Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 November 17, 2022 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: John Anderson Re: SUB-2021-00161— Dunlora Farm Road & Drainage Plan Review #2 Dear Mr. Anderson: (804) 786-2701 Fax: (804) 786,2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Roudabush & Gale, Engineering, dated 15 March 2022, and find the following: 1. CG-12 design will utilize Type A (With Buffer) or Type C (Perpendicular) application. httDs://www.vireiniadot.ore/business/resources/LocDes/VDOT2016 Road and Bridge Standards/Section200/CS200.pdf Plan appears to direct the sight impaired into the travelway. 2. The Standard CG-91) entrance gutter is to be used for single family residential entrances with curb and gutter. The Standard CG-9A and 9B entrance gutters should be considered only as a last resort in situations where the access into the property is too narrow to accommodate a Standard CG- 9D. See RDM Appendix B(1), page 28. 3. When the entrance radii cannot accommodate the turning requirements of anticipated heavy truck traffic, the depth for sidewalk & curb ramps within the limits of the radii should be increased to 7". (see CG-13) 4. Please show an auto -turn display and/or the ability of single unit truck design vehicles to reverse direction on these alternative types of turnarounds, without leaving the pavement area. Width of turn around should be a VirginiaDOT.org WE KEEP VIRGINIA MOVING minimum 16' to allow for an SU-40 to reverse direction without leaving the pavement area. 5. 3 EW-12's are not labeled and should be addressed for review/inspection. 6. The mail cluster box units are not required to be inside VDOT R/W, but should not straddle the R/W line. Also, the USPS parking appears to be in a "No Parking" area and will block the sight lines on Goldsberry Lane. 7. Lots 8 & 66 appear to show CG-6 across the proposed private entrance. 8. Sight line easement across lot 77 is very concerning and will be blocked by parked vehicles. Please move the proposed driveway to the Western edge of the property. Sight lines will be reviewed in the field prior to acceptance into the State system. 9. Please explain the temporary turn around easement at the end of Odom Court. 10.Please clarify the blocked -out W-Beam guardrail with wood posts design and reference the approved VDOT standard being proposed. I I.Why is the sidewalk not connected around the ends of Odom Court? CG- 12's and Guardrail would not be required in this application. If further information is desired, please contact Max Greene at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of- way. The owner/developer must contact the Charlottesville Residency Transportation and Land Use Section at (434) 422-9399 for information pertaining to this process. Sincerely, John C. Wilson, P.E.
