Below are our responses to the remaining comments on the road plans. A. Stormwater Pollution Prevention Plan 1. The approved amendment will be added to the SWPPP onsite, once approved. B. Pollution Prevention Plan 1. Attached is the updated PPP for the project. C. Stormwater Management Plan 1. The WPO title has been updated, as requested. 2. Additional spot shots have been added to the drains and to the wall elevations behind buildings 2 and 3. The drains are at an elevation below the wall (which also does not include the wall cap). There is positive drainage from the wall back to the inlets along the wall to prevent the drainage from overtopping the wall. 3. The managed slopes have been added back to the grading plan. 4. Yes, engineering wall have been submitted. The wall plans might be updated before final site plan, and it is noted that this is a requirement of final site plan. 5. The manhole has been shifted out of the VDOT right of way, eliminating this issue. VDOT has reviewed the drainage design for the project, and has approved it with the final site plan design. 6. RWSA and ACSA are comfortable with the propose design, especially since our drainage pipes are crossing over the existing waterlines, and not underneath them. This is reflected in their recent comments, which are attached to this letter. You can see that they have no issues with the drainage pipes crossing the waterlines. 7. The updated calculations are included with the submission. D. Erosion and Sediment Control Plan 1. The narrative has been updated to include the timing about the removal and installation of the sediment traps and basins. 2. Outfall protection has been added at the diversion dikes and storm pipe outfalls, as requested. Sheet3A: 1. RWSA easement not clearly shown or labelled on page. Sheet 4: 1. The fence for the playground needs to have a gate big enough for RWSA vehicles and large excavators to fit through or removable posts and fencing. 2. No posts for the fence can be drilled over any RWSA utility. Arrange fencing so that it straddles the waterline and is clear on the plans or include a detail of the fence posts that will be used instead of a drilled post 3. Only one connection can be made for the tap on the RWSA 30' WL. Sheet 5 4. Connection is shown on wrong waterline in this sheet, please refer to sheet 4. Sheet 16 5. Trees in front of lots 1-4, lots 32-34, and along Berkmar drive are close to the waterline. We don't allow trees within 20 of the waterline. The following comments need to be addressed. General 1. Provide water/sewer data sheets. 2. RWSA approval for water connection and proposed site development required prior to ACSA approval. 3. Recorded offsite sewer deed of easement and plat required prior to utility plan approval. 4. Update sewer easement widths to reflect updated ACSA specs for easement requirements. 5. Water pressures may be low. Sheet 2 1. Add a note to have the existing FHA along Berkmar adjusted to final grade. Sheet 4 1. Relocate meters out of driveway typ. 2. Relocate existing 2-inch service line and water meter outside of parallel parking along Woodburn. This service line serves the neighboring parcels. Care should be taken to ensure their service is not interrupted. 3. Have double tap meters shown in wider portions of strips between driveways. 4. Relocate proposed FHA to the corner of Lot 28. 5. Relocate Lot 28 water meter to portion of water main going to FHA. 6. Relocate blow -off assembly away from retaining wall. 7. Show separate water service and fire line connections for Buildings 1 and 2. 8. Lot 19 sewer lateral should enter at 90-degrees or greater. 9. Have Lot 18 lateral enter sewer main, after casing pipe. 10. Manhole S12 invert elevations are flat. 2. Relocate manhole S8 between Lots 30 and 31, and shorten to 3-feet depth. 3. Shallow the downstream sewer segments based on new manhole S8 location and running the sewer main at 0.5 percent slope.
