Initial Site Plan — Conditional Approval Action Letter
Responses to comments from County Staff
With this memo, we are responding to the comments that were directed to our office following the review
and conditional approval of our Initial Site Plan for the Little Explorers Discovery School project located at
5762 Tabor Street in Crozet. The conditional approval letter with comments was received in written format
and dated August 3, 2022. Below, we have provided our responses to the correlated comments as numbered
on the action letter.
Albemarle County Planning Services (Planner) — Rebecca Ragsdale
1.
a. This comment has been disregarded per the virtual discussion meeting with County
Planning on August 29, 2022. The DCD has setback requirements within the zoning.
b. Property information for the abutting properties located across the street has been added
to note 8 on sheet C 1.0.
2.
a. Floor area tabulations for each proposed building has been added to C1.0 under general
note 15.
b. The proposed use for each building on the property has been added to the layout plan on
sheet C3.0.
c. The proposed use has been updated on sheet C 1.0 under general note 6 to state Child Day
Center with parking.
3. Additional right-of-way linework and dimensions have been added to all applicable plan sheets.
4. All existing utility easements can be seen on the layout plan, sheet C3.0 in the plan set. The
majority of utilities located on -site are laterals that are not located within an easement.
5. A drainage easement is being proposed for maintenance of stonnwater runoff leaving the site.
The linework can be seen on the layout plan, sheet C3.0. There are no other proposed easements
at this time.
6. Additional dimensions have been added to the layout plan on sheet C3.0.
7. This comment has been acknowledged.
8. This comment has been acknowledged. A WPO plan will be submitted soon for review.
9. Additional dimensions have been added to the angled parking spaces.
10. Notification from Dominion Power is being pursued and will be forwarded once received.
11. The front of the lot, where the proposed parking is located, is screened with existing landscape
that is being preserved. The rear of the lot, which is a play yard, is screened with an existing

fence that is 6' in height.
a. Downtown Crozet District requires three street trees. Plant size and details are now
included on sheet L 1.0 in the plan set.
b. A planting plan schedule has been added to sheet L1.0.
c. This comment has been acknowledged.
12. This comment has been acknowledged. Additional information about the proposed lighting can
be found on plan sheet SL 1.0. Additional callouts have been added to all existing site features
for clarification.
Albemarle County Engineering Services (Engineer) — Emily Cox
1. This comment has been acknowledged. A WPO plan will be submitted as a separate submission.
2. All seals have been signed and dated.
3. A note stating that the topography for the site has been field -verified has been added to sheet
C1.0.
4. Additional linework, dimensions, and callouts have been added to the right-of-way along both
Tabor Street and High Street.\
5. This comment has been acknowledged. Additional drainage information will be included in the
WPO plan submission.
6. A special exception is currently being pursued to remove the sidewalk requirement from the
project due to unique site characteristics. If the special exception is not approved then additional
right-of-way will need to be created to contain the proposed sidewalk.
7. This comment has been acknowledged. Proposed drainage and SWM facility easement linework
can be found on the layout plan, sheet C3.0 within the plan set.
8. Adjacent property owner permission has been provided to Ownership and documentation is being
prepared and will be forwarded upon receipt.
9. Sight distance lines have been added to sheet C3.0 in the plan set.
10. The angled parking travel aisle has been expanded to a 16' width to meet the Albemarle County
specifications for 60 degree angled parking. OR A special exception to allow a narrower one-
way drive aisle has been submitted under separate letterhead.
11. The proposed drive aisles are for one-way travel. Callouts have been added to the plan for
clarification.
Albemarle County Architectural Review Board (ARB) — Margaret Maliszewski
1. It has been acknowledged that ARB review will not be necessary for this project due to the
location of the entrance corridor overlay and the proposed work.
Albemarle County Building Inspections — Betty Slough
1. No objection noted on review comment memo.
Albemarle County Service Authority — Richard Nelson
1. This comment has been acknowledged. RWSA must accept the sewer flow for this project. The
required RWSA information has been provided for coordination.
2. The existing water meter will be relocated outside of the proposed entrance.
3. A change in fixture count has been submitted with the building permit.
Virginia Department of Transportation — John Wilson
1. Trip generation data has been added to general note # 16 on plan sheet C 1.0.
2. Please find the right tum/taper analysis for the site attached to this memorandum. The analysis
utilizes VDOT published traffic numbers, anticipated trip generation numbers, and the VDOT
standards found in Appendix F of the Access Management Design Standards for Entrances and
Intersections. The analysis determined that a right turn and taper are not warranted for the

proposed use of the site.
3. The sight lines for the entrance and sight distance profile can be found on plan sheet C3.0, the
sight distance profile can be found on sheet C5.1.
4. The mill and repave limits have been expanded to meet the adjacent travel lane. The revised
hatching for this area can be seen on sheet C3.0.
5. Management of Traffic details have been added to the detail sheet on C7.0 for "Typical Traffic
Control — Lane Closure on a Two -Lane Roadway Using Flaggers".
6. Pre -construction and post -construction drainage calculations will be included in the WPONSMP
plan submission. This plan will be submitted at a later date.
7. The existing right-of-way linework has been added to applicable plan sheets. The right-of-way
linework now includes boundaries for right-of-way located across High Street and Tabor Street.
8. The subject property falls within the Downtown Crozet District (DCD) Zoning which requires an
8' width sidewalk. A variance is currently being pursued to determine whether this requirement
will be added to the site plan.
9. This comment has been acknowledged.
Rivanna Water and Sewer Authority— Dyon Vega
1. The requested information has been provided to the ACSA.
Albemarle County Department of Fire Rescue — Howard Lagomarsino
1. The requested note has been added to sheet C 1.0 under general construction note # 10 K.

checklist reflects the contents of the Section 32 of Chapter 18 of the Code of the County of Albemarle also known as

In addition to containing all of the information required to be on an initial site plan, as provided in section 32.5, a final
site plan shall contain the following:
Id Demonstrate compliance with chapter. Specific written schedules or notes as necessary to demonstrate that the
requirements of this chapter are satisfied.
Id Proposed grading.
Id Proposed grading (up to twenty [20] percent slope, maximum two [2] foot contours; over twenty [20]
percent slope, maximum five [5] foot contours).
Id Water and sewer facilities.
Id Detailed plans for proposed water and sewer facilities, including all pipe sizes, types and grades;
Id proposed connections to existing or proposed central water supplies and central sewage systems;
Id location and dimensions of proposed easements and whether they are to be publicly or privately
maintained;
Id profiles and cross sections of all water and sewer lines including clearance where lines cross;
Id all water main locations and sizes; valves and fire hydrant locations;
Id all sewer appurtenances by type and number;
Id the station on the plan to conform to the station shown on the profile and indicate the top and invert
elevation of each structure.
Id Drainage and grading plans.
Id Detailed construction drainage and grading plans:
Id Profiles of all ditches and channels whether proposed or existing, showing existing and
proposed grades, and invert of ditches, cross pipes or utilities; typical channel cross
sections for new construction; and actual cross sections for existing channels intended

Id Plan view of all drainage systems with all structures, pipes and channels numbered or

of development proposed by a developer would change the spillway design flood standards of an
impounding structure pursuant to Virginia Code § 10.1-606.3 , the developer shall submit an
engineering study in conformance with the Virginia Soil and Water Conservation Board's standards
under the Virginia Dam Safety Act in Virginia Code § 10.1-604 et seq. and the Virginia Impounding
Structure regulations in 4VAC50-20-10 et seq. The engineering study shall be reviewed and acted upon
by the Virginia Department of Conservation and Recreation as provided in Virginia Code § 15.2-
2243.1.
❑ b. Mapping information. The developer shall provide the dam owner, the county, and any other
affected localities with information necessary for the dam owner to update the dam break inundation
zone map to reflect any new development within the dam break inundation zone following completion
of the development.

Department of Transportation, the Albemarle County Service Authority, and the Thomas Jefferson
Health District require these items on plans submitted for final site plan approval. Plans will not be

an effort to communicate all final site plan comments.

• We are utilizing the k-factor 0.1 as an average to multiply the daycare center code 565
