Justification for request:
The Aersonic facility is currently served by two domestic water wells and a private sewage treatment system, permitted by the
County. In 1997, Aerosonic identified soil and groundwater contamination at the facility which originated from releases of
hazardous materials prior to the acquisition of the facility by Aerosonic. The responsible party (the"RP") is currently
investigating the nature and extent of the contamination and Aerosonic expects the RP to remediate the contamination when
the characterization is complete. In the meantime, Aerosonic has had to move its manufacturing operations for financial
reasons to its headquarters in Florida. The Earlysville facility is on the market. Prospective purchasers have been reluctant to
commit to the facility because of the site contamination, contamination of the facility's drinking water wells, and lack of access
to both public water and public sewer; consequently, the facility is currently underused and not contributing economic benefits
to the community.
The Service Authority's service area includes property surrounding the facility. The facility property was apparently not
originally included in the service area at least in part because of the use of the private wells and sewer system. Including the
facility in the service authority's area of service will 1) ameliorate the public health concern of the manufacturing facility using a
contaminated water supply (e.g., groundwater)for its employees and 2) foster economic development by removing a
significant obstacle to the sale and re-development of the facility. Both of these objectives are in the best interests of
Albemarle County and the local Earlysville community.
Albemarle County's 2015 Comprehensive Plan includes the site as part of the Places 29 Development Area (Figure attached).
Directing future development into the Development Areas will to lessen development pressure on the Rural Areas and is one
of the guiding principles of the Comprehensive Plan.
