BACKGROUND:
This request has been initiated by staff to designate all of the properties in the Piney Mountain Development Area
for Water and Sewer Service in the Albemarle County Service Authority Jurisdictional Area, consistent with the
land use and water and sewer service policies of the County's Comprehensive Plan. The Piney Mountain
Development Area is located both east and west of Route U.S. 29, north of the North Fork of the Rivanna River.
The area west of U.S. 29 contains the Camelot and Briarwood residential developments and the GE Fanuc
plant. The east side of Piney Mountain is mostly undeveloped, but is also the location for the Rivanna Station
military installation, including the existing NGIC facility. The former Badger Powhatan site, the International Auto
Parts site and the Oakwood mobile homes sales site are also located within the Development Area.
The area on the west side of U.S. 29 is already correctly designated for water and sewer service in the ACSA
Jurisdictional Area. However, there are a number of properties on the east side of U.S. 29 that are not yet
included in the ACSA Jurisdictional Area for public water and sewer service.
The Board took a similar action in 2003, when staff initiated and the Board approved an amendment to the ACSA
Jurisdictional Area to designate the area north of Proffit Road and east of U.S. 29 in the Hollymead Development
Area for"Water and Sewer" service.
STRATEGIC PLAN:
Objective 2.2: Increase the quality, supply, and protection of the County's water resources.
DISCUSSION:
The Comprehensive Plan provides the following concerning the provision of water and sewer service to the
Development Areas:
"General Principle: Urban Areas, Communities, and Villages are to be served by public water and sewer
(p. 114)."
"Provide water and sewer service only to areas within the ACSA Jurisdictional Areas (p. 130)."
"Follow the boundaries of the designated Development Areas in delineating Jurisdictional Areas (p.130)."
Eight parcels are located entirely within the Piney Mountain Development Area and currently not designated for
water and sewer service. To be consistent with the Comprehensive Plan, these properties should be designated
for water and sewer service.
There are three (3) parcels which do not lie completely within the Piney Mountain Development Area (Tax Map

32, Parcel 5C4, Tax Map 33, Parcel 1 and Tax Map 33, Parcel 10). To be consistent with the Comprehensive
Plan, only the area of those parcels located within the Development Area should be designated for water and
sewer service. As a general policy, the County avoids designating parcels with a split ACSA designation until
there is a method to clearly identify the portion of the property that is within the Development Area and is to be
served with utilities (such as a ZMA, site plan, or subdivision approval). One of these parcels, Tax Map 33, Parcel
1, can meet this criterion. A portion of the property is zoned PRD, and the zoning map boundaries generally
correspond to the Development Area boundary (Attachment B). Staff recommends that this property be
designated for water and sewer service only for the portion of the property zoned PRD. Similarly, the other two
properties should be included in the ACSA Jurisdictional Area in the future once there is a plan of development or
subdivision approved for the portions of the properties located within the Development Area.
BUDGET IMPACT:
There is no budget impact to the County from this action. Property owners/project developers typically bear the
costs for water and sewer installation and connection.
RECOMMENDATIONS:
Staff recommends the ACSA Jurisdictional Area be amended to include Tax Map 32, Parcels 5C, 5C1, 5C2; Tax
Map 33, Parcels 1A, 1D, 1 D1, 1G, and 14 for "Water and Sewer" service, and Tax Map 33, Parcel 1 for "Water
and Sewer service only for the portion of the property zoned PRD as of 12/2/09."
