COUNTY ENGINEERING & GENERAL CONSTRUCTION NOTES
I. PRIOR TO COMMENCEMENT OF CONSTRUCTION WITHIN ANY EXISTING RIGHT -OF -WAY,
INCLUDING CONNECTION TO ANY EXISTING ROAD, A PERMIT SHALL BE OBTAINED BY THE
OWNER FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT).
2. ALL PAVING, DRAINAGE RELATED MATERIALS AND CONSTRUCTION METHODS SHALL
CONFORM TO CURRENT SPECIFICATIONS AND STANDARDS OF VDOT UNLESS OTHERWISE
NOTED.
3. EROSION AND SEDIMENT CONTROL MEASURES SHALL BE PROVIDED IN ACCORDANCE WITH
THE APPROVED EROSION AND SEDIMENT CONTROL PLAN AND SHALL BE INSTALLED PRIOR TO
ANY CLEARING, GRADING, OR OTHER CONSTRUCTION WORK. ALL E & S MEASURES SHALL
BE INSTALLED AND MAINTAINED ACCORDING TO THE DETAILS AND SPECIFICATIONS OF THE

CONCRETE PIPE - CLASS Ill. ALL EXCAVATION FOR UNDERGROUND PIPE INSTALLATION MUST
COMPLY WITH OSHA STANDARDS FOR THE CONSTRUCTION INDUSTRY.
GENERAL NOTES:
I. IT IS THE CONTRACTOR'S RESPONSIBILITY TO VERIFY ALL EXISTING AND PROPOSED
SITE CONDITIONS AND TO BECOME FAMILIAR WITH THE PROJECT AREA AND THE PLANS
BEFORE BEGINNING ANY WORK. THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE
ARCHITECT AND THE COUNTY OF ANY DISCREPANCIES BETWEEN THE PLANS AND THE
ACTUAL SITE CONDITIONS.
2. COORDINATE AND PERFORM ALL WORK IN A MANNER THAT ALLOWS FOR SAFE AND
CONVENIENT VEHICULAR AND PEDESTRIAN USE OF THE PREMISES DURING
CONSTRUCTION. THE SITE SHALL REMAIN AVAILABLE TO THE OWNER AT ALL TIMES.
3. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR MAINTAINING THE HEALTH, SAFETY
AND WELFARE OF THE PUBLIC AT ALL TIMES WITHIN THE LIMITS OF THE PROJECT
AND ALL NECESSARY WORK AREAS. THE CONTRACTOR SHALL PROVIDE FLAGMEN,
FLASHING LIGHTS, SIGNAGE, BARRICADES, AND ANY OTHER MEANS NECESSARY.
4. ALL CONFLICTING SURFACE AND SUB - SURFACE STRUCTURES, UTILITIES, AND
OBSTRUCTIONS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. PROTECT
EXISTING SUB - SURFACE UTILITIES AND STRUCTURES AS NECESSARY. IF DAMAGED,
REPAIR OR REPLACE AT NO COST TO THE OWNER. ALL CONFLICTING CONDITIONS
SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION OF THE ARCHITECT AND
COUNTY.
5. NO WORK SHALL BE PERFORMED ON PRIVATE PROPERTY OR OUTSIDE OF ANY
EASEMENTS WITHOUT THE COUNTY'S WRITTEN PERMISSION. THE CONTRACTOR SHALL
NOT DISTURB ANY ADJACENT STRUCTURES OR STRUCTURE FOUNDATIONS DURING
CONSTRUCTION. IF DAMAGED, THE CONTRACTOR IS RESPONSIBLE FOR REPAIRING AT
NO COST TO THE OWNER.
6. SAWCUT, TO FULL DEPTH, ALL PAVEMENTS TO BE DEMOLISHED. ALL DEBRIS SHALL
BE IMMEDIATELY REMOVED AND DISPOSED OF LEGALLY OFF -SITE BY THE CONTRACTOR.
7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR DEMOLISHING AND /OR ADJUSTING
ALL EXISTING SITE FEATURES AS NECESSARY FOR PROPOSED CONSTRUCTION.
SITE NOTES:
I. BEFORE BEGINNING ANY CONSTRUCTION, THE LOCATION OF ALL SITE IMPROVEMENTS
SHALL BE VERIFIED FOR ACCURACY AND SHALL BE STAKED IN THE FIELD BY A SURVEYOR
LICENSED TO PRACTICE IN THE STATE OF VIRGINIA. ANY AND ALL DISCREPANCIES
BETWEEN THE DRAWINGS AND ACTUAL SITE CONDITIONS SHALL BE IMMEDIATELY BROUGHT
TO THE ATTENTION OF THE ARCHITECT AND COUNTY. NO WORK SHALL BE PERFORMED
OUTSIDE OF PROPERTY BOUNDARIES WITHOUT FIRST OBTAINING THE PROPER PERMITS,
EASEMENTS OR AGREEMENTS.
2. THE CONTRACTOR SHALL BE RESPONSIBLE FOR NOTIFYING "MISS UTILITY" TO HAVE
ALL UTILITIES WITHIN THE LIMITS OF PROJECT LOCATED BEFORE BEGINNING ANY WORK.
3. ALL DRAINAGE STRUCTURES SHALL HAVE POSITIVE SLOPE TO THE DRAIN INLET. ALL
PAVEMENTS, LAWNS, AND OTHER SURFACES SHALL HAVE POSITIVE DRAINAGE WITH NO
PUDDLING OR PONDING OF WATER OCCURRING ON ANY SURFACES.
4. ALL EXCAVATIONS FOR UNDERGROUND PIPE INSTALLATION, SHORING, AND SLOPES SHALL
COMPLY WITH ALL OSHA STANDARDS FOR THE CONSTRUCTION INDUSTRY AND ALL OTHER
LOCAL, STATE AND FEDERAL CONSTRUCTION STANDARDS AND /OR REQUIREMENTS.

5. NO CONSTRUCTION SHALL COMMENCE UNTIL THE OWNER HAS SECURED ANY /ALL
NECESSARY PLAT AND PLAN APPROVALS, ON -SITE AND OFF -SITE EASEMENT APPROVALS,
CONSTRUCTION PERMITS AND DEVELOPMENT AUTHORIZATIONS FORM THE COUNTY AND OTHER
AUTHORITIES OPERATING IN THE PROJECT AREA.
6. ALL WORK SHALL BE SUBJECT TO INSPECTION BY THE COUNTY OF ALBEMARLE, VDOT,
AND ACSA. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR NOTIFYING THE PROPER
INSPECTION AUTHORITIES AT ALL PHASES OF WORK.
7. THE ARCHITECT ASSUMES NO RESPONSIBILITY FOR THE ACCURACY OR CONDITIONS OF THE
SITE SURVEY OR EXISTING CONDITIONS SHOWN ON THE DRAWINGS.

General Water & Sanitary Sewer Notes - March 2008
0 ALL MATERIALS AND METHODS OF CONSTRUCTION SHALL COMPLY WITH THE LATEST
VERSION OF THE GENERAL WATER AND SEWER CONSTRUCTION SPECIFICATIONS AS
ADOPTED BY THE ALBEMARLE COUNTY SERVICE AUTHORITY ON JANUARY 15, 1998,
EXCEPT AS MODIFIED BELOW OR MODIFIED IN SPECIAL NOTES.
2) ALL CONSTRUCTION MATERIALS AND METHODS OF CONSTRUCTION MUST BE APPROVED
BY RWSA PRIOR TO THE START OF WORK. A PRECONSTRUCTION CONFERENCE WITH
RWSA IS REQUIRED PRIOR TO THE START OF WORK.
3) THE CONTRACTOR SHALL BE RESPONSIBLE FOR NOTIFYING MISS UTILITY
(1- 800 - 552 - 7001).
4) RWSA ENGINEER (MICHELLE SIMPSON AT (434) 977 -2970 EXT. 202) MUST BE
NOTIFIED THREE BUSINESS DAYS PRIOR TO THE START OF CONSTRUCTION.
5) ALL WORK IS SUBJECT TO THE INSPECTION AND ACCEPTANCE BY RWSA. NO TIE -INS
TO THE'EXISTING SYSTEM SHALL BE MADE WITHOUT COORDINATION WITH AND THE
PRESENCE OF RWSA STAFF. NO WORK SHALL BE CONDUCTED ON RWSA FACILITIES ON
WEEKENDS OR RWSA HOLIDAYS UNLESS PERMITTED OTHERWISE BY RWSA IN WRITING.
6) FOR SANITARY SEWER LINE CONSTRUCTION: RWSA MAY REQUIRE BYPASS PUMPING
FOR TIE -INS TO THE EXISTING SYSTEM. ALL DOGHOUSE MANHOLES MUST BE PRESSURE
TESTED PRIOR TO CONNECTING TO THE SYSTEM.
7) THE LOCATION OF EXISTING UTILITIES IS SHOWN ON THE PLANS FROM DATA
AVAILABLE AT THE TIME OF DESIGN AND IS NOT NECESSARILY COMPLETE OR CORRECT.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE VERIFICATION OF THE LOCATION, SIZE
AND DEPTH OF ALL EXISTING UTILITIES, BOTH SURFACE AND SUBSURFACE. THE
CONTRACTOR SHALL IMMEDIATELY NOTIFY THE ENGINEER OF ANY DISCREPANCIES
BETWEEN THE PLANS AND FIELD CONDITIONS. THE CONTRACTOR SHALL USE DUE
DILIGENCE TO PROTECT ALL UTILITIES AND STRUCTURES FROM DAMAGE AT ALL TIMES,
WHETHER SHOWN ON THE PLANS OR NOT, DAMAGE TO ANY EXISTING UTILITIES SHALL
BE REPAIRED BY THE CONTRACTOR TO THE ORIGINAL CONDITION AT NO ADDITIONAL COST
TO THE OWNER.
8) EROSION AND SEDIMENT CONTROL FACILITIES SHALL NOT BE PERMITTED IN THE RWSA
EASEMENT UNLESS PERMITTED OTHERWISE BY RWSA IN WRITING. NO GRADING OR
FILLING SHALL BE PERMITTED IN THE RWSA EASEMENT UNLESS PERMITTED OTHERWISE
BY RWSA IN WRITING.
9) NO BLASTING SHALL BE PERMITTED WITHIN 100 FEET OF RWSA FACILITIES WITHOUT
WRITTEN PERMISSION AND APPROVAL OF THE BLASTING PLAN FROM RWSA. GROUND
MONITORING DURING BLASTING AND A PRE -BLAST SURVEY MAY BE REQUIRED. DAMAGE
DUE TO BLASTING TO ANY UTILITIES SHALL BE REPAIRED BY THE CONTRACTOR TO THE
ORIGINAL CONDITION AT NO ADDITIONAL COST TO THE OWNER.
10) IN ADDITION TO MINIMUM SEPARATION REQUIREMENTS FOR UTILITY CROSSINGS, WHEN
A CROSSING IS MADE UNDER AN EXISTING FACILITY, ADEQUATE STRUCTURAL SUPPORT
SHALL BE PROVIDED FOR THE EXISTING PIPE. BACKFILLING THE AREA OF THE CROSSING
WITH COMPACTED 57 STONE TO THE SPRINGLINE OF THE EXISTING PIPE WILL BE
REQUIRED.
I/) NEW WATER MAIN INSTALLATIONS SHALL BE TESTED, CHLORINATED, FLUSHED AND
WATER SAMPLES APPROVED PRIOR TO MAKING ANY PERMANENT CONNECTION TO THE
PUBLIC WATER SYSTEM. APPROVED METHODS OF FILLING AND FLUSHING NEW WATER
MAINS WILL BE REQUIRED TO ELIMINATE ANY POSSIBLE CROSS - CONNECTION TO THE
PUBLIC WATER SYSTEM.
12) ALL EASEMENTS FOR NEW RWSA FACILITIES SHALL BE RECORDED PRIOR TO
PLACING THE NEW FACILITIES INTO SERVICE.
13) NO PERMANENT STRUCTURAL FACILITIES WILL BE PERMITTED IN THE RWSA
EASEMENT. THIS INCLUDES BUILDING OVERHANGS, RETAINING WALLS, FOOTERS FOR ANY
STRUCTURE, DRAINAGE STRUCTURES, ETC.
14) TREES ARE NOT PERMITTED IN THE RWSA EASEMENT.
PROJECT VICINITY MAP: NOT -TO -SCALE
BIOFILTER NOTES:
1. DURING CONSTRUCTION, THE BIOFILTER AREA SHALL BE
FULLY PROTECTED BY SILT FENCING AS REQUIRED TO KEEP
THE BIOFILTER SOIL FROM BECOMING CONTAMINATED WITH
SEDIMENT. SHOULD ANY BIOFILTER SOIL BECOME
CONTAMINATED BY SEDIMENT DURING CONSTRUCTION, THE
CONTRACTOR SHALL REMOVE THE SOIL AND REPLACE WITH
NEW BIOFILTER SOIL.
2. THE CONTRACTOR MAY TEMPORARILY DIVERT STORMWATER
AWAY FROM THE BIOFILTER AREA DURING CONSTRUCTION AS
APPROVED BY THE OWNER AND ARCHITECT.
3. LARGE EXCAVATORS AND BACKHOES SHOULD WORK FROM
THE SIDES, AS MUCH AS POSSIBLE, TO EXCAVATE THE
BIORETENTION AREA TO ITS APPROPRIATE DESIGN DEPTH AND
DIMENSIONS. EXCAVATING EQUIPMENT SHOULD HAVE SCOOPS
WITH ADEQUATE REACH SO THEY DO NOT HAVE TO SIT INSIDE
THE FOOTPRINT OF THE BIORETENTION AREA. CONTRACTORS
SHOULD USE A CELL CONSTRUCTION APPROACH. IN LARGER
BIORETENTION BASINS, WHEREBY THE BASIN IS SPLIT INTO 500
TO 1,000 SO. FT. TEMPORARY CELLS WITH A 10 -15 FOOT EARTH
BRIDGE IN BETWEEN, SO THAT CELLS CAN BE EXCAVATED FROM
THE INSIDE,
4. PRIOR TO BIOFILTER STONE INSTALLATION, RIP OR SCARIFY
THE BIOFILTER BOTTOM SOILS TO A DEPTH OF 6 TO 12 INCHES
TO PROMOTE GREATER INFILTRATION.
5. PLACE GEOTEXTILE FABRIC ON THE SIDES OF THE BIOFILTER
AREA WITH A 6 -INCH OVERLAP ON THE EDGES. PLACE THE
APPROPRIATE DEPTH OF COMPACTED #57 STONE ON THE
BOTTOM. INSTALL UNDERDRAIN PIPE AND CHOKER GRAVEL
LAYER.
6. DELIVER THE SOIL MEDIA FROM AN APPROVED VENDOR, AND
SORE IT ON AN ADJACENT IMPERVIOUS AREA OR PLASTIC
SHEETING. APPLY THE MEDIA IN 12 -INCH MAXIMUM LIFTS UNTIL
THE DESIRED TOP ELEVATION OF THE BIORETENTION AREA IS
ACHIEVED. WAIT A FEW DAYS TO ALLOW FOR SOIL
SETTLEMENT, AND THEN ADD ADDITIONAL MEDIA AS NEEDED TO
ACHIEVE THE DESIGN TOP ELEVATION. ALTERNATIVELY, THE
CONTRACTOR MAY SPRAY WATER ON THE BIOFILTER SOIL AREA
TO AID IN THE FINAL SETTLING PROCESS.
7. DURING BIOFILTER SOIL INSTALLATION, NO CONSTRUCTION
EQUIPMENT SHALL CAUSE SOIL COMPACTION BY SITTING OR
TRAVELING ON OR ACROSS THE SOIL AREA. NO COMPACTION
EQUIPMENT SHALL BE USED TO SETTLE OR COMPACT THE SOIL.
8. AFTER 100 % FINAL SETTLING, THE 'TOP OF THE BIOFILTER
SOIL SHALL MATCH THE DESIGN ELEVATION AND BE LEVEL
ACROSS THE ENTIRE BIOIFILTER AREA. CONTRACTOR TO
PROVIDE AS -BUILT SURVEY INFORMATION TO THE OWNER AND
ARCHITECT, FOR REVIEW AND WRITTEN APPROVAL, PRIOR TO
INSTALLING PLANT MATERIALS AND MULCH.
9. INSTALL MULCH LAYER AND PLANTINGS AS SHOWN ON THE
PLANS.
