I'll provide a staff report summary of this County -initiated CPA ...
• Provide background information about this planning process and the Birdwood
property;
• Describe proposed amendments to the S+W Urban Neighborhoods Master Plan;
• Briefly address the separate review process for the proposed "Birdwood Mansion
and Grounds" project; and
• Provide staff recommendations.
Background: Planning Process
• Background— Planning Process:
• This process originates with the University of Virginia and the UVA Foundation's
completion of a propertywide "Birdwood Master Plan" in 2018.
• That Master Plan was used as the basis for the "Birdwood Area B Study," which was
a product of collaboration between the UVA Foundation and County staff.
• PACC eventually endorsed the concepts in this Area B Study in September
2018.
• Concurrently, the County initiated this CPA process through a PC Resolution of Intent
(April 2018).
• County staff then drew upon elements of the PACC-endorsed Area B Study to craft
the proposed Comp Plan Amendments to the Southern and Western Urban
Neighborhoods Master Plan.
• So far, this process has included work sessions with the PC (Nov. 13, 2018)
and BOS (Jan. 16, 2019).
• The PC then conducted a public hearing and recommended approval on Feb.

• Background: Property Information:
• Birdwood is a 544-acre property in the Development Area.
• It is owned by the University of Virginia Foundation.
• Birdwood is also located within "Area B" — and is therefore subject to the "Planning
and Coordination Council" (PACC) joint planning agreement between the University
of Virginia, the City of Charlottesville, and Albemarle County.

• The Future Land Use Plan designates the majority of Birdwood primarily for
"Institutional" future land uses.
• Also, "Parks and Green Systems" designations exist on the undeveloped southern
portions of Birdwood.
• Under this proposed Comp Plan Amendment, these particular designations would
remain unchanged.

• Instead of changing the future land use designation, this proposed CPA would
primarily involve amendments to the text in the "Future Land Use — Other Areas of
Importance" subsection, which highlights the Birdwood property and contains more
detailed recommendations and guidelines about future land uses.

Proposed CPA Language —
"Future Land Use: Other Areas
of Importance"
• The proposed amendments to this subsection would:
Update and expand the description of the Birdwood property;
• Including a summary of new land uses and improvements, such as
UVA varsity sports projects and the new permanent connector road
(which provides vehicular interconnection with Boar's Head Resort)
The amendments would also identify the proposed reuse of the Birdwood
Mansion (and Grounds) as an appropriate future land use...
• ...provided that the rehabilitation and reuse is done in context -
sensitive ways that do no compromise the historic integrity or
jeopardize the property's listing on the state or national register.
The proposed CPA language also maintains what could be described as a
11placeholder" section for longer -range future uses and development ... this is
important, because:
it distinguishes the Foundation's near -future plans (contained in the Area B
Study) from any hypothetical longer -range future plans; and also because
reserving the possibility of additional future uses seems appropriate for such
a large property within the Development Area

• Additionally, the small diagram for this "Other Area of Importance" would also be
amended to:
• Depict the new, permanent vehicular interconnection; and
• Allude to conceptual opportunities for potential future bike/ped connections,
shared use paths, and other potential modes of connectivity to the south.
The general intent is to update the vision for this "Other Area of Importance" to
reflect the main concepts contained in the Area B Study that was recently endorsed
by PACC...
• But, to clarify: this CPA would establish the Birdwood Mansion project as an
appropriate future land use at a conceptual level, only.
• A thorough, detailed review of this proposed project would need to occur
separately -- and in fact, this is process already underway ...

• This diagram illustrates how there are two concurrent, but separate review
processes: this long-range planning process, and a current development review
process
:
• The UVA Foundation has submitted a ZMA application for this proposed "Birdwood
Mansion and Grounds" project.
• I want to highlight this separate ZMA review process, because project -specific details
for the proposed `Birdwood Mansion and Grounds" project will be evaluated and
reviewed in full detail during the ZMA review process.
• This would include careful reviews of issues such as historic preservation,
transportation, and other critical details...
• The proposed project would also be subject to subsequent site plan reviews
by the Site Review Committee and the Architectural Review Board.
• And approval of a Water Protection Ordinance Plan would likely be required,
as well.
MAdditional ZMA details (if necessary):
• This ZMA application (submitted on October 29), is the result of extensive
communication between the Foundation and CDD going back to 2017.
The application proposes a rezoning of a small portion of the Birdwood property
adjoining Ivy Road / US 250 from R1 Residential to HC Highway Commercial
• This project includes substantial proffers, to voluntarily prohibit certain uses
and to also update the Foundation's existing commitment to conduct traffic
analyses at two specified times in the intermediate future.
• Currently, the previous legislative approvals for the Birdwood property
established a requirement for the Foundation to conduct traffic analyses at 12
months and 24 months after the permanent opening of the connector road.
• The proposed proffers included with this ZMA application would update that
commitment to conduct the traffic analyses at 12 months and 36 months (but
not at 24 months).
CPA-2018-06: Recommendations
Staff recommends that the Board follow the Plaiming
Commission's recommendation to adopt the CPA Resolution
to amend the Southern and Western Urban Neighborhoods
Master Plan.
• So, returning our focus to die subject of this public hearing, the CPA:
• Staff recommends that the Board follow die Planning Commission's recommendation
to adoptthe CPA Resolution to ainend die Southern and Western Urban
Neighborhoods Master Plan.

• Reorganizes information and provides additional details
• Introduces the concept of reusing the historic Birdwood Mansion for events
and hospitality, with qualifying language about the necessity of historic
preservation and context sensitive design

• The origins of this Comp Plan Amendment go back to 2018, when the UVA
Foundation completed the Birdwood Master Plan to guide the future development
of their 544-acre property.
• That Birdwood Master Plan became the basis for a "Birdwood Area B Study," which
was subject to review by PACC Tech and PACC.
• PACC endorsed the "Birdwood Area B Study" last September (9/20).
• The PACC-endorsed Area B Study was provided with the Transmittal
Summary (as Attachment F).
• The purpose of this Comp Plan Amendment is to incorporate elements of the PACC-
endorsed Area B Study into the Southern and Western Master Plan.
• (Interestingly): almost all of the uses and improvements contained in the PACC-
endorsed Area B Study have already been (either) approved, constructed, or under
construction, or some combination of those.
• Private Street for Permanent Interparcel Connection ("Connector Road") —
approved and constructed, and in use
• UVA Golf Indoor Practice Facility — approved and constructed, and in use
• Birdwood Golf Course Renovation and Short Course Addition —approved and

under construction
• UVA Tennis Facility (special use permit granted,• final site plan and WPO plan
are under review)
• Those four uses were determined to be expansions of existing uses, or otherwise
determined to be [University -affiliated athletic uses] that are consistent with the
future land use designation
• The one remaining proposed use that was contained in the PACC-endorsed Area B
Study, but which has not yet been permitted or constructed, is the proposed
rehabilitation and reuse of the Birdwood Mansion and surrounding grounds for
special events and hospitality services.
• This proposed use was determined to be outside of the language currently
contained in the Southern and Western Urban Neighborhoods Master Plan.
• As a result, the Future Land Use section and Other Areas of Importance
subsection would need to be amended before the proposed "Birdwood
Mansion and Grounds" project could potentially be considered to be
consistent with the recommendations in the S+W Master Plan.
