Re: SDP202200064 McDonald's at 1294 Stony Point Road Minor Site Plan Amendment - Review Comments
The County of Albemarle Planning Division will grant or recommend approval of the plan referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
Albemarle County Planning Division (Planner) Comments - Cameron Langille, blangille@albemarle.org - Requested
changes:
1. [General Comment] Please update the site plan title on the cover sheet so that it states "Minor Site Plan
Amendment - SDP202200064."
2. [18-32.5.2 (a)] Update the zoning note on the cover sheet so that it states that the property is within the FH Flood
Hazard Overlay District and the Preserved Steep Slopes Overlay District.
3. [32.5.2 (b)] Please state the square footage of the existing building on the cover sheet.
4. [32.5.2 (b)] Please provide a parking calculation on the cover sheet. Per Section 18-4.12.6, restaurants are required
to have 13 spaces per 1,000 square feet of gross floor area including areas for accessory dancing.
5. [18-32.5.2 0); 18-32.5.2 (I)] Please show and label all existing easements on the site plan. State the easement type,
dimensions, and state the recorded instrument number that created the easement in a label for each existing
easement.
6. [18-4.12.16) Please label the dimensions of all proposed parking spaces on Sheet C3.0. 30-degree angled parking
spaces must be a minimum 9' x 18' and must be adjacent to a one-way travelway that is a minimum of 12' wide.
The two parking angled spaces adjacent to the dumpster at the southwest parcel corner do not appear to meet this
requirement.
a. [18-4.12.15 (e)] The two parking spaces next to the dumpster pad extend into the dumpster pad on Sheet
C3.0. Per the Zoning Ordinance, parking spaces cannot encroach into any loading aisles. Staff suggests
removing those two parking spaces from the site plan. Please revise the cover sheet and the provided
parking table on Sheet C3.0 so that they state that 35 parking spaces are provided. Based on staff's review
of the proposed parking, there are only 35 parking spaces that meet dimension requirements shown on
Sheet C3.0.
7. [18-32.5.2 (n)] Please label the surface materials and dimensions all travelways, drive -through lanes, sidewalks, and
other hardscape features on the plans.
a. Per the drive-thru dimension details shown on Sheet C3.1, the drive -through lanes do not meet the
minimum 11' width requirement of Section 18-5.1.60 (g). Please revise the drive -through lanes so that
they meet the minimum 11' width requirement.

b. Please be advised that the travelway adjacent to the drive -through lanes must be a minimum of 12' wide
adjacent to 35-degree angled parking, as specified in Sections 18-4.12.17(c), and 20' wide when adjacent
to perpendicular parking as specified in Section 18-4.12.16 (c)(1).
8. [18-32.5.2 (1); 18-5.1.60 (1)] The travelway on the south side of the building is shown as a two-way travelway.
However, there is no landscaped separation feature as required by Section 32.7.9.5 (b), (c), (d), and (e). The
travelway should be revised so that directional arrows indicate that it is for one-way travel only. See Engineering
comment #3 for further information.
a. Sheet C3.0 keynote #3 references detail SD-1.2 on Sheet C3.1. If the travelway is revised to be one-way,
please update the directional arrow detail on SD-1.2 so that it only contains a one-way directional arrow.
9. [18-32.5.2 (p);18-32.7.9] Keynote #7 on Sheet C2.0 indicates that some existing landscaping will be removed.
Please provide more specificity on the exact landscaping within that area that is proposed to be removed. If any of
that landscaping was required on the previous site plan (SDP199900123) to meet the landscaping regulations of
Section 18-32.7.9 of the Zoning Ordinance, a landscaping plan may be needed to demonstrate compliance with all
applicable landscaping regulations for the site.
10. [18-32.7.8; 18-4.17] Please see ARB comment #2. Please update the details on Sheet SD-1.1 to specify the level
of illumination for the canopy board LED lighting. A lighting plan demonstrating compliance with all applicable
regulations contained in Section 18-4.17 of the Zoning Ordinance may be required.
a. [38-32.7.8] Please indicate whether any other new outdoor lighting is proposed.

2. When making adjustments to the lane widths, keep in mind the minimum width of the one-way access aisle is 12' when 30
degree angled parking is used (18.4.12.16.c.3). Further clarification of the table in this section of the ordinance can be found
in the Design Standards Manual (located on our website).
3. The drive -through lane located adjacent to the two-way internal travelway shall be separated from one another by a
landscaped area that complies with section 32.7.9.5(b), (c), (d), and (a) and is at least ten feet in depth extending the length of
the drive -through lane (18.5.1.60.1). The travehvay may need to be made one-way.
4. Parking spaces should not block access to the dumpster (18.4.12.15.e)

I have reviewed the above -noted application. The following revisions are requested to make the proposal consistent with the
Entrance Corridor Guidelines.
1. The detailed drawings for the drive-thru equipment does not specify the proposed color for the yellow shown throughout the
drawings. Revise the submittal to include the Pantone equivalent for the yellow proposed.
2. The drive-thru springboard canopy structure notes LED downlighting but does not mention the proposed level of illumination.
Revise the submittal to provide the proposed level of illumination at the ground for these canopies.

No Objection once below added as a note on the plans:
1) During demolition and/or construction, the following fire prevention steps are required, so please note them on the plan:
a) Smoking shall be prohibited in areas where smoking is a hazard and these areas shall be designated with no smoking
signs per Virginia Statewide Fire Prevention Code
b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia
Statewide Fire Prevention Code.
c) Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the
Virginia Statewide Fire Code.
d) Per the Virginia Statewide Fire Prevention Code, safe and efficient vehicular access for firefighting and emergency
operations shall be provided and maintained at all construction and demolition sites. This includes provision of the required
unobstructed access fire department connections within 100 feet of water supply/hydrants for this connection.
e) An approved water supply for firefighting operations shall be in place with unobstructed accessibility as soon as
combustible materials arrive on site.
f) Waste and combustible debris shall be removed at the end of each day and disposed of in accordance with the Virginia
Statewide Fire Code

g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher in areas where combustible
materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where
flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code.
h) Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and
shall require a permit from the Albemarle County Fire Marshal's Office.
