Unless otherwise specifically provided, bonus factors shall not be permitted for any improvement or design feature required by this ordinance, Chapter 14 of the Code of Albemarle, or any other applicable law or regulation. Where permitted, bonus factors shall be applied in toto only. The Comprehensive Plan is silent on a recommended density for the Office / R+D / Flex / Light Industrial Designation A recommendation that is not provided cannot be exceeded BONUS FACTORS Staff incorrectly states that "[b]ecause the Comprehensive Plan does not recommend any particular number above zero for the area, applying a bonus factor would exceed zero and thus not be permitted" Nowhere does the Comprehensive Plan state that the density for Office / R+D / Flex / Light Industrial is not permitted or zero.
