Engineering has completed the review for applications SUB2101300023 & WP0201300015.
The plans aforementioned will be approved on the conditions set forth below.
1) The following variations shall be approved by the Board of Supervisors:
a) Increase the area of lot 27 by reducing a Glenmore open space.
b) Lot 24 and 29 will be served by an existing emergency access road, which will be
improved and named as an extension of Carroll Creek Road.
2) The critical slopes waiver shall be approved by the Board of Supervisors.
3) Fire Rescue shall approve the road plan.
4) The existing gravel driveway on lot 29 shall be labeled, "To be Removed" on the site plan. It shall
be outlined so the limits of removal are clear.
Once the 4 items above are completed please submit 6 signed copies. Please note that the Board of
Supervisors may have additional comments that shall be addressed.

A. Road and drainage plans (SUB201300023)
1. Please provide the Albemarle County private road notes on sheet 4. The public road notes are not
necessary.
2. It appears the road width for Carroll Creek Road varies. Please show the transition widths on the site
plan. The proposed easements will be required on the final plat.
3. A zoning variance is required for the proposed Carroll Creek Road. The existing road is currently an
emergency access for Running Deer Drive. As such, it cannot have driveways or provide frontage.
Once this is resolved and the use is clarified, please provide ADT to determine pavement section.
4. Site distance easements will be required on the final plat.
5. Please provide a shared driveway for lot 26 and 27 due to section 14 -412. A driveway cannot exceed a
16% grade. A shared driveway will also reduce the disturbance of critical slopes. Please note a portion
of this lot appears to be on another parcel. This will need to be resolved with Zoning prior to the
approval of this subdivision application.
6. I recommend adding a separate utility plan for the proposed water and sewer. The site plan will be
easier to read at a 1 " -50' scale by separating the utility sheet. Include the existing easements with DB
and page number. Also add DB and page number for the existing sanitary easement that's missing on
sheet 2. Please show the 20' proposed utility easements.
B. Stormwater Management (WP0201300015)
1. The ditch line falls outside the 50' ROW on Farringdon Road. Please show the drainage easement for
the ditch along Farringdon Road and Carroll Creek Road if it is outside the ROW.
2. Per 14 -431, show drainage easements for all drainage outfalls to the boundary of the property. Please
provide for lot 29.
3. Provide the SWM facility access easement that encompasses the 100 yr water mark. Also provide the
drainage easement for the SWM facility.
4. Please show the extended detention basin detail and riser detail to scale.
The SWM facility notes that the existing embankment will be part of the proposed basin. There are
some concerns to take into consideration. 1) The design shows that steel plate collars will be installed
for the existing 36" pipe. However, this will require ripping out a portion of the existing road. 2) The
only information provided about the embankment is that it is existing. A geotech study would be
necessary to determine the suitability of the embankment to impound water. 3) This facility is designed
to have deep water judging by the height of the riser, and safety is a concern for this proposed
subdivision. I recommend a permanent fence around the facility. 4) The forebay does not appear to
function separately from the basin itself. Please regrade and redesign to separate the forebay from the

basin.
An alternative solution is to push the basin away from the road and regrade area so the basin is not too
deep. Also, provide a separate embankment with an impervious liner and a forebay that is separate
from the basin
6. Per the Albemarle County Design Standards Manual, a 15" pipe is the minimum pipe size allowed.
Please revise culverts to show 15" pipes. I recommend at least V cover for culverts, which would
require deepening the ditches.
C. Erosion Control Plan (WPO201300015)
1. Note 6 explains that permanent stabilization is required for all slopes steeper than 3:1. Please place a
note for the ditch along Carroll Creek Road for EC -2.
2 Only one construction entrance and one staging area are required for this E &S plan. A CE for each lot
can only be proposed if a site plan is submitted for each lot or if these lots are to be developed using
erosion control agreements with each building permit.
3. Please show dust control on plans.
4. It is difficult to see the silt fence on plans. Please lighten the hatching of the critical slopes.
5. Please provide silt fence along the northern boundary of lot 27.
6. Please show the limits of disturbance on the plan.
7. Please show the safety fence around the SWM facility on all plans.
