Board of Supervisors Meeting of December 7, 2016
December 8, 2016
AGENDA ITEM/ACTION ASSIGNMENT VIDEO
1. Call to Order.
• Meeting was called to order at 1:01 p.m., by
the Chair, Ms. Palmer. All BOS members were
present with the exception of Ms. McKeel.
Also present were Tom Foley, Greg Kamptner,
Claudette Borgersen and Travis Morris.
4. Adoption of Final Agenda.
• Removed agenda item No. 18.
• By a vote of 5:0:1 (McKeel absent),
ADOPTED the final agenda as amended.
5. Brief Announcements by Board Members.
Ann Mallek:
• Announced that the application deadline for
Supervisors interested in volunteering for
VACo steering committees is December 31.
• Briefly reported on a recently attended VACo.,
meeting as it relates to roads.
• Provided Supervisors with a copy of the •
Strategic Plan for the Workforce Board and
reported on the Community College
Credentials program and the Virginia Bio Tech

Norman Dill:
• Announced the Albemarle County historical
marker dedication to honor the Rosenwald-
Funded St. John School will be held on
Saturday, December 10 at 10:00 a.m.

a. Recognition of Citizens - Grant for Training Oil
Spill First Responders.
• Recognized and presented plaques to:

Hearing on the Agenda.
• The following individuals addressed the
Board regarding their support of Region
Ten and a potential Women's Treatment
Center:
• Pastor Liz Emory
• Pastor Sarah Kelly
• Jeff Werner, spoke on behalf of the Piedmont
Environmental Council and Historic
Preservation Society in regards to the local
History of the Rosenwald School, the naming
of the Berkmar Drive Extension Bridge and the
uniqueness of Cartersburg.
• Steve Janes, resident of the Rivanna District
spoke on past elections and thanked Registrar
• RECEIVED.
23. Pb Hrq.: FY 2017 Budget Amendment and Clerk: Forward copy of signed
Appropriations. resolution to OMB and County
• By a vote of 5:0:1, (McKeel absent) Attorney's office.
ADOPTED, Resolution to approve (Attachment 7)
appropriations#2017043, #2017044,
#2017045, #2017046, #2017047, #2017048,
#2017049, and #2017050 for local government
and school division projects and programs.
24. Pb Hrg.: ACSA-2016-00004—Avionics Clerk: Forward copy of signed
Jurisdictional Area Request. resolution to Community
• By a vote of 5:0:1 (McKeel absent), ADOPTED Development and County
Resolution to approve an amendment to the Attorney's office. (Attachment 8)
ACSA Jurisdictional Area to include Tax Map
Parcel 03200-00-00-06600 for water and
sewer service.
25. From the Board: Committee Reports and Matters
Not Listed on the Agenda.
Ann Mallek:
• Shared with the Board a letter from the County
of Fairfax to members of their legislative
representatives regarding continued funding
through the General Assembly for K-12.
• Reviewed the twice-annual deadlines for Real
Estate Tax Relief for senior citizens.
• Announced she participated in the PVCC Tech
Tour.
• Commented on bridge naming for historic
neighborhoods.
Liz Palmer:
• Announced that the SWAC needs another
individual to join the committee.
• Announced she will meet with the Rivanna
Executive Director to discuss recycling.
• Discussion: Application Policy for Properties
Under Easement.
• HELD.
26. From the County Executive: Report on Matters
Not Listed on the Agenda.
Tom Foley:
• Commented on the approval of the Two-Year
Fiscal Plan the following week.
• Announced the Joint Meeting with City Council
on January 5, 2017.
24. Adjourn to December 14, 2016, 3:00 p.m., Lane
Auditorium.
• The meeting was adjourned at 8:20 p.m.
