Thanks for the opportunity to make the minor revisions to achieve Initial Site Plan approval.
1 a. The scale on all of the drawings is correct as previously shown (1" = 20'). 1 believe the issue is that while the
surveyor lists the Marchant R.O.W. as 50', the surveyed lines measure slightly more at some points and slightly
less at others with the average being an approximate 50' R.O.W.
b. We have removed the proposed improvements outside of the 50' limits in Marchant Street (as shown on your
sketch). We have provided an alternative parking layout within the 50' R.O.W. limits that we hope you find
acceptable for ISP approval. It should be noted that there was a loss of 1 parking space and an additional
sidewalk spur added between MS 7 and MS 8.
Fee to be delivered to the front desk at Community Development today. I am on my way now.
Since we had to replot the plan set, we also corrected Sheet L104 by adding the missing dimension call outs.

Thanks. Boy, time flies. It seems like just yesterday that we submitted. We will work to address the two
comments noted to receive ISP approval quickly. Out of curiosity, there seems to be a lot of comments
requesting items or info that was already on the plans (for example the dumpster pad and landscape
plan comments) It makes me wonder if there was some error in your pdf plan set submitted.

Attached are the Site Review Committee (SRC) comments for this initial site plan. I have not yet
received comments from ACSA or RWSA, but I will forward those to you upon receipt.
As you will see on page 1 and 2 of the letter, there are two comments from the Planning Division that
need to be addressed prior to initial site plan approval. I am required to take an action on initial site
plans by day 60 of their review cycle, which would be Friday December 3' for this application. You can
request a deferral of my action for up to 6 months in order to allow you to address the outstanding
comments, but you will need to send that to me prior to the 60 day deadline.
One of the two comments is just about paying an outstanding fee. The other comment, comment #1 is
about the work proposed within the Marchant St. right-of-way. Take a look at that first comment and
let me know if you want to set up a time to discuss in the next week or so.

As an adjacent property owner for the above property, tax map 78-00-00-021HO, I am in support of the proposed plan.
As I recently finished a redevelopment of the Woolen Mills in 2020, there was considerable review and expense to
address the entrance to Broadway/Marchant for drainage/runoff. I added a culvert box and a small edge/berm along
Marchant to help direct runoff from the property in question and from the road. We also repaved Marchant/Broadway
in early 2020 to help with drainage.

I assume Frank Pohl/Donny Otto will be involved in the review of the proposed site/road work (which may be
unnecessary and save money for applicant)?
I would hate to see the work redone twice if enhancements to current work are adequate.

As an adjacent property owner for the above property, tax map 78-00-00-021HO, I am in support of the proposed plan.
As I recently finished a redevelopment of the Woolen Mills in 2020, there was considerable review and expense to
address the entrance to Broadway/Marchant for drainage/runoff. I added a culvert box and a small edge/berm along

Marchant to help direct runoff from the property in question and from the road. We also repaved Marchant/Broadway
in early 2020 to help with drainage.
I assume Frank Pohl/Donny Otto will be involved in the review of the proposed site/road work (which may be
unnecessary and save money for applicant)?
I would hate to see the work redone twice if enhancements to current work are adequate.

Thanks. Boy, time flies. It seems like just yesterday that we submitted. We will work to address the two comments noted
to receive ISP approval quickly. Out of curiosity, there seems to be a lot of comments requesting items or info that was
already on the plans (for example the dumpster pad and landscape plan comments) It makes me wonder if there was
some error in your pdf plan set submitted.

Tree Protection elements of the E&S Control Plan may be an area where you could identify necessary revisions, in
terms of preventing impacts to the critical root zone of trees identified for preservation?
And in terms of site plan review, I did think the following (below) may be helpful to you or Cameron when
communicating with the applicants. But these Code sections aren't really regulatory requirements, they are the
"purposes" that precede and justify the subsequent regulations.
Still, they (all of them, esp the item highlighted in green) may be useful to cite when identifying the preservation of
mature canopy trees:
Sec. 32.7.9 - Landscaping and screening.
Sec. 32.7.9.1 - Purposes.
The purposes for requiring landscaping and screening as part of a development are to:
a) Ensure orderly development that is consistent with the policies and goals of the comprehensive plan
related to natural resources and with the plan's environmental and land use policies and goals, as
implemented in this chapter;
b) Promote the public health, safety and welfare;
c) Conserve energy by providing shade and wind breaks;
d) Provide pervious area which helps to reduce the quantity of stormwater and to recharge
groundwater;
e) Improve air quality; _
0rotect and preserve t e appearance, character and v of the site's neighboring lands; and
g) Protect the unique features of the site which could of due to careless site
design, but to implement these regulations so as not to prohibit development of the site.

Engineering is supportive, but unless a design element is required, we can only recommend. Nothing in chapter 17 ( outside
stream buffers, preserved steep slopes or items required to be preserved by an approved plan, SP, etc.) would mandate
preservation of specific trees. We will make what recommendations we can, and will be glad to cite irreplaceable
environmental benefits of mature canopy species, but areas within approved limits of disturbance may be cleared. Forest is the
most resilient and preferred ground cover from both ESC and SWM perspective, to say nothing of habitat, bio-diversity,

make an advisory comment (at the least) that the specific trees mentioned in your email be retained and protected.
It's possible that stormwater regulations may give leeway for Engineering to require retention of certain mature plant

I glanced at SDP202100078 (2000 Marchant) and I wanted to reach out about some of the existing canopy trees
on that site.
It looks like they plan to save a large hickory and large multi -stem hackberry near the Broadway Street ROW; but it
looks like their grading plan for the proposed driveway access would involve serious impacts to the root systems of
those trees.
I think you should highlight that apparent conflict/issue, and try to cite any Code sections about the preservation of
existing trees, landscape, etc.... those are "character" trees that are special, and their removal (deliberate, or
indirectly over time due to grading -induced decline) would be a bummer.
Maybe they can shift the driveway a few feet, or propose a retaining wall for the driveway instead of grading
between the tree trunk and the driveway?
Anyways, I suggest you do a site visit and get a sense on if/how those trees can be preserved while
accommodating redevelopment. I seem to recall that property having a lot of super nice mature canopy trees, and
ideally redevelopment of that site can be sensitive to all the special features on the site (including the historic -
looking dwelling and the huge awesome canopy trees).
Water Street Studio is really good and they may be able to accommodate that type of review comment.

Thanks for the input, I've saved this message so I can come back to it once I have time to write my review letter. There
are no Zoning regs. that would enable me to deny them the ability to remove existing trees. If they voluntarily want to
use the existing vegetation to count toward landscaping requirements, then Planning and Engineering can require
protection measures for those features to ensure they do not get destroyed during construction. I will nevertheless
make an advisory comment (at the least) that the specific trees mentioned in your email be retained and protected.
It's possible that stormwater regulations may give leeway for Engineering to require retention of certain mature plant
life on site in order offset runoff. But we would need to check with Engineering on that. If you want to forward this
email to the Engineering Division reviewer (John Anderson) so we can see, please feel free to do so and we can have him
weigh in.

Hey Cameron,
I glanced at SDP202100078 (2000 Marchant) and I wanted to reach out about some of the existing canopy trees
on that site.
It looks like they plan to save a large hickory and large multi -stem hackberry near the Broadway Street ROW; but it
looks like their grading plan for the proposed driveway access would involve serious impacts to the root systems of
those trees.
I think you should highlight that apparent conflict/issue, and try to cite any Code sections about the preservation of
existing trees, landscape, etc.... those are "character" trees that are special, and their removal (deliberate, or
indirectly over time due to grading -induced decline) would be a bummer.

Maybe they can shift the driveway a few feet, or propose a retaining wall for the driveway instead of grading
between the tree trunk and the driveway?
Anyways, I suggest you do a site visit and get a sense on if/how those trees can be preserved while
accommodating redevelopment. I seem to recall that property having a lot of super nice mature canopy trees, and
ideally redevelopment of that site can be sensitive to all the special features on the site (including the historic -
looking dwelling and the huge awesome canopy trees).
Water Street Studio is really good and they may be able to accommodate that type of review comment.
