The second major site plan amendment submittal (SDP201300011) submitted 30 August 2013
has received Engineering Review and does not appear to meet Albemarle County minimum
checklist items for approval. This review does not include a review of Erosion & Sediment
Control or Stormwater Management. Please adequately address the following comments for
major site plan amendment approval:
A. Existing Conditions Information
1) Please identify existing 20' private drainage easement shown on sheet 5 by deed
book and page number. Recommend same for existing 20' sanitary sewer easement
shown on sheet 5; however this is an ACSA easement.

B. Proposed Plan View Information
1) Please indicate a temporary grading easement or VDOT right of way permit for
proposed entrance modifications along Claremont Lane in VDOT right of way.

Below are VDOT's comments on the Site Plans for the March 21st,2013 Site Review Committee Meeting:
SDP-2013-00008 New Hope Community Church(Phase I)-Initial Site Plan(Megan Yaniglos)
1. The posted speed for Route 606 in this section is 35 mph. The necessary sight distance for 35
mph is 390 feet in accordance with the VDOT Road Design Manual Appendix F-35. Please
include a vertical profile of the sight line and existing ground.
2. Final site plan will need to include the entrance profile in accordance with the CG-11 standard.
3. A Land Use Permit will be required for construction within the Route 606 right of way.
SDP-2013-00009 Seminole Trail Fire Station—Major Amendment(Ellie Ray)
1. Show sight distances for proposed entrances in accordance with the VDOT Road Design Manual
Appendix F.
2. Entrance profiles in accordance with the VDOT Standard CG-11 need to be shown for both
entrances.
SDP-2013-00011 Old Trail Village Block 2B—Major Site Plan Amendment(Johnathan Newberry)
1. The minimum effective entrance radii are 25 feet. This plan shows a radius of 15 feet at the
entrance and does not appear to properly tie into the drainage structure. The drainage structure
needs to be relocated and the radius increased.

Background and Requirements
SDP-2013-11: Old Trail Village Block 2B has been submitted for review as a major site plan amendment.As a result of a
Zoning Ordinance amendment that became effective on January 1,2013,the ARB,as a member of the Site Review
Committee,is required to review and comment on this plan(32.3.3 and 32.4.2.2). The purpose of this ARB review is to
determine consistency of the plan with the EC design guidelines pertaining to 1) size and arrangement of structures,2)
location and configuration of parking areas and landscaping,and 3)preservation of existing vegetation and natural
features(30.6.4(c)(2) and(3)and(5)).This ARB review is limited to the information provided in the initial plan under
Sections 32.5.2-5.As a result of this review,the ARB shall transmit to the agent 1)its requirements to satisfy the design
guidelines,2)recommendations regarding the plan as it relates to the guidelines,and 3)recommended conditions of plan
approval,including conditions to be satisfied prior to issuance of a grading permit.
Review and Recommendations
Staff has reviewed the plan and has determined that it is eligible for staff review as a Countywide Certificate of
Appropriateness for a structure located 750' or more from the Entrance Corridor. Consequently,staff recommends that the
ARB forward the following recommendations to the agent:
• Regarding requirements to satisfy the design guidelines as per 30.6.4(2),(3)and(5):
None.
• Regarding recommendations on the plan as it relates to the guidelines:
None.
• Regarding recommended conditions of initial site plan approval:

fire department location shall be on the address side of the structure within 50 feet of a hydrant. The fire
