Please address the following comments: 1. [Comment] Show sight distances at intersections. [Revision 1] Please remove three parking spaces on Georgetown Rd to meet the 100’ sight distance at the intersection of Bennington Rd and road “B” per 7(C)(1.) of the Albemarle County Design Standards Manual. This is the minimum requirement. 2. [Comment] The minimum turning radius at street intersections on subdivision streets shall not be less than 25 feet. Please revise. [Revision 1] Comment partially addressed. This can be fully addressed during the final site plan. Change the radius to 25’ where road “C” turns into lots 45-51. 3. [Comment] Revise the sag curve in road “B” to meet the 155’ minimum stopping sight distance. [Revision 1] Comment addressed. 4. [Comment] For T-type turnarounds, please show a mountable curb, a VDOT CG-3 or a VDOT rolltop curb. Please spec the sidewalk in that area to 7” for vehicles. [Revision 1] Comment partially addressed. Sidewalk increased to 7” in depth. This can be fully addressed during the final site plan. Label VDOT CG-3 on plans and provide VDOT detail. 5. [Comment] Revise the sidewalk layout near the T-Type turnaround on Bennington Rd to match the layout in Road “B.” [Revision 1] Comment addressed. 6. [Comment] Replace Str19-1 and 20-1 to domed grate inlets to provide relief if ST-18 is clogged. [Revision 1] Comment addressed. 7. [Comment] Roof drains for lots 39-51 are not designed to handle larger storms. Please show runoff to drain from residential units to the road to be captured by DIs. [Revision 1] Comment partially addressed. This can be fully addressed during final site plan. A swale has been placed behind units, but yard inlets should be placed after every three units. Provide a yard inlet behind lot 41. Engineering Review Comments Page 2 of 2 8. [Comment] Show drainage improvements near Smithfield Road for downstream improvements. This is part of proffer #5 A. [Revision 1] Comment addressed. The inlet proned to clogging within VDOT’s R/W on Smithfield Rd was discussed during the SRC. VDOT recommends that they be notified if inlet is clogged during the downstream drainage inspections of the Out of Bounds property. 9. [Comment] Are there any future connections for the proposed roads? A grading easement to the property line may be necessary for future connections. Also, the lot line for lot 44 may need to be adjusted. [Revision 1] Comment addressed. 10. [Comment] Where is the electric line layout? Please verify that the electric line will not be in any conflict with the proposed underground basins and other utilities. [Revision 1] This can be addressed during f inal site plan. These comments can be addressed at final site plan. 1. Increase the easement around the underground detention basin for an equipment landing. Show the access road easement for the underground detention basins. 3. Label the CG type on the plan. Also, please provide the standard VDOT aprons for the driveways (CG-9D). 4. Please provide the width of all access easements. It does not appear that all sidewalks that may require an access easement are shown on the plan. Please clarify. For example, the lots 45-51 and south of lot 6 are showing sidewalks, but no easements. 5. Label or note dimensions of parking stalls. It appears the parking on Georgetown Road Extension does not match the pavement section on sheet C11. 6. Show the detail of the retaining wall. 7. Provide the private road easement in between lots 45 to 51. 8. Provide bumper blocks or increase the sidewalk width to 6’ in front of lots 48-51. 9. It is difficult to read the pavement sections. For road plans, please spec and dimension pavement sections. 10. Show the proposed fence on sheet C7 and C8. Also, a portion of the existing fence on sheet C -5 is missing. Please show. 11. Update the scale on title block of sheets with road profiles. It is not matching what is shown on plan. As per § 32.4.2.2(b)(3) and 30.6.4(c)(3) and EC Guideline 33, it is not clear that sufficient planting area is available along Georgetown Road and Road A to accommodate large trees, 2½” caliper at planting, spaced consistently at 40’ on center. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding recommended conditions of initial plan approval: 1. A Certificate of Appropriateness is required prior to final site plan approval. 2. Provide planting area free of utilities and easements along the extension of Georgetown Road and Road A. Provide large trees 2½” caliper at planting, consistently spaced 40’ on center along interior roads. 3. Coordinate all sheets of the site plan regarding the three-board fence to remain along the EC and the power line to be moved underground. 4. Provide landscaping along the Barracks Road frontage to meet the EC guidelines requirements and to mitigate the back of the Block 1 buildings facing the EC. 5. Identify the plant species in the plant list. Increase plant sizes in the plant list to meet EC requirements. 6. Specify a dark, matte finish for the PVC fence. 7. Add the following note to the site and architectural plans: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 8. Provide perimeter parking lot trees for the Block 3 parking lot using large trees, 2½” caliper at planting, in a quantity equivalent to 40’ on center spacing, plus one tree to meet the interior tree requirement. 9. Provide trees behind units 7-14 and along the western perimeter of Open Space A. 10. Add the following note to the site plan: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. • Regarding conditions to be satisfied prior to issuance of a grading permit: 1. Identify individual trees to remain on the plan, provide a conservation plan checklist on the plan, and provide appropriate tree protection fencing. Mr. Lebo seconded the motion. Commissioner March 5, 2014 Ms. Megan Yaniglos Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP - 2014 -0004 Out of Bounds Initial Site Plan We have reviewed the preliminary site development plan for Out of Bounds dated 1/21014 as submitted by Shimp Engineering, P.C. and offer the following comments: 1. CG -6 should be used on Bennington Road and on the entirety of Georgetown Road rather than CG -2. 2. Road "A" needs to be labeled as a private road. 3. There needs to be an adequate turn around for Georgetown Road that is entirely within dedicated right -of -way. Using Road `B" as a turn around will not be acceptable. 4. The storm sewer from ST -3 to ST -2 to ST -1 needs to be revised so that the Georgetown Road crossings are perpendicular. We would suggest a new structure being located on the west side of Georgetown Road connecting ST -3 to ST -1. ST -2 could be shifted to the north so that its connection with ST -1 would be perpendicular. 5. A crosswalk and CG -12 should be added for Georgetown Road near the intersection with Barracks Road to accommodate a potential sidewalk along Barracks Road to the east. 6. Is a crosswalk that does not connect to a sidewalk necessary at the intersection of Georgetown Road and Bennington Road? Also, a CG -12 should be provided on each end of the crosswalks. 7. Per Appendix B(1) of the Road Design Manual, there should be a minimum of a 3' strip between the sidewalk on Bennington Road and the back of curb. If there is not a 3' strip, the sidewalk should be 8' wide. It may be necessary to place the sidewalk on the south side of Bennington Road to meet this requirement if the existing tree shown in the plan cannot be removed. 8. The T -type turnarounds should be a minimum of 60' long in each direction measured from the centerline of Bennington Road and a minimum of 20' in width. In addition, the radii should be a minimum of 28'. 9. ST -14 should be located on the west side of Georgetown Road instead of at the terminus as shown. 10. The on- street parking on Georgetown Road conflicts with the sight lines for Road "A ", Bennington Road, and Road `B ". An alternative design is necessary to ensure that sight distance is not impacted at each of these intersections. 11. The storm sewer crossing of Georgetown Road between ST -11 and ST -12 needs to be perpendicular. It appears that ST -11 could be shifted to the south to meet this requirement. 12. How is the proposed on -site storm sewer going to connect to the existing storm sewer at Barracks Road? Consideration to this connection should include a method that would not result with manhole structures in the paved surface. 13. 1 could not find a typical section for Bennington Road other than that for Bennington Road Extended. This typical section does not match the plan view for Bennington Road. 14. Pavement design calculations need to be provided for review. 15. Storm sewer calculations need to be provided for review. 16. The traffic signal design needs to be provided for review. 17. The intersection with Georgetown Road should be added to the profile for Bennington Road. 18. Street trees need to be located at least 30' from the end of radius at each intersection as shown in Appendix B(1) of the Road Design Manual. 19. Additional design needs to be provided for the Barracks Road improvements, including a Maintenance of Traffic Plan (MOT) for the work to be performed.
