Good evening,
Attached is the engineering memo from the review of the WPO application for Crown Automotive (WPO-2011-00042),
received 3 July 2011. Other than comment 131,the plans require no engineering changes and the ESC and SWM plans
are hereby approved. Please note there are several administrative steps before a grading permit can be provided (see
attached letter).
Please provide 2 additional copies of the full set(with the changes required by comment 131- I'll make the change on the
existing sets) and one copy of the stormwater set(sheet C1, C10, C17, C19, and C21-C20)to me.
Please note that a site plan submission is still necessary to add a carwash into the site plan. We only received the WPO
submittal (ESC and SWM)

RE: Review of StormFilter Design for Crown BMW.
The purpose of this letter is to document for Albemarle County our review of the plans and the proposed
application of the Catchbasin StormFilters at this site as you have requested.
CONTECH Construction Products has reviewed the StormFilter design for Crown BMW. We believe the
Catchbasin StormFilter is an appropriate water quality solution for this site. The StormFilter system has
received a certification from VDCR for 50% Phosphorous removal.
The engineer of record reports the following information:

The Catchbasin StormFilter is designed as a flow based system and is sized by calculating a peak water
quality treatment flow rate using the rational method and assuming an intensity of 0.35"/hr. The
StormFilter is designed to remove 80% TSS and 50% Total Phosphorous. To adequately treat the areas,
CONTECH recommends two 3-cartridge Catchbasin StormFilters and one 2-cartridge Catchbasin
StormFilter.
As with all BMPs, the StormFilter will require periodic maintenance to operate properly. These systems
appear to be constructible and are located in order to facilitate maintenance activities. Given typical
street pollutant loading rates, CONTECH Construction Products recommends maintenance on an annual
basis.
In summary, these systems are expected to operate in accordance with CONTECH Construction
Products'design intent.

A.Minor Site Plan Amendment(not yet submitted)
1. No runoff from the carwash process must enter the storm drainage system. It appears that the
current design of the site plan accomplishes this. To confirm,please provide send me pdfs of the
architectural drawings for the carwash so that I can see that there are internal drains and a roof
over the wash area(which isn't clear on the site plan).
2. The easement plat reviewed under application SUB-2008-00286 must be recorded prior to
approval of any site plan and a grading permit. Please provide the receipt of recordation for this
plat once it is recorded.
B. Erosion and Sediment Control Plan(WPO-2011-00042)
1. Since the original plan approval,the county has added two more notes to its General Notes for
ESC plans. Please add these two notes to the plan. Please find the new note set in the current
edition of the design manual, available online.
2. The previously computed ESC and SWM bonds must be updated. To receive revised bond estimates,
please provide a completed Bond Estimate Request Form to the County Engineer.
C. Stormwater Management Plan(WPO-2011-00042)
1. The addition of the washing area has revised the design of one of the stormfilter chambers. Please
provide a new approval letter of Contech.
2. A stormwater maintenance agreement for original Crown parcel, TMP 78-15, is still needed. After
reading the instructions for this form,please submit a completed agreement to Ana Kilmer's
attention in the Albemarle County Community Development Department as soon as possible.
3. The previously computed ESC and SWM bonds must be updated. To receive revised bond estimates,
please provide a completed Bond Estimate Request Form to the County Engineer. Please also provide
updated cost estimates of the manufactured systems(detention and Stormfilters)so that they can be
used in the bond. Please specify whether these cost estimates include labor/installation.
