PROJECT DESCRIPTION: THE SUBJECT SITE IS LOCATED IN ALBEMARLE COUNTY, VIRGINIA. THE TOTAL AREA OF THE SITE IS 1.67 ACRES. THE SITE IS LOCATED IN THE SOUTHERN QUADRANT OF THE INTERSECTION OF ABBEY ROAD AND ROLKIN ROAD. THE PURPOSE OF THIS PROJECT IS TO CONSTRUCT A SINGLE STORY STRIP OF RETAIL SPACE AND RESTAURANTS. SITE CONSTRUCTION WILL ENTAIL GRADING; INSTALLING CURB AND GUTTER; ASPHALT PAVING; LIGHTING; LANDSCAPING; UNDERGROUND UTILITIES SUCH AS PUBLIC WATER AND SANITARY SEWER; AND STORMSEWER FACILITIES. THE PROJECT IS ANTICIPATED TO TAKE TWELVE (12) MONTHS (APPROXIMATELY FROM APRIL 2014 TO APRIL 2015) AND WILL DISTURB APPROXIMATELY 1.34 ACRES. II. EXISTING SITE CONDITIONS: 0 0 0 E I CURRENTLY A GRASSED LOT' 100 COVERED WITH GRASS. APPROXIMATELY 20% OF THE SITE CONSISTS OF CRITICAL SLOPES ABOVE 25/0. THE SLOPE OF THE TOPOGRAPHY VARIES FROM THE EXISTING SITE S C R G /o C 2% TO 40 %, TOWARDS THE HICKMAN ROAD CUL -DE -SAC. THE EXISTING RUN -OFF DRAINS TO STORM DRAIN INLETS WITHIN THE HICKMAN ROAD CUL -DE -SAC. WITH THE DEVELOPMENT OF THIS PAD, THE PROPOSED IMPROVEMENTS WILL DRAIN TO PROPOSED STORM INLETS WITHIN THE SITE. THE PROPOSED STORM INLETS WILL CONNECT TO THE EXISTING STORM DRAIN SYSTEM SOUTH OF THE SITE. THE ONLY ON -SITE ENVIRONMENTALLY SENSITIVE AREAS ARE AREAS WITH MAN -MADE CRITICAL SLOPES. III. ADJACENT PROPERTY: THE SUBJECT PAD SITE IS BORDERED AS FOLLOWS: • TO THE NORTH -EAST BY EXISTING ABBEY ROAD AND AN EXISTING GAS STATION • TO THE NORTH -WEST BY ROLKIN ROAD AND AN EXISTING SHOPPING CENTER • TO THE SOUTH -WEST BY HICKMAN ROAD AND AN EXISTING OFFICE BUILDING • TO THE SOUTH -EAST BY HICKMAN ROAD AND AN EXISTING OFFICE BUILDING NO POTENTIAL FOR OFF -SITE DAMAGE IS EXPECTED. PERIMETER CONTROLS ARE PROPOSED TO CONTROL ON -SITE SEDIMENT AS WELL AS PREVENT OFF -SITE PEDESTRIAN TRAFFIC ENTERING SITE. IV. OFF -SITE AREAS: THERE ARE NO PROPOSED OFF -SITE IMPROVEMENTS WITH THIS PROJECT. OFFSITE BORROW WILL BE NECESSARY TO GRADE THE SITE, THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY REQUIRED PERMITS. V. SOILS: THE SITE CONSISTS OF EXISTING FILL SOILS RANGING FROM 6' TO 25 DEEP. A GEOTECHNICAL ANALYSIS HAS BEEN PREPARED FOR REFERENCE. SINCE THE PAD SITE IS BEING REDEVELOPED, THE EXISTING SOILS ARE ANTICIPATED TO CONSIST OF SELECT IMPORT MATERIALS ADEQUATE FOR BUILDING CONSTRUCTION. VI. CRITICAL AREAS: APPROXIMATELY 20% OF THE LOT HAS ENVIRONMENTALLY SENSITIVE AREAS WITH CRITICAL SLOPES. VII. EROSION AND SEDIMENT CONTROL MEASURES: UNLESS OTHERWISE NOTED, ALL VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE CONSTRUCTED AND MAINTAINED ACCORDING TO MINIMUM STANDARDS AND SPECIFICATIONS OF THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK ( VESCH). SAFETY FENCE SHALL BE INSTALLED AROUND THE LIMITS OF DISTURBANCE TO PREVENT PEDESTRIAN TRAFFIC ON SITE. 3. TEMPORARY STONE CONSTRUCTION ENTRANCE - 3.02 • A STABILIZED STONE PAN WITH A FILER FABRIC UNDERLINER LOCATED AT POINTS OF VEHICULAR INGRESS AND EGRESS ON A CONSTRUCTION SITE. 4. SILT FENCE - 3.05 • A PROTECTIVE BARRIER TO INTERCEPT AND DETAIN SMALL AMOUNTS OF SEDIMENT FROM DISTURBED AREAS DURING CONSTRUCTION OPERATIONS IN ORDER TO PRESENT SEDIMENT FROM LEAVING THE SITE. 5. TEMPORARY DIVERSION DIKE - 3.09 • A TEMPORARY RIDGE OF COMPACTED SOIL CONSTRUCTED AT THE TOP OR BASE OF A SLOPING DISTURBED AREA. 6. TEMPORARY SEDIMENT TRAP - 3.13 • A TEMPORARY PONDING AREA FORMED BY CONSTRUCTING AN EARTHEN EMBANKMENT WITH A STONE OUTLET. 7. ROCK CHECK DAMS - 3.20 • SMALL TEMPORARY STONE DAMS CONSTRUCTED ACROSS A SWALE OR DRAINAGE DITCH. 8. TEMPORARY SEEDING - 3.31 • THE ESTABLISHMENT OF A TEMPORARY VEGETATIVE COVER ON DISTURBED AREAS BY SEEDING WITH APPROPRIATE RAPIDLY GROWING ANNUAL PLANTS. VIII. SEQUENCE OF CONSTRUCTION: PHASE IA 1. OBTAIN ALL REQUIRED PERMITS. 2. THE CONTRACTOR SHALL CONTACT JURISDICTION AT LEAST 48 HOURS PRIOR TO COMMENCING CONSTRUCTION. 3. INSTALL CONSTRUCTION ENTRANCE. 4. INSTALL PERIMETER CONTROLS. NOTE: THE INSPECTOR SHALL APPROVE PHASE I PRIOR TO PHASE II COMMENCING. PHASE 1B 1. BEGIN STOCKPILING IMPORT FOR ONSITE FILL. 2. STABILIZE STOCKPILE AND TEMPORARILY SEED AND STABILIZE ALL DISTURBED AREAS PHASE II 1. BEGIN SITE WORK. 2. COMMENCE EARTHWORK OPERATIONS AND BEGIN CONSTRUCTION OF THE RETAINING WALL. 3. INSTALL ALL UNDERGROUND UTILITIES. 4. INSTALL CURB AND INLET PROTECTION. 5. LAY BASE AGGREGATE FOR DRIVE AND PARKING AREAS. 6. CONSTRUCT FOUNDATION FOR THE BUILDING. 7.
