request in 2008 was submitted. There was no documented health or safety issue on-site at the time. The Board denied setting a public hearing on the request(4:2 vote),which essentially is a denial of the request. This proposal will likely be scheduled for a May BoS agenda. There is a very outside chance we could make April, but our analysis and report would need to be ready by this coming Monday and that does not appear to be likely. (F&R) respectfully requests that you consider our application for "Water Only" service for our new facility that will be located at 6183 Rockfish Gap Turnpike. F&R's current office at 6181 Rockfish Gap Turnpike (less than 100 feet from where we plan to construct our new facility) has been connected to County water since 1994, and our consumption has consistently been around 10,000 gallons per month. While our new office will be a bit larger than our current facility, we expect that our water usage will remain within historic norms. We recognize that some may argue that our request is outside the current guidelines regarding growth in this portion of the Albemarle County Service Authority (ACSA) Jurisdictional Area, we feel that there are several extenuating circumstances that would make granting access appropriate. Public Health and Safety—In an effort to keep water from stagnating in the underutilized section of the line that would service our new building, the ACSA periodically opens a fire hydrant and allows thousands of gallons of water to escape. We would argue that by allowing F&R to connect to this line and draw out 10,000 gallons per month, it would eliminate—or at a minimum significantly reduce—the water quality problems that the agency has heretofore been addressing by simply letting water run into the drainage system along Rockfish Gap Turnpike. �.- Economic Benefit to the County—Allowing F&R to connect to the County water system will have both long- term and short-term economic benefits for the County. In the short-term, F&R will pay roughly $20,000 in connection and related fees. In the long-term, F&R will be paying for the 10,000 or so gallons of water that it uses each month. Furthermore, by being connected to the system, it will eliminate the losses associated with the periodic water releases regimen in terms of both the water wasted and the man-hours utilized to perform these actions. Environmental Benefits—As noted above, thousands of gallons of water are regularly being released from a fire hydrant near the location of our new building. This action inevitably results in unnatural erosion of ditches and creeks. If this water were instead provided to F&R, it would be recirculated through a modern septic system, providing no disturbance to the surface. Fortunately, the size of our operations have increased steadily over the past 40+ years, and as a result we have outgrown our aged facility and are planning to construct a new office and lab on an adjacent parcel (T.M. 55-110). In order to use this new site and continue to grow our business, we would ask that the County approve our request that public water service be supplied to our new property, T.M. 55-110 (application is attached). Please note,this parcel contains an existing structure, but it does not currently have access to County water. Our current property (T.M. 55-109A) has public water service. This service is provided by an 8" AC water line, slated for replacement in the near future by the ACSA, that runs along the northern edge of Rt. 250 across from both our old and new properties. Furthermore, our engineer has confirmed with the ACSA that the line has sufficient capacity to suit our needs. The static pressure at the adjacent fire hydrant is 92 psi, so adequate pressure is available and would only require a pressure reducing valve for any water service connection. As a Eresult, it would be a simple matter to extend water to the T.M. 55-110 parcel. It shall also be noted in conversations with the ACSA,that currently there is limited demand on this water main (which ends at the end of Hillsboro Lane),so increased demand on this dead end water main would be a benefit to the public water system. Currently the subject parcel is'Water Only to Existing Structures', so a 'Water Only' designation would be needed to serve the proposed facility. Personally, I am a Crozet resident, and over 60 percent of my staff also resides in Albemarle County. The expansion that we are proposing will allow for the addition of up to 5 more professional staff. For all of the reasons spelled out above, we respectfully request the Board of Supervisors to change the classification of T.M. 55-110 parcel from 'Water Only to Existing Structures' to 'Water Only' so that our new facility can be served by public water.
