ACSA Jurisdictional Area Request 2013-02 While request is not consistent with existing policy (not in DA), there are unique circumstances • Main House area of Monticello, the Visitor Center and Smith Educational Center ( Kenwood) have average annual visitation of 440,000 people • A UNESCO World Heritage site consisting of historic and cultural resources of worldwide importance (structures, artifacts, collections, etc.) • Recent MHD zoning recognizes the uniqueness of these activities and uses in the designated Rural Area ACSA Jurisdictional Area Request 2013-02 • Public sewer would avoid impact to historic resources/artifacts on a UNESCO World Heritage site from installing new onsite wastewater treatment systems • Public water 1) would provide more reliable service to the high volume of visitors and 2) improve fire suppression to the entire TJF complex ( protecting important structures, collections & materials) • No known issues of contamination or failure; however, TJF proactively maintains existing systems to prevent possible failures Unique Circumstances Justifying Public Service Property/Site Water Sewer Monticello house/ mtn. top area Water service provided - Impacts to archeological sites from new septic fields - High volume of use* (visitation) -UNESCO World Heritage Site Visitor Center area Water service provided - Impact to archeological sites from new septic fields - High volume of use (visitation) -Odor, noise, maintenance concerns with package system Kenwood site Fire protection for historically - Impact to archeological sites significant/valuable archives, from new septic fields collections Montalto (Robert Smith Center) Periodic water quantity issues - increased volume of usage, though not as high as Visitors Center, Monticello house site * Average 440,000 visitors per year ACSA Jurisdictional Area Request 2013-02 • Comparable circumstances: - In RA - Zoned other than RA (excluding "old" or "stale" zoning) - Adjacent to water or sewer lines - UNESCO World Heritage site (and supporting sites) • Comparable properties: — None — uniqueness of these properties were acknowledged by County in 2005 and 2008 MHD rezonings which noted that for the uses and number of visitors to the sites, a unique zoning district should be established Recommendation Amendment of the ACSA Jurisdictional Area boundary shall provide limited service as follows: • Sewer service to the Monticello Main House area, including the main house, president's house, staff offices, original gift shop, and restrooms consistent with the approved application plan for the Monticello Historic District (TMP 78-22). • Sewer service to the Visitor Center (also TMP 78-22 and 23) consistent with the approved application plan for the Monticello Historic District, and a map correction to the Jurisdictional Area Map to include the visitor center site for water service. • Water and sewer service to Kenwood House (International Center for Jefferson Studies) (TMP 92-01) and future administrative campus consistent with the approved application plan for the Monticello Historic District (TMP 78-25). • Water and sewer service to the Robert Smith Center at Montalto consistent with the approved application plan for the Monticello Historic District (TMP 77-31). • End of BoS presentation Monticello Area 1- >'iV,,,• f A 31 Legend i,72 �y Winvii a - Mir r.rnelm,"nr worm bowl 76.99 .r. e 77 37A -" "" � TT.2A - i Ir'" ..In' Yr3�JC rl r r 1S zt ?• to L 0; 77-13 7 :3 5.724.A2 tit70A •? :2�A j "'1 78 22 ��ti4`. Motion, should the Board decide to set a public hearing on this request: Move to set a public hearing to consider an amendment to the ACSA Jurisdictional Area for water and sewer service to the Thomas Jefferson Foundation Properties (Tax Map 77, Parcel 31; Tax Map 78, Parcels 22, 23, 24A, 25; and Tax Map 92, Parcel 1). • If just a portion, Board could decide to set a public hearing to consider ACSA jurisdictional area amendments to provide limited sewer service to the existing structures only on Tax map parcels 78-22 and 78-23 and limited water service to tax map parcel 77-3 1 . Monalto 10 ACSA Jurisdictional Area Request 2013-02 Comprehensive Plan policy for providing service to the RA • Provide public water and sewer only to areas within the ACSA Jurisdictional Area. — Follow the boundaries of the designated Development Areas in delineating jurisdictional areas. — Only allow changes in Jurisdictional Area outside of designated Development Areas in cases where the property is: (1) adjacent to existing lines; and (2) public health and/or safety is in danger. 11 ACSA Jurisdictional Area Request 2013-02 While request is not consistent with existing policy (not in DA), there are unique circumstances : • Main House area of Monticello, the Visitor Center and Smith Educational Center (Kenwood) have average annual visitation of 440,000 people • A UNESCO World Heritage site consisting of historic and cultural resources of worldwide importance (structures, artifacts, collections, etc.) • Recent MHD zoning recognizes the uniqueness of these activities and uses in the designated Rural Area 12 ACSA Jurisdictional Area Request 2013-02 • Public sewer would avoid impact to historic resources/artifacts on a UNESCO World Heritage site from installing new onsite wastewater treatment systems • Public water 1) would provide more reliable service to the high volume of visitors and 2) improve fire suppression to the entire TJF complex (protecting important structures, collections & materials) • No known issues of contamination or failure; however,TJF proactively maintains existing systems to prevent possible failures Provison of public services would eliminate the impact to historic resources/artifacts of a UNESCO World Heritage site with installation of onsite wastewater treatment systems.
