THE REGULATIONS OF ALL LOCAL, STATE, OR FEDERAL GOVERNMENTAL BODIES HAVING JURISDICTION OVER THE WORKING AREAS SHALL BE OBSERVED AT ALL TIMES. ANY SPECIFICATIONS OR INSTRUCTIONS APPEARING ON THE DRAWINGS SHALL HAVE PRECEDENCE OVER THE WRITTEN SPECIFICATIONS WHICH APPEAR HEREIN..
