Subject: SUB 201300186 VDOT Keene Area Headquarters — Boundary Line Adjustment
The County of Albemarle Planning Division will grant or recommend approval of the Boundary Line Adjustment
Plat referenced above once the following comments have been addressed: [Each comment is preceded by the
applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.]
1. [14- 302(A)(9)] Building sites on proposed lots. The plat shall contain the following note: "Tax Map /Parcels
121 -87 and 121 -98 each contain a building site that complies with section 4.2.1 of the Albemarle County
Zoning Ordinance."
2. [14- 302(A)(10)] Right of further division of proposed lots. The plat shall contain the following note: "Parcel
[letter or number] is assigned [number] development rights and may /may not be further divided. The residue
of Tax Map /Parcel [numbers] is retaining [number] development rights ". For this submittal, the note
provided ( #13) can be revised to include the following: no development rights are transferred with this
boundary line adjustment, and TMP 121 -98 has no development rights and may not be further divided.
3. [14- 302(B)(7)] Reservoir watershed /agricultural - forestal district. Revise the watershed note ( #12) to
indicate that the parcels are located in the Totier Creek Reservoir water supply watershed.
4. [14- 302(8)(10)] Stream buffers. Provide a note that indicates the presence of stream buffer on the residue
of TMP 121 -98 even though it may not be present on the portion of the parcel shown on the plat. Please
also add the following note, "The stream buffer(s) shall be managed in accordance with the Albemarle
County Water Protection Ordinance" to the plat.

Hello Ellie,
The survey plat does depict the same areas that were discussed with VDOT earlier in the year to exchange
approximately 1.3 acres from VDOT headquarters for approximately 1. 16 acres from PDF Property, LLC.
Parcel X -1 is not under easement. Since the proposed land swap does not include land in open -space easement
and the boundary of the open -space easement is not changing, VOF does not need to be involved with the
proposed land swap.

Thanks for contacting me. We were contacted by VDOT several months ago regarding the proposed land swap.
Based on the information we were provided, the portion that is being swapped is not under easement.
Since you have the plat available, I would still be interested in picking up a copy to have for our records and to
verify the area being swapped has not changed. I would be available to come by this afternoon if it is ready for
pick up.

Hi Tracy,
I am currently reviewing a boundary line adjustment between VDOT parcel TMP121 -87 and a portion of Plain Dealing
Farm (TMP 121- 98) ... it is essentially a swap of two small areas of land (1.32 acres and 1.16 acres). It looks to me like a
portion of 121 -98 is under easement, but I don't think the area they are proposing to swap with the VDOT land is ... but it
is somewhat difficult to decipher. I was wondering if you would like to review the plat? If so, let me know, and I'll leave
a copy at the front desk.
