Prior to any construction within any existing public right -of -way, including connection to any existing road, a permit shall be obtained from the Virginia Department of Transportation (VDOT). This plan as drawn may not accurately reflect the requirements of the permit. Where any discrepancies occur the requirements of the permit shall govern. 2. All materials and construction methods shall conform to current specifications and standards of VDOT unless otherwise noted. 3. Erosion and siltation :zontrol measures shall be provided in accordance with the approved erosion control plan and shall be installed prior to any clearing, grading or other construction. 4. All slopes and disturbed areas are to be fertilized, seeded and mulched. 5. The maximum allowable slope is 2:1 (horizontal:vertical). Where reasonably obtainable, lesser slopes of 3:1 or better are to be achieved. 6. Paved, rip -rap or stabilization mat lined ditch may be required when in the opinion of the County Engineer, or designee, it is deemed necessary in order to stabilize a drainage channel. 7. All traffic control signs shall conform with the Virginia Manual for Uniform Traffic Control Devices. 8. Unless otherwise noted all concrete pipe shall be reinforced concrete pipe - Class III. 9. All excavation for underground pipe installation must comply with OSHA Standards for the Construction Industry (29 CFR Part 1926). 10. Existing critical slopes will be impacted during this project. Project Description: Construction of historic kitchen road, steps and walks. B. This section addresses erosion control for the site preparation, grading, site drainage, and seeding of approximafi ely (• z ages at 931 Thomas Jefferson Parkway, Monticello. Full reference is made to the general criteria and the standards and spe ifications for controlling erosion and sediment from land - disturbing activities as found in the current edition of the Vir inia Er sion And Sediment Control Handbook. C. The site is located within Monticello in Albemarle County. 1.02 EXISTING SITE CONDITIONS A. Vegetation: The site is approximately 100% open lawn with trees and structures. B. Soils: The disturbed area has 23B (2 % -7 %) and 71D (15 -25 %) soil types. They all are characterized as deep, well - drained, gently to sloping soils. C. Slopes: Slopes in disturbed area generally range from 10% to 53 %. D. Drainage: Multiple drainage areas slope to various existing inlets. E. Critical Erosion Areas: There are critical erosion areas. 1.03 ADJACENT AREAS A. All areas surrounding the construction site are part of the Monticello grounds, property of the Thomas Jefferson Foundation. 1.04 EROSION AND SEDIMENT CONTROL MEASURES A. All vegetative and structural erosion and sediment control practices will be constructed and maintained in strict adherence to minimum standards and specifications of the current edition of the Virginia Erosion and Sediment Control Handbook. B. All erosion control measures shall be properly removed upon completion of the project. 1.05 STRUCTURAL PRACTICES A. Temporary Construction Entrance (CE: E & S Std. and Spec. No. 3.01): A temporary gravel pad shall be constructed at the point of ingress and egress to reduce mud transported onto public roads. VDOT Aggregate No., .I (two to three inch stone) shall be used. The aggregate layer must be six inches thick and must extend the full width of the vehicular ingress and egress area to the length of at least 70 feet. B. Silt Fence (SF: E & S Std. and Spec. No. 3.05): Filtrexx Sediment Control Soxx shall be installed at the perimeter of disturbed areas Kitchen Road Project where shown to prevent sediment from leaving the disturbed area. Silt fence is only used below areas where erosion would occur in DATE Nov. 2013 the form of-sheet or rill erosion. C. Inlet Protection (IP: E & S Std. and Spec. No. 3.08) inlet protection shall be provided at inlets where specified to prevent sediment CHK'D from entering the culverts. In all cases, the Contractor shall be responsible for cleaning sediment from culverts after the site has been JLE stabilized and vegetation has been established to prevent further erosion. D. Temporary Diversion Dike (DD: E & S Std. and Spec. No. 3.09): Temporary Filtrexx Runoff Diversion is specified at the tops of fill RIELEY & ASSOCIATES, LANDSCAPE ARCHITECTS slopes to prevent slope erosion and in conjunction with silt fencing to prevent sediment from leaving the disturbed areas. All 601 East Market Street, Charlottesville, Virginia 22902 diversion dikes shall be in place prior to disturbing any areas upstream. Dikes shall be maintained and in -place at all times. The section of the dike shall be as specified on the plans (height is specified) and in accordance with the details in the current edition of the Virginia Erosion and Sediment Control Handbook. E. t' Outlet Protection (OP: E & S Std. and Spec. No. 3.18) outlet protection shall be provided at outlets where specified to prevent scour and to minimize the potential for downstream erosion. In all cases, the Contractor shall be responsible for cleaning sediment from culverts after the site has been stabilized and vegetation has been established to prevent further erosion. F. Temporary Seeding (TS: E & S Std. and Spec. No. 3.31): Temporary seeding shall be" established on disturbed areas that will not be brought to final grade for periods of 30 days to one year by seeding with appropriate rapidly growing plants. G. Permanent Seeding (PS: E & S Std. and Spec. No. 3.32): Permanent seeding shall be' established on disturbed areas that will not be brought to final grade for a year or more or where permanent, long -lived vegetative cover is needed on fine- graded areas. H. Dust Control (DC: E & S Std. and Spec. No. 3.39): Dust control shall be provided td reduce surface and air movement of dust during land disturbance, demolition or construction activities in order to prevent soil loss and reduce the prescence of potentially harmful airborne substances. Strict adherence to design standards and specifications as outlined in the Virginia Erosion and Sediment Control Handbook is mandatory. 1.06 VEGETATIVE /STABILIZATION PRACTICES F. Topsoil Stockpile: Topsoil shall be stripped from areas to be graded and stockpiled for later use according to E & S Std. and Spec. No. 3.30. See "Erosion Control Plan" for stockpile locations. Side slopes shall not exceed 2:1. G. Stabilization: All areas graded and the topsoil stockpiles will be temporarily or permanently stabilized within 15 days after final grading is reached on any portion of the site. Soil stabilization must also be applied within 15 days to denuded areas which many not be at final grade but will remain dormant (undisturbed) for longer than 60 days. 1.07 MANAGEMENT STRATEGIES A. Silt fences, diversion dikes and other measures intended to trap sediment on -site must be constructed as a first step in grading and be made functional before upslope land disturbance takes place. Earthen structures such as dikes and diversions must be seeded and mulched within 15 days of installation. B. All erosion and sediment controls shall be installed before grading begins. They shall be maintained in an effective condition throughout the grading process and until the site is stabilized. Wherever possible,) erosion and sediment controls shall be located so that ongoing grading operations will not damage or disturb the control. Should an erosion and sediment control be disturbed by ongoing work, that control shall be reconstructed and/or replaced as necessary by the end of each workday, regardless of projected weather conditions. C. Construction should be sequenced so that grading operations can begin and end as quickly as possible. 1.08 MAINTENANCE A. All erosion and sediment control measures will be checked weekly and after each significant rainfall, and at least once per day during prolonged rainfall. B. Repair and/or reseed all damaged controls and areas immediately and in accordance with maintenance procedures as outlined for each control in the current edition of the Virginia Erosion and Sediment Control Handbook. 1.09 BONDING A. Prior to the issuance of an erosion control permit, a preconstruction conference must be held with the Owner and the Contractor. A separate performance bond for erosion control in the amount determined by the County Erosion Control Officer, must be posted on a County form and approved by the County Attorney and County Engineer. The suggested forms of surety for the erosion control bond are a letter of credit, certified or cashier's check, passbook savings, or certificate of deposit. The plan approving authority must be notified one week prior to the pre - construction conference, one week prior to the commencement of land disturbing activity, and one week prior to the final inspection. 2. All erosion and sediment control measures will be constructed and maintained according to minimum standards and specifications of the current edition of the Virginia Erosion and Sediment Control Handbook and Virginia Regulations VR 625 -02 -00 Erosion and Sediment Control Regulations. 3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing. 4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times. 5. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off -site borrow or waste areas), the contractor shall submit a supplementary erosion control plan to the owner for review and approval by the plan approving authority. 6. The contractor is responsible for installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the plan approving authority. 7. All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities and during site development until final stabilization is achieved. 8. During dewatering operations, water will be pumped into an approved filtering device. 9. The contractor shall inspect all erosion control measures periodically and after each runoff - producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices shall be made immediately. 10. All fill material to be taken from an approved, designated borrow area. 11. All waste materials shall be taken to an approved waste area. Earth fill shall be inert materials only, free of roots, stumps, wood, rubbish, and other debris. 12. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance section 5.1.28. 13. All inert materials shall be transported in compliance with section 13 -301 of the Code of Albemarle. 14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the hours of 7:00 am to 9:00 pm. 15. Borrow, fill or waste activity shall be conducted in a safe manner that maintains lateral support, in order to minimize any hazard to persons, physical damage to adjacent land and improvements, and damage to any public street because of slides, sinking, or collapse. 16. The developer shall reserve the right to install, maintain, remove or convert to permanent stormwater management facilities Grade where applicable all erosion control measures required by this plan regardless of the sale of any lot, unit, building or other portion of the property. 17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 lbs /acre, and in the months of September to February to consist of a 50150 mix of Annual Ryegrass and Cereal Winter Rye, or in March and April to consist of Annual Rye, or May through August to consist of German Millet. Straw mulch is to be applied at 80 lbs /100 s.f. Alternatives are subject to approval by the County erosion control inspector. 18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural grade limestone shall be applied at 90 lbs /1000 s.f., incorporated into the top 4 -6 inches of soil. Fertilizer shall be applied at 1000 lbs /acre and consist of a 10 -20 -10 nutrient mix. Permament seeding shall be applied at 180 lbs /acre and consist of 95% Kentucky 31 or Tall Fescue and 0 -5% Perennial Ryegrass or Kentucky Bluegrass. Straw mulch is to be applied at 80 lbs /100 s.f. Alternatives are subject to approval by the County erosion control inspector. 19. Maintenance: All measures are to inspected weekly and after each rainfall. Any damage or clogging to structural measures is to be repaired immediately. Silt traps are to be cleaned when 50% of the wet storage volume is filled with sediment. All seeded areas are to be reseeded when necessary to achieve a good stand of grass. Silt fence and diversion dykes which are collecting sediment to half their height must be cleaned and repaired immediately. 20. All temporary erosion and sediment control measures are to be removed within 30 days of final site stabilization, when measures are no longer needed, subject to approval by the County erosion control inspector. 21. This plan shall be void if the owner does not obtain a permit within 1 year of the date of approval. (Water Protection Ordinance Section 17- 204G). 22. Permanent vegetation shall be installed on all denuded areas within nine (9) months after the date the land disturbing activity commenced. (Water Protection Ordinance Section 17- 207B). Fill material will need to be imported from an approved fill site. Schedule: Contractor to start as soon as possible and to be finished within 120 days. Construction Sequence: -Begin with installation of erosion control measures and tree protection. - Sequence the construction so that the first phase ends at the topsoil stockpile. This will allow for balanced cut and fill at each stage of work. - Ditches shall be contracted first and then pipes installed. - Temporary seeding shall be done inunediately after finish grading for each stage of construction. -Grade for installation of stone base. - Complete finish grading and seeding. -Pave. - Planting shall be the final phase of construction.
