HomeMy WebLinkAboutCCP201400001 Staff Report 2014-05-13 COUNTY OF ALBEMARLE EXECUTIVE SUMMARY AGENDA TITLE: AGENDA DATE: CCP 2014-00001 CMA Properties May 13, 2014 SUBJECT/PROPOSAL/REQUEST: ACTION: INFORMATION: Places 29 Advisory Council feedback on CCP 2014-00001 CONSENT AGENDA: ACTION: INFORMATION: X STAFF CONTACT(S): Falkenstein, Benish ATTACHMENTS: No PRESENTER (S): Rachel Falkenstein BACKGROUND: The Planning Commission held a pre-application work session on April 15, 2014 regarding CCP 2014-00001 to determine if use of Tax Map Parcel 45-173 for automotive uses related to the expansion of the Colonial Auto Center is in conformity with the Comprehensive Plan and to determine next steps for the applicant. During the meeting there was consensus among the Commission that the proposed use could be appropriate for this site and there was support for the applicant moving forward with a Comprehensive Plan Amendment at the next application date of September 2, 2014. The Commission also asked the applicant and staff to get feedback on the proposal from the Places 29 Advisory Council. DISCUSSION: The Places 29 Advisory Council met on April 24, 2014. During the meeting applicant Pete Borches presented the proposal to the council and staff was present to answer questions. The Council held an extensive discussion on CCP 2014-00001 during which time the following issues and questions were discussed: Use of site: • The council asked for more details about the proposed use and design. Mr. Borches said he could not commit to a specific use or design at this time beyond automotive related uses but said his most urgent need is for parking and storage of inventory. Myers Drive extension: • Some members expressed concerns that the extension of Myers Drive would increase traffic and create too many access points on Berkmar Drive. • Some members supported the idea of connecting Meyers Drive to Berkmar Drive to alleviate traffic on Route 29 by providing alternate routes and creating quadrant intersections. Vision for Berkmar Drive: • Mr. Borches expressed a willingness to proffer a sidewalk along the front of the site to accommodate the Places 29 Master Plan vision for the expansion of Berkmar Drive. • There was extensive discussion about the future uses along Berkmar Drive. Council members discussed whether commercial; mixed use or residential uses are appropriate for this portion of Berkmar Drive. • Several members felt that residential may not be appropriate and that residents would not want to live adjacent to some of the uses along Berkmar Drive. • There was concern that more residential uses would add more cars to Berkmar Drive. • There was concern about losing residential capacity with the redevelopment of this site, even though the site is small, and that similar such requests could have a cumulative effect. • Some members felt having all commercial along Berkmar and multiple entrances would create another road with traffic issues similar to those along Route 29. • There was some discussion of a need to develop an overall vision for the area and staff observed that the development of the small area plan for this site might help establish a clearer vision for Berkmar Drive and the appropriate uses for this area. OVERALL CONSENSUS: • There was no major opposition from the Places 29 Advisory Council to the proposed use on the site. • All members expressed their support for a simultaneous Comprehensive Plan Amendment and Zoning Map Amendment.
