A. Wells water connection Hi Liz, One other thing to note with this specific request is they are on their fourth water treatment system installed by Culligan. There is so much iron that it keeps clogging them up and they need to be replaced. That makes a good distinction for consideration with others who have not tried a water treatment system. I just wanted to know a little more about it such as how big a problem is it in the county and can it be taken care of with a home water treatment unit. VDH takes the word of the homeowner along with the letter that says the area has pyrite (the Lynchburg Zim rock). How much of the county is affected by this? And are some people doing ok in these areas. From the explanation, it sounds like a good portion of the county may be affected. Owensville and 250 has the problem. Some people off Gillums Ridge Road have the problem. It turns out that we got an email from the League today asking this exact question. Maybe at some point a look at the USGS map will help answer the question about how much of the county has the Zim rock? Thank you again. I can say that reviewing the last five years of Jurisdictional Area requests,this was the only one I found that referenced an iron problem. Historically, staff has relied on the VDH to provide a recommendation and I believe you are looking for something different in making a determination. If that is no longer acceptable to the Board,we need to define what is acceptable. You mention home water treatment systems, so perhaps you are thinking that defines an acceptable solution. For example, if a whole house solution can be installed for less than cost of a residential connection fee and has maintenance costs no more than a typical water bill? Just looking online, it appears a whole house system might cost less than a connection fee, but I really don't know enough about this to be qualified. I assume they have come up with a solution. The Health department will always favor getting on public water because it is safer. They aren't reacting to our development strategy. They probably don't even know we have a growth management plan. We live in FL South and when it's dark and/or rainy you cannot find your lane and you can tell the person in front of you is having the same difficulty. The League has studied and long supported Albemarle County's growth management policies. Establishing growth areas—and then adhering to those boundaries—limits the area over which the County must offer public services,transportation, and public utilities. It also helps protect our rural areas from sprawl. Ensuring that the water jurisdictional area stays consistent with those growth area boundaries is one of the strongest growth management tools the County has, a tool maintained even in the challenging drought of 2001-3. As difficult as it is to say "no" when sympathetic residents come before you, it's the consistent decisions from this Board to hold onto strict standards before expanding water and sewer service that has made the County's growth management efforts successful. And as Larry Davis made clear to you in your meeting last month, those consistent Board decisions have also been the key to successfully defending the County's growth management efforts in court. Last month,this board held firm on an extension request where public safety was not threatened. You're faced with another challenging request today. In light of the importance of precedent, before you vote on this request, we urge you to understand better how many other residents living along the jurisdictional area boundary might be in a similar situation of having their property dominated by an iron-rich stone formation, as the applicant's geologist says is the case with this property. In other words, if you decide that this applicant's situation meets the criteria for expanding water service,how many other parcels would then have a strong argument that they meet it,too? Do the other Rural Area parcels to the southeast of this parcel also sit on the problematic stone formations? If that's the case, then granting this request could lead to a domino effect of expanding water service deep into the Rural Areas east of Route 29. And are there other areas in the County where similar circumstances are likely to exist? We've been told by geologists that iron is a very frequent water quality problem in Albemarle, and we encourage you to get more information on what the precedential impact of this decision could be before you decide. Please remember that precedents are important. Decisions that could impact your most important growth management tool deserve careful consideration,and the public deserves the additional information we're recommending you seek here.
