The Minor site Plan amendment for Three Notched Center (SDP201300029) submitted
16 Sep 2013 has received Engineering Review. Please adequately address the following
comments for final approval:
A) Site plan
1) [Comment 1] Existing topographical information appears possibly outdated. All
topography will be field verified by design engineer within the last year. [18-32.6.6, 14-
302, Policy for date]
[Revision 1] Comment partially addressed. Please provide the date of survey and
surveyor on Sheet 1.
2) [Comment 1] Proposed contour 660 appears to be missing on the initial phase.
[Revision 1] Comment addressed.
3) [Comment 1] All impervious areas will drain into SWM catchment structures.
[Revision 1] Comment not addressed. It appears additional filterra boxes are
necessary and a few filterra boxes could be moved to other locations for more runoff
treatment. Here is a list of recommended locations:
a) NW corner before DI.
b) Enlarge the filterra box going to DI 3B due to box to the west not
capturing much runoff. Remove the one located to the west.
c) On parking lot adjacent to Rte 240, provide box before DI-3B.
4) [Comment 1] Parking space next to building over unlabeled underground structures does
not appear to have safe backing out area.
[Revision 1] Comment not addressed. The travelway in that area also appears be
unsafe. Please see attached image 2 for my travelway recommendation. Check if
parking space requirement is still addressed.

as is, but all other areas should be a minimum of 3’ radius per our policy. See

prevent queuing onto State Route 240.
[Revision 1] Comment not addressed. Per VDOT, commercial entrances shall have a
minimum throat length of 35’ and a minimum entrance radius of 25’.

building permits according to Building Official policy). Top and bottom elevations at
grade changes should suffice for building permit reviews.

to existing pavement. This area will need to be demolished. Please clarify or show on
plans. See image 1 for pavement transition from existing site to auto laundry for
initial phase.

from the dumpster pad is not shown to be installed at the initial phase. This means
the dumpster pad will be built, then demolished and rebuilt again in the final Phase.

1. The travel way between the dumpster pad and the car wash building doesn't maintain a 20 ft clear travel way.
Please clarify the location of the fence around the dumpster.
2. All new commercial buildings require a fire hydrant with in 500 ft per travel way of each building. Hydrants should
be located on the north side of RT. 240 so as to not block traffic when being used. This would allow Rt. 240 to
remain open during an emergency at this location.
3. Any commercial buildings that require a sprinkler system shall have the FDC located on the address side of the
building and with in 50 ft of a fire hydrant.

Dear Jo,
I have reviewed your recent submittal for the above-reference project and I have the following comments:
1. The photometric plan shows a pole light immediately east of the car wash that does not appear on
the other plan sheets. Please coordinate all sheets of the site plan regarding light pole quantities
and locations.
2. The site lighting note on sheet 16 is not complete. Please provide this wording: Each outdoor
luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff
luminaire and shall be arranged or shielded to reflect light away from adjoining residential
districts and away from adjacent roads. The spillover of lighting from lumin aires onto public
roads and property in residential or rural areas zoning districts shall not exceed one -half
footcandle.
3. It appears that two of the plant counts are incorrect. (Schedule says 26 Red Maples; I count 24.
Schedule says 137 Abelia; I count 126.) Please verify and correct.
4. Though not included in the “bubbled” additions to the plan, the plan now shows a 6’ privacy fence
along the western property line. Provide a fence detail in the plan. As discussed by email in
August of 2012, if PVC is proposed, I will need to consult with the ARB chairperson to determine
if that material can be approved.
Please provide:
1. One set of revised drawings addressing each of these conditions. Include updated revision dates on
each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with “clouding” or by other means will facilitate review and approval.
3. The attached “Revised Application Submittal” form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

Re: SDP - 2013 -029 Three Notch'd Center
Dear Ms. Yaniglos:
I have reviewed the subject site plan dated 5i6' 13 as submitted by NP Engineering and offer the following
comments:
1. Sight distances are to be measured at 14.5' from the edge of the travel way and 4' from the center
of the entrance. The sight lines shown on the plan need to be shown at the proper locations and
the sight line easements adjusted accordingly.
2. The P/L - right of way line to the east of this parcel should be shown so that any necessary sight
line easement may be accurately shown.
3. The two entrances to remain open as part of the initial phase of the site development, do not meet
Access Management spacing requirements. The existing entrance shown at the eastern most
property line should be the second entrance to remain open as part of the initial phase.
4. An AM -2 exception request needs to be applied for by the applicant for any entrance not meeting
spacing requirements as part of either the initial phase of development or the final phase of
development.
5. The minimum required throat length for the commercial entrances shown is 35'. The western
entrance shown for the final phase of the development scales to approximately 25'.
6. The minimum required radius for the commercial entrances shown is 25'. The radii for the
western entrance shown for the final phase of the development are shown to be 15'.
7. A striping plan for the Route 240 widening needs to be provided to clearly define the traffic
pattern for ingress /egress to the site.

Dear Ms. Higgins:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on
Monday, March 19, 2011. The Board, b y a vote of 4:0, approved the request, pending staff administrative
approval of the following conditions:
1. Provide for review details on the size, color and illumination of the vacuum equipment. Ensure
that equipment design will maintain minimal noticeability from the EC.
2. Update the lighting plans for the overall development to include the wall lights and the soffit lights
for the car wash, and the revised pole light count.
3. Update the landscape plans and plant schedule to specify the tree and shrubs proposed around
the car wash and to account for trees deleted from the plan.
4. Clarify on the plan how the parking rows terminate at the east end of the car wash building.
5. Previously approved materials for the development shall be used for this facility.
6. Vacuum equipment shall be located behind the building and shown on the site plan.
Please provide:
